NATIONAL AND LOCAL CAMPAIGNS AND MESSAGES
From 31 December 2016, it will be an offence to use, possess, purchase or acquire an air weapon in Scotland, without holding an air weapon certificate, though if you are an existing firearm or shotgun certificate holder after this date, you will still be able to use and possess air weapons, until your firearm or shotgun certificate expires.
The deadline for air weapon applications being processed before the new laws are introduced on 31 December 2016, have now passed, and in line with legislation for the application process, it is anticipated that all applications for an air weapon certificate, which were received by Police Scotland after 31 October 2016, will not be processed or granted until 2017.
Please be advised that any person who has applied for an air weapon certificate after 31 October 2016, which has not been granted by 31 December 2016, will be committing an offence unless one of the following measures are taken, while awaiting the new certificate and authorisation being granted.
1.  Store your air weapon with someone who has an Air Weapon Certificate.
2.  Store your air weapon with someone who has a current Firearm or Shotgun Certificate.
3.  Store your air weapon with a Registered Firearms Dealer.
If your air weapon application was submitted after 31 October 2016, you are advised to make one of these alternative arrangements at your earliest opportunity and before 31 December 2016.
OPERATION AFTER DARK
Some advice on keeping your home secure during the dark months.
1.  Use timer switches on lights and radio to look like your home is secure.
2.  Ensure all windows and doors are secure when leaving the home and going to bed.
3.  If possible consider using security lighting at the front and rear of the property.
4.  Make sure all garden tools and ladders are locked away when not being used.
5.  Use a good quality lock on any garden sheds or outhouses.
6.  Make a note of all makes, models and serials numbers of your property.

Recent crimes/issues in the area:
Brechin and District
During the period from 21/12/2016 – 19/01/2017 there has been 78 crimes reported in the Brechin area which cover a variety of incident which is on average just over 2 per day. Included in these numbers are Vandalisms/Theft/Assault/Disorder/Drugs and Road Traffic Offences. With the A90 on Brechins doorstep the majority of these road traffic incidents are speeding offences.
There are no major issues relating to crime trends or patterns but there have been a few incidents over the last week when 3 garages were broken into in the area of Dalhousie Street and the following night a small number of insecure vehicles were entered in various locations in the town and items stolen.
The message for the public is to double check the security of your home and vehicle and make sure that they are locked at all times.
Montrose and District
During the same period in Montrose and District there has been 98 crimes reported which is an average of just over 3 per day. Again these incidents vary in content and follow the same pattern as Brechin.
The main issue related to a high number of vandalisms in Montrose when a group of 4 young males were found to be responsible for puncturing the tyres of approximately 40 vehicles which covered the majority of the crimes that had occurred. These males are the subject of a report to the Procurator Fiscal and the Youth Justice Assessor.
Road policing issues locally:
Dangerous and Anti Social parkingremains an issue and officers will continue to target these offences.
Due to the change in temperature can we remind all drivers to clear all car windows prior to commencing their journey. It is not acceptable to just clear a small part of the windscreen and full visibility must be obtained when driving.
Reports are still being received regarding persons using motorcycles off road and in an anti social manner. The public are encouraged to report any such incidents whereby enforcement will take place.
Parking offences: There is still an issue in the towns relating to vehicles being parked illegally. It is the intention of the new community policing team to carry out enforcement in an attempt to identify and deal with the persons involved and to aid the free flow of traffic and improve road safety.
Local initiatives:
11/01/2017 saw the launch of the community policing model in Angus. The return to community policing will provide more officers on the street and allow for specific issues relating to their relevant community to be dealt with by identified officers. As part of this reform an Inspector has been posted to Montrose and will be responsible for all local policing matters within Montrose/Brechin and District. This Inspector will be aided by a Community Sergeant who in turn will be assisted by 3 Community Constables. The officers who will be carrying out this role are:

On 24.01.2016 the new community policing team for Brechin/Montrose area will be visiting Tescos Western Road Montrose from 10.00 -12.00hrs and thereafter at the Co-operative in Trinity Road Brechin between 14.00-16.00hrs for the purposes of meeting the public and completing questionnaires relating to local problems.
