Looking for personnel for a DoD 5yr contract in National Capital Region.

A candidate should possess the following skills/education:

Experience/Knowledge:

1) OSHA 29 CFR regulations, including the 300 log

2) OSHA’s OSH Annual Report”

3) Worker safety injury and illness tracking

4) Accident investigations

5) Worker safety inspections

6) Correction actions and hazard abatements

7) Conduct of worker safety injury and illness statistical analysis and/or trend reporting

Education/Clearance/Certifications:

1) BS in Occupational Safety and/or Industrial Hygiene, or

2) MS in Occupational Safety and/or Industrial Hygiene

3) TS/SCI REQUIRED

4) Preferred Certifications include: ASP or CSP, CIH, CHMM, CSM

Security Requirements

Security Clearance: The assigned SMTS is required to obtain at a minimum a level 6 Top Secret clearance with SCI TK caveats before contract work can begin.

Safety IT Management Technician Services (SMTS)

The vendor will provide the services of a cleared SMTS for 40 hours per week. The SMTS will perform such tasks as outlined in this contract and assist in carrying out the Agency safety and health information management mission.

Specific work requirements:

a. Ensure the IT integrity of the Safety Management Information System (SMIS).

b. Ensures SMIS system software runs efficiently and coordinate the appropriate support required to maintain it within the agency IT architecture.

c. Facilitate the collaboration between the SMIS vendor and the agency Software infrastructure team to ensure the SMIS complies with the agency IT requirements operationally and for future upgrades.

d. The SMTS is authorized to seek system solutions by visiting the SMIS vendor's local headquarters to resolve operational problems and prepare for system upgrades. The SMTS will obtain governmental contracting officer representative (COR) approval prior to any visit. Local travel

e. Maintain SMIS on the designated functional server.

f. Brief the COR or safety manager within 24 hours whenever there is a SMIS IT issue that negatively impacts software availability.

g. Implement, maintain, and process technical recordkeeping process requirements established under statutory safety health and environmental standards

h. Obtain, input, and maintain current SMIS data bases that relate to operational security, facility identification, organizational structure and agency’s officials worldwide. Liaison with HC eZHR personnel to determine data possibility of data sharing between systems.

i. Input findings and pertinent data from accident investigations, safety inspections, environmental discrepancies, complaints, and any other safety and health process as identified by the COR.

j. Produce statistical and trend reports as available in the SMIS.

k. Accomplish SMIS training for users and support the COR conduct briefings to management.

1. Performs any other IT related file maintenance, data processing, and multiple data entry duties as requested by the COR.

m. Assist safety and health staff to integrate SMIS information as required to support their safety, heath, and environmental program management objectives.

n. Provides technical guidance in transforming data into informational formats for safety and health training programs, briefings, promotional activities, correspondence, etc.

o. Ensure compliance with applicable security, policy, and corporate guidelines policies and procedures.

p. Maintain directorate accountability data and submit status reports to the COR biweekly.

q. Performs safety, health, and environmental awareness functions and activities as they related to SMIS.

r. Post applicable data to safety and health web pages as requested by the COR.

SCHEDULE OF DELIVERABLES

This is a non-personal service contract which will require the SMTS to provide daily record

Keeping / IT functionality, and services to staff and customers. The delivery of such service

will be assessed by the COR.

Technical Qualifications Required for the Safety IT Management Technician

(SMTS)

a. Education: College Degree in Occupational Safety and Health or related fields.

b. Experience: Knowledge and skills with general office operational protocols. The specialist must be fully competent in computer navigation skills and familiar with Microsoft Office applications, the Facility Management Assistant application and the Accident Investigation Module application. Must possess excellent organizational skills. Ability to work under pressure and operate efficiently in a heavy workload environment. Very beneficial to have an understanding of Federal Occupational Safety and Health Standards and EPA standards, DoD and manuals and directives, technical journals and other publications of various professional associations, textbooks, research study reports and established practices.

c. Must operate effectively, consistently, and timely in a customer service environment.
