Minutes for Meeting of February 9, 2011

Present:

Burke Nelson, Dave Oakden, David Nance, Doreen Schulze, Janet Bass, Jay Munns, Jim Buchanan, Jim Hess, Josh Greer, , Kevin Christensen, Kimberly Giles, Linda Bourne, Michael Nelsen, Peggy Mechum, Ray Strong, Sara Sinclair, Scott Vest, Pat Kelley, Kevin Potter, Marsha Andersen.

Mike Nelsen opened the meeting at 0900 and asked for approval of last month’s Minutes. Motion made by Jay Munns and seconded by Kevin Christensen with all voting in favor.

Kevin Potter stated he had to leave early for a meeting in Logan on upgrading the 911 system.

Kimberly Giles stated there are IMT (Incident Management Team) classes being offered. Also, Congress is way behind on grants. Don’t know when money will be available. EOC conferences coming up. The classes are three or four days depending on the class and you can sign up on line. Everyone got handout showing various conferences and workshops.

Pat Kelley from Red Cross who works with Fred Henderson the Emergency Services Director stated there were going to be shelter exercises in Ogden/Layton, Brigham City and Cache Valley on May 20th. Wants CERTS involved.

Sara Sinclair stated there would be a region wide 800 Mhz exercise on March 1 at 1:30pm as a follow up to the one in October. Purpose is to make sure communication works region wide with the radios and for practice using the radios. The first test had a 95 percent success rate. Also had handout of the winter Communicator.

Peggy Mecham stated they need more volunteers for the shelter exercise and to refer potential ones to her. Also, they will have another CERT class when there are 10 to 20 people for the class. If there are CERT members who want to be Red Cross volunteers, refer them to her.

Kevin Christensen has been working on Tier II mapping with Box Elder GIS Elgin Moore. It is web based, user friendly and interactive with topographical, aerial and street map views. The mapping will be layered showing cities, railroads, schools, churches, etc., and the layers can be secured by password. Will be adding data on a test basis and need to finalize the data wanted with Elgin. Internet connectivity in the field is being looked at. Looking at grants for same. Will be sending out an email to see who wants to be on the committee. Need more tabletop exercises to work out issues before full scale exercises.

Jim Buchanan said grant money is needed to complete the 800 mh. Also, Riley Pipeline finished the last phase. Stated that House bills 80 and 255 need support through legislature. They are bills further clarifying emergency management.

Josh Greer stated there were three diesel spills, but all were taken care of.

Jay Munns stated Garland and Tremonton were having a joint 7.5 earthquake exercise April 27th and they are looking at having four to five tabletops before then. The City of Garland is also having a tabletop tonight (02-09) with the new council and mayor to bring them up to base level.

Ray Strong said they had a good peer exchange and he is looking forward to doing it again.

Janet Bass stated there is a need to help the Health Department get the word out about what all they can do. Also stated that Auto Liv in Tremonton had the best year ever in 2010.

Jim Hess said there is a tentative IS 300 class for March 29th or 31st in the evening. Will send information when it is firmed up.

Mike Nelsen stated the FCC has approved the first Presidential alert test; no date set yet. Also recommends that everyone take the CERT class. Looking at having it at the next LEPC meeting on March 9th, reserving the room for 2-1/2 hours. Peggy to let us know if March 9th will work. The 2-1/2 hour block for the room is tentatively on the sheriff office calendar.

Meeting ended at approximately 1015 with Kevin Christensen making a motion and Ray Strong seconding it.
