SEALED TENDERS are invited by the Director, NIO from Agencies/Contractors who are providing guest house maintenance services to Central/State Govt., Semi Govt., Corporate offices etc.

The Agencies/Contractors should fulfill the following requirements

  1. The Agency/Contractor should be registered with the competent authority empowered to issue the licence to carry out such business and the licence should be valid as on date.
  2. The Agency/Contractor should have experience of this business at least for 3 years and they should enclosed the certificate for the same
  3. The Agency/Contractor should enclosed attested copies of previous 3 years Returns Forms submitted to Income Tax Department.
  4. Latest attested copies of Pan No., Service Tax & Vat Tax registration No. to be enclosed.

Tenders will be issued to those Agencies/Contractors who fulfill the above requirements. Preference will be given to only those who have provided/are providing satisfactory services in Central/State Government/Autonomous organizations. If the quotes of 2 or 3 such Agencies/Contractors are same, then the Agency/Contractor who is closer to NIO will be considered for award of work.

The tenders should be on the specified form (non-transferable) obtainable from the Scientist-in-Charge, Regional Centre, National Institute of Oceanography, 4, Bungalows, Lokhandwala Road, Andheri (W), Mumbai-400053 (Tel. 022-26359605-08, 4Lines) between 9.30 a.m. to 12.30 noon on all working days on payment of Rs.500/- in cash (non-refundable) and /0r by post by sending Demand Draft for a sum of Rs.550/- (Rs.50/- for postal charges). The Demand Draft should be drawn in favour of “Director, NIO, and payable at Dona Paula, Goa. Any other form of payment will not be accepted.

Completed tenders in the prescribed form accompanied by EMD and other related documents sealed and super scribed “CTAF/M-11” send to the Scientist-in-Charge, Regional Centre, National Institute of Oceanography, 4, Bungalows, Lokhandwala Raod, Andheri (W), Mumbai – 400053 on or before 2.30 p.m 19th May,2011. Scientist-in-Charge

THE CSIR TRANSIT ACCOMODATION FACILITY, [C.T.A.F.] PRABHADEVI, MUMBAI which is part of Council of Scientific & Industrial Research and managed by the National Institute of Oceanography is located at a scenic location on the sea shore of Arabian Sea, Mumbai. It is a transit accommodation facilities for the staff of CSIR and itssister laboratories and for the persons from other organizations on short official duties. The stay of the guest usually does not exceed beyond seven days.

THE C.T.A.F. is located at ‘A’ Wing of “TWINTOWERS” Society, Prabhadevi, Mumbai the central place of Mumbai. It is an accommodation for the VVIPs, VIPs and distinguished guests dignitaries from India and abroad on short official visits.

The area for which the services are to be rendered at the C.T.A.F.on 20th & 21st floor is as follows:

TERMS AND CONDITIOONS GOVERNING THE AWARD OF CONTRACT FOR MANAGEMENT AND MAINTENANCE OF C.T.A.F. [GUEST HOUSE] AT PRABHADEVI, MUMBAI.

NOTE:

The tenderer shall not be permitted to tender in the concerned unit of CSIR in which his/her relative is posted in a supervisory capacity. He shall also intimate the names of persons who are working with him in any capacity or subsequently employed by him and who are relatives as mentioned below.

