This is a Partial Acquisition. The appraiser will establish the highest and best use for the subject property and prepare an appraisal to estimate the Before Value of the Larger Parcel and the After Value of the Remainder(s). The appraiser is asked to consider all applicable approaches to Before Value and After Value, but to develop and report only the approach or approaches necessary to produce a credible appraisal. This assignment is completed in compliance withPublication 740, The Local Project Delivery Manualand PennDOT Publication 378, The Right of Way Manual.

12.Four signed reports are required. All sale and rental data must be verified with a party to the transaction. Directions to comparable sales, if any, must be detailed and begin from the subject.

14.If the appraiser does not believe this appraisal problem can be properly solved under the above criteria, the Project Manager should be contacted before work is begun and before a fee estimate is submitted.
15.Physical inspection of the Exterior Only or Exterior and Interior of all buildings, structures or other improvements is required.
16.All copies of the report shall contain photographs of the subject and comparable properties that accurately depict the represented property.
17.Appraisal Reports are subject to a review by a qualified Review Appraiser to ensure compliance with 49 CFR Part 24, PennDOT Publication 378, TheRight-of-Way Manual,Publication 740, The Local Project Delivery, and the Uniform Standards of Professional Appraisal Practice (USPAP), 49 Pa. Code §36.51. Staff and/or fee appraisers will be responsible for providing the District Chief Appraiser or assigned representative a written response to the review concerns within ten business days of receiving the Review Appraiser’s written request. The appraiser must request any extensions in writing from the District Chief Appraiseror assigned representative.
18.Appraisal Reports are subject to disclosure to the owners of the property appraised or their attorney.
19.For Partial Take appraisals, the Appraiser is required to complete a Form LPS-0 “Appraiser’s Breakdown of Damages” for submission with each copy of the appraisal report, but must not be bound or inserted in the report.
