Sir,

In accordance with the regulations in force in Madagascar and the implementation of the Arrangements relating to the Memorandum of Understanding on GMPCS and following an official request by Iridium LLC for approval of the terminal mentioned below, for which the technical documents have been transmitted to us by the National Telecommunication Research Laboratory, a technical body attached to the Malagasy Telecommunication Research and Regulation Office (OMERT), the competent authority in Madagascar for regulation of the telecommunication sector, and after study, analysis and consideration of the documents referred to above, OMERT has concluded that the technical characteristics described and presented are in conformity with and meet the criteria of the ITU-R recommendations in Article S3, Appendices S2 and S3.

OMERT accordingly hereby declares the following terminal to be approved:

•type: single-mode portable (single-mode transceiver for satellite system)

•model: SS-66K

•manufacturer: KYOCERA

under No. 98185GMPCS/I of 25 November 1998.

This approval is delivered to the designated holder and is valid only for the equipment identified above. OMERT authorizes the manufacturer to place the specific identification "GMPCS-MoU" on such equipment. The GMPCS-MoU mark will have to be checked by OMERT when the terminal enters the territory of Madagascar. A fee will be charged for this purpose.