  1. Each quotation should be enclosed in double covers with the name of the work written on both the outer and the inner envelops. The inner cover should be sealed and superscribed “QUOTATION FOR MANAGEMENT OF CTAF, MUMBAI”.
  1. The Director, National Institute of Oceanography does not bind himself to accept the lowest quotation and reserves the authority to reject or partially accept any or all the quotations without assigning any reasons.
  1. Your quotation should remain valid for 90 days from the date of openings.
  1. You will be entirely responsible for the complete management of CTAF which will include maintenance of CTAF in all respect and providing catering and room services to guests, maintenance of records such as guest staying records, telephone records, and any other records which we may be stipulated from time to time.
  1. You will allot rooms/seats to the guests of the institute on receipt of booking from NIO. Your person should come to NIO at Andheri(W) every day for collecting the booking chart for which no extra payment will be admissible. Your person will arrange to receive rental charges and issue rent receipt to the guests. You will ensure that each guest enters his name and other details as required in visitors register. You should intimate occupancy report to NIO, Andheri on phone every day at 10.00 a.m.
  1. You will arrange to deposit copies of rental receipts issued to guests and the rental charges once in a week. The accumulated rental charges should tally with the visitor’s registers as well as rent bills/receipts.
  1. You shall provide the service to guests, round the clock.
  1. The contractor on award of contract should maintain a register furnishing the Name, Address, Character Certificate, latest photographs, Telephone Numbers of the contract labour engaged by him and posted at C.T.A.F. This register completed in all respects should be handed over to the Scientist-In-charge, NIO, Regional Centre, Mumbai, within 7 days from the date of award of the Contract.
  1. The contractor should maintain duty register furnishing the details of duty roster i.e. the shift they will attend duty and should also be made available for inspection to the authorized representative of the office.
  1. The contractor on engaging any person to be deputed at the guest house should get his antecedents checked by the police and the police report produced to the Scientist-In-charge, NIO, Regional Centre, Mumbai.
  1. The contractor should issue Identity Cards to all his staff deputed to the guest house within 15 days of award of contract and the staff should be instructed to wear the same while on duty.
  1. The contractor should issue Uniform to all his staff deployed in the guest house within 15 days of the award of contract. Prior approval from the Director, NIO should be obtained regarding the colour of the uniform. The staff should be instructed to wear the same while on duty and present themselves in a neat and clean uniform, with proper hair cut and shoes polished.
  1. The contractor should note that the contract is not transferable i.e. on award of contract; he shall not transfer, assign or sublet the contract. In the event of non compliance the contract will be immediately terminated entailing forfeiture of EMD.
  1. The contractor should instruct his staff to be very polite and courteous while dealing with the guests. Instructions should be given that no staff member should enter the room occupied by the guest without prior permission. In case of theft of any item from the guest, it will be the sole responsibility of the contractor and the value of the same will be deducted from his monthly payments
  1. The contractor should clean and spray the room with room freshener on its vacation and keep the same ready for occupation/ allotment to the next person. In case of a guest who has been allotted room occupies the room for more than two days, the linen and towels should be changed every two days
  1. The contractor should maintain the kitchen dining room clean and as such get the flooring swabbed every night once the guests have vacated. The tables, chairs should be cleaned and properly arranged, ready for the breakfast. Weekly cleaning of ceiling fans, pedestal fans etc should be undertaken. The freezers should be maintained clean. The garbage should be cleared everyday. The surroundings should be kept clean. The guidelines issued by the Twin Tower Cooperative Housing Society to be followed in this regard.
  1. The contractor should instruct the kitchen staff to wash the kitchen utensils with proper liquid washing soap, before preparing any dish and similarly every night. Similarly, the kitchen flooring should be washed every night using disinfectants once the service is closed. The exhaust fans should be cleaned every week. Garbage should be disposed off every night after the service is closed.
  1. The contractor should instruct his staff that the plates, glasses and other cutlery should be washed properly. The plates should be kept in the oven before laying on the table for serving.
  1. The contractor should provide Menu Card in each room. He should see that the tables and chairs are cleaned as soon as the guest leave the table and keep it ready for the next guest.
  1. The contractor should see that only filter water is provided to the guests for drinking. Arrangements should be made to provide hot water to the guests whenever asked for.
  1. The contractor should ensure quality standard provisions i.e. rice, wheat, maida, cereals, oil, fish, chicken, vegetables etc; which should be procured from reputed outlets and the same should be approved by the in charge of the office prior to preparation to maintain the standard and quality of food. Contractor should note that he is not permitted to provide food to outsiders i.e. other than guests and NIO staff members/ students. Contractor is expected to provide good quality food as per the rates as approved by the Director, NIO, Goa.
  1. The contractor should ensure that the toilets and bathrooms of each room are washed every morning by using detergents. All the toilets should be provided with Odonil. The rooms should be provided with mosquito coils, mats, liquid mosquito repellent, as per the requirement of the guest.
  1. The contractor should ensure implementation of Code of Conduct in the following areas:

a.“NO SMOKING ZONE” boards should be displayed in the dining hall.

b.Guest should be requested/ advised not to enter the dining hall in lungis, shorts, nighties, vests.

c.Guests should be cautioned that they should not enter the dining hall in intoxicated condition. No liquor and other intoxicating items should be supplied in the rooms and consumption of same in the restaurant/ rooms is strictly prohibited.

  1. The contractor should not allow any guest and his staff who are on night shift to sleep on the floor.
  1. The contractor on award of contract and on signing the agreement will be handed over the entire range of crockery, cutlery, furniture, fixture and electrical fittings i.e. bulbs, fans, tube lights and other electrical fittings and other materials which are presently available in the guest house. It is the duty of the contractor to maintain the same during the tenure of the contract and return the same on expiry of the contract. During the tenure of the contract any breakage should be reported to the in charge of the office immediately and in no case later than 24 hours. Quarterly verification will be taken up by the in charge of the office for the items handed over at the commencement of the contract and any shortage will be intimated to the contractor through the office.
