Background

Doctors Without Borders/Médecins Sans Frontières (MSF) is an international humanitarian medical aid organization working in more than 65 countries worldwide. Médecins Sans Frontières is neutral, impartial, independent, and not linked to any political party or governmental body. It provides emergency medical assistance to people in need, irrespective of their nationality, race or religion. In 1996, MSF received the Indira Gandhi Prize for Peace, Disarmament and Development and in 1999 MSF was awarded the Nobel Peace Prize. MSF has worked in India since 1999 and provides medical treatment to hundreds of thousands of Indian patients.

MSF provides free-of-charge essential healthcare. MSF runs hospitals and clinics, perform surgery, fight epidemics, operate feeding centres for malnourished children and offer mental healthcare. MSF currently runs projects in the states of Bihar, Manipur, Maharashtra, Jammu & Kashmir, Chhattisgarh and Telangana. MSF India is one of 24 offices and operational centres in Europe, America, Asia and Australasia, pooling funding, expertise and staff for MSF field operations. MSF India has three key objectives in support of field operations: the recruitment of skilled medical and non-medical staff, the raising of vital funds, and public information work.

Purpose of Post

·  To contribute to the establishment of a timely, efficient and economic supply to the MSF project in Asansol.

Functional and Hierarchical Lines

Hierarchically & functionally accountable to the Field Logistician

Main responsibilities

The employee is expected to be aware of the following logistical families and to gain some knowledge in the following areas to better fulfil his tasks as a Logistics Assistant for Supply: LX 7 Software, Storekeeping, Cold chain, Construction, shelter and rehabilitation, Energy, ICT (Information and Communication Technology),Telecommunication, Transport and Fleet management, Watsan, Food logistics

Supply

General supply responsibilities

·  Responsible for supply chain management and procedures as specified in the MSFE OCBA Supply Guidelines and other reference documents;

·  Responsible to maintain and work on LX 7 software;

·  Responsible for maintaining updated price list in LX7 for frequently purchased items and maintain a suppliers’ list in LX7 for all frequent products for both projects;

·  Responsible for obtaining quotations from suppliers when necessary and according to Supply Guidelines and also to advise Log on new products available;

·  Responsible for supervising deliveries of purchases to the MSF Asansol office and ensuring proper hand-over (Reception and validation) of all purchased items to the log in charge;

·  Responsible for the organisation of the transit stock and ensuring that all items in the transit stock is sent to the designated location with the correct documents in a timely and correct manner (FM, PL, ST);

·  Responsible of organizing, coordinating and make sure all paperwork is done for the transport of any good between Asansol and Delhi and between Asansol. Includes the making of Way Bills, Packing Lists and any other necessary paper;

·  Responsible for giving rating to the suppliers (for items that are frequently purchased) based on the quality, delivery, service, price;

·  Responsible for ensuring that the purchaser is bringing the best quality and at the lowest prices, but always keeping in mind MSF-standards and MSF-catalogues;

·  Needs to ensure good packing from the supplier (when realistic) to avoid repacking;

·  Will do a bid analysis for any expensive items together with the Field Logistician;

·  Responsible for accurate record keeping and accounting of local purchase expenditures and to maintain the best possible relations with finance department (closing of advances on time, planning of purchases);

·  Responsible to maintain & arrange the log store, with proper stock cards and related stock request, delivery notes.

·  Responsible for working closely with the Field Logistician to prioritise project needs and ensure requested items are acquired promptly for both projects.

·  To do purchasing or supervise it, as required

·  Responsible for daily contact with transport providers for the correct dispatch and arrival of materials;

Additional tasks

·  Is responsible for providing other logistical support upon the request of the Field Log.

·  Can be requested to assist the MICU construction Supervisor in his daily tasks in Asansol

·  Could be requested to go to other field locations to give specific support as required by Logco

·  To perform any other tasks as required by your Supervisor

·  To maintain a flexible approach and responds to the needs of the project even if outside of this job description.

REQUIREMENTS

Qualifications

·  Senior secondary school education or Diploma in commercial/supply related studies desirable.

Work experience

·  1 year minimum experience in similar role or in supply chain activities related jobs

·  Desirable working experience as a Logistician with MSF or other NGOs

Specific skills

·  Ability to organize & priorities workload independently, using initiative when appropriate.

·  Attention to detail and accuracy

·  Good spoken & written English; Good level of Bengali and Hindi languages

·  Good negotiation skills;

·  Able to integrate into a multi-cultural team and cooperate with co-workers.

·  Able to work independently as well as part of a team

·  Able to be flexible in taking up tasks outside of regular job responsibilities as required.

·  Knowledge of MS Office, especially MS Word and MS Excel;

·  Good Punctuality and ability to act with responsibility

·  SALARY: Rupees 24,464 gross/month
