A meeting of the AMENITIES Committee was held in the Council Chamber, 1 Moorland Parade, Moorland Way on Tuesday the 1 March 2016 and commenced at 7.30 p.m.

767/15 CLERKS REPORT:

a.  Minute 102/10 Creation of a children’s area in Upton Cemetery. No further information.

b.  Minute 137/13 & 275/14 Cricket mat. No further update.

c.  Minute 598/15 e) Warbler Park/Skatepark. Cllr Chase is liaising with the welding company over the repair requirements and a quote is awaited.

768/15 CORRESPONDENCE:

A copy of the BRAMM Newsletter was received and passed to Cllr Mrs Pryor.

769/15 TO DISCUSS THE RECREATION GROUND CAR PARK AND CONSIDER INITIAL QUOTATIONS:

The initial quotations received were perused by members and it was agreed to obtain further quotes. The Turbary Trust will be approached to ask whether they are able to make a contribution.

770/15 TO REVIEW THE CHILD PROTECTION POLICY:

The Child Protection Policy was reviewed and no changes will be made at this time. The Clerk will check that all the legislation is up to date.

771/15 TO RECEIVE UPDATE ON WARBLER PARK PLAY AREA:

It was reported that a 3rd party donation is required and funding will be sought. 4TK will be contacted to ask whether they are able to contribute.

772/15 TO CONSIDER REQUEST BY RESIDENT FOR THE REMOVAL AND RE-SITING OF PLAY EQUIPMENT AT REDWOOD ROAD:

See democratic session. After discussion it was agreed that signs advising of no ball games and no cycling will be installed and the situation will be monitored. The Groundsman will ascertain whether anything can be done about the post by the wall.

773/15 TO CONSIDER VALUATION REPORT FOR THE LAND ADJOINING A35 AT UPTON (ARC LAND BEHIND SKATEPARK):

The Valuation Report was considered by members and ARC will be contacted to ascertain whether the valuation is negotiable. They will be advised that the Town Council will review the situation when the 2017/18 budgets are considered.

774/15 TO CONSIDER REPLACEMENT OF PLAY ‘SPRINGIES’ AT THE RECREATION GROUND OF £944.96.

775/15 TO RECEIVE AND REVIEW THE LATEST FINANCIAL UPDATE FOR THE AMENITIES COMMITTEE:

The committee financial update was received, reviewed and agreed.

776/15 TO RECEIVE UPDATE FROM AMENITIES CHAMPIONS:

a)  Allotments

The height barrier has been erected, however it requires the use of a padlock. The Town Council requested a key to hold in the office. A motion responsive camera will be put in place.

b)  Recreation Ground

c)  Cemetery

Members were advised that the Town Council have received their first request for an interment to take place without the use of a funeral director. Advice was sought from the ICCM and the family will be asked to sign a disclaimer and a risk assessment. The grave digger will need to be present and the Town Council insurance company require the family to have one off event insurance.

d) Redwood Road Play Area

e) Warbler Park Play Area.

Concern was expressed about a hole with exposed pipes on the ARC land and they will be advised.

777/15 ITEMS OF REPORT AND MATTERS FOR FUTURE AGENDAS:

a)  The funeral of Sir Tom Lees will take place at 2 pm on Saturday 5 March 2016.

b)  A collection is taking place for Mr Brian Cooper, Contract Groundsman, who is retiring on 31 March 2016.

There being no further business, the Chairman closed the meeting at 8.45 pm

DEMOCRATIC SESSION:

Two members of public attended the meeting to ask whether a piece of play equipment at Redwood Road could be moved to stop youngsters looking into a property. One resident also expressed concern about ball games being played in the area and asked if something could be done about the post by the wall that supports the railings. See Minute 772/15.
