MAY 28, 2009 CONFERENCE CALL MINUTES:

Review of Attached DRAFT Revisions to NANC LNP Provisioning Flows in Support of FCC Order 09-41 – All:

·  After introductions and review of the agenda, LNPA WG Co-Chairs Paula Jordan and Gary Sacra facilitated the group’s review of DRAFT revisions to the NANC LNP Provisioning Flows in support of the 1 business day interval for simple ports as mandated by the attached FCC Order 09-41. In response to a question from a participant, the Co-Chairs explained that the objective of this call was not to finalize any changes to the process flows, but to level-set everyone on the flows and to start the process of considering possible revisions. The straw revisions captured in the DRAFT v1 process flows were meant to facilitate the group discussion.

·  It was further proposed by the Co-Chairs that the group complete the high-level process flows, which would then serve as the template for working on the more detailed Narratives that accompany the flow document.

·  The group walked through the attached v1 of the DRAFT changes. Proposed changes are identified in red.

·  It was explained that this DRAFT v1 version of process flow changes contains proposed new flows for the LSR/FOC exchange for simple ports and for non-simple ports. The wireless ICP process was not revised.

·  During the review of the DRAFT revisions, the following questions and Action Items were identified for further discussion and consideration:

1.  Figure 1 Step 4, which references the optional CSR request, should this step be reworded and/or moved to a different location in Figure 1?

2.  Should the use of the Unconditional 10-Digit Trigger be made a requirement on the part of the Old Network Service Provider (ONSP)?

3.  In several flows (example is Figure 3 Steps 5 and 6), there are references to conditional steps where the ONSP and OLSP (a Reseller or Interconnected VoIP Provider) exchange LSR and FOC information based on contractual agreements between the two providers. Question asked – Do we still want these steps reflected in the flows?

4.  It was stated that we need to ensure that we are not precluding or prohibiting in the verbiage of the flows providers who choose to consider port-outs of multiple TNs as simple ports from doing so. Perhaps some clarification in the Narratives would be appropriate.

5.  Is the group ok with the wording in Step 4 in Figure 4, which states, “NLSP sends LSR or LSR information to NNSP for resale or interconnection service.”? The term “interconnection service” is also used in Figure 3 Step 2. This term is meant to distinguish between the interconnection with a PSTN network provider and an Interconnected VoIP provider and that of a Reseller.

6.  Is it acceptable to remove references to the Simple Port Service Request (SPSR) in the flows?

7.  We need to determine the treatment of Type 1 Wireless in the revised flows.

8.  Do we want to maintain two timers (T1 and T2) or move to one timer?

LNPA WG Participants are to provide any input to the questions identified above to Paula Jordan () and Gary Sacra (), LNPA WG Co-Chairs, by Friday, June 5th, in time for discussion on the June 9th LNPA WG conference call.

·  Gary Sacra, LNPA WG Co-Chair, took Action Items to:

o  Strike the question asked in Figure 5 (Wireless ICP Process) of the v1 DRAFT flows.

o  Complete the DRAFT revisions to the remaining flows.

NOTE: These two Action Items were completed and are reflected in the DRAFT v2 flows attached below.

Discussion of Status of Subteams:

Define One Business Day Subteam (Chaired by Jan Doell – Qwest):

o  There have been 3 calls to date. The subteam now has 8 providers and 1 vendor participating.

o  Participants are in the process of submitting white papers providing their respective company’s responses to the following questions:

1.  What do you consider a “One Business Day?”

2.  Address if you think the FOC is included and if so, what interval to assign it.

3.  What should the “stop and start” times be in defining the business day?

4.  List some examples of different times during the day, (both inside and outside a business day) when orders arrive and when you view the business finished and the port should be completed.

5.  Talk to whether you think this mandate is on port-in and port-out or just port-out.

6.  Any other critical issues on the definition to bring up for discussion.

Six of the eight provider participants have responded to date. The two remaining providers will submit their contributions by the next call, which is scheduled for June 4th from 10am to 12 noon Eastern. The intent is to create a spreadsheet to reflect the different inputs, which will be reviewed on the June 8th call.

LSR Subteam (Chaired by Linda Peterman – One Communications):

o  This subteam has met twice to date, with 5 service provider and 3 vendors participating.

o  The team has identified some dependencies on other work that is taking place, such as the definition of a business day, which is necessary in order to move forward.

o  Six more calls are currently planned for 1 hour each:

WICIS Subteam (Chaired by Deb Tucker – Verizon Wireless):

o  Two calls have taken place to date with 6 service providers and 3 vendors participating.

o  The subteam is exploring whether or not the WICIS itself could be used for wireline-to-wireline and intermodal ports.

o  It appears evident at this point in time that buy-in for such use of the WICIS would be difficult to obtain and may not be feasible for such implementation.

o  The subteam developed a list of WICIS requirements for augmentation to support wireline porting.

o  The subteam has concluded that its best effort would be to facilitate the standardization work that is currently taking place in the OBF LSOP Committee. A list of fields has been provided to the LSOP.

o  The next call is scheduled for June 2nd from 1pm to 2pm Eastern. No other calls have been scheduled at this time.

“Out-of-the-Box” Subteam (Chaired by Teresa Patton – AT&T Mobility):

o  This subteam is exploring possible alternatives to utilization of the LSR/FOC and WICIS for processing port requests.

o  Two calls have taken place with a 3rd call scheduled for June 2nd from 4pm to 5pm Eastern.

o  The subteam has identified 4 basic ideas to date for further exploration:

1.  One or more Clearinghouse Service Bureaus that will take a standardized set of data elements and convert to a service provider’s specific requirements.

2.  Enhance the Service Provider Create message sent to the NPAC to include a standard set of data elements.

3.  A combination of 1 and 2 above.

4.  A combination of the LSR and WICIS.

5.  Use of the ENUM process.
