RULES AND REGULATIONS
of the 16th international football tournament in memory

of Andrey Likontsev for children born in 2006

  1. The objectives of the tournament.
    The international youth football tournament is held in order to:
  • Develop and promote youth football, raise its role in the all-round development of the individual and in the formation of a healthy lifestyle for children;
  • Organize and conduct youth football festivals for teams of children's and youth sports schools and schools of Olympic reserve, football sections, sports clubs, professional football clubs and other teams, participation is on a voluntary basis;
  • Upgrade young players' skills level, quality of education and training in the sports schools of different regions of Russia and foreign countries, share experiences between trainers;
  • Elect the winner and runners-up of the tournament.

2.The tournament manual.

The organization and management of the International youth football tournament is realized by the "Regional Trade Union Sports Club" (hereinafter - the Sports Club).

The Chief panel of judges (hereinafter – the CPJ) approved by the Sports club is responsible for the staging of the tournament.

The cases not provided for by the existing rules are resolved by the CPJ.

3.Date and venue of the tournament.

The tournament is held from the 4th to 6th January, 2017 in Voronezh, Russian Federation,Studencheskaya str., 17, sports complex "Centralniy".

4.Participants.

Teams of children's and youth sports schools and schools of Olympic reserve, football sections, sports clubs, professional football clubs and other teams of Russia and foreign countries are eligible to participate in the tournament. Players bornbetween January 1, 2006 and December 31, 2006, are allowed to participate in the tournament having age proof card, medical admission to the tournament and medical insurance.

It is the responsibility of the team leaders and each member of the team for compliance with the Rules and Regulations. If a player participating in a football match violates the above mentioned paragraph his team loses by a score of 0-3.The team leader and the player who has committed the violation will be subject to disciplinary action, up to disqualification.

5.Conditions of the competition.

International youth football tournament is held in two stages: group stage and knockout round.

At the group stage, the teams play in two groups (6 teams in each group) in a single round robin. The ranking of each team will be determined by the maximum number of points after the group stage.

Ateam is awarded3 points for eachwin, 1 point in case of a draw and no points for aloss.
If a tie exists between two or more teams, then the team with the best ratio won/lost games, considering all matches of the round, will be the higher rankedteam.

If teamsshare the same numberof points, the following criteria will be applied, in order:
- The team with the best goals ratio and ratio of won/lost games will be determined to be the higher ranked team

- The team with the best goals ratio consideringallmatches, will be the higher ranked team

- The team with the most number of goals consideringallmatches

- The team with the least number of yellow and red cards (1 point for a yellow card, and 3 points for a red card),

- By lot.

These conditions are applied separately for the group stage and knockout round.
Receiving two yellow cards in one game resultsin a one game suspension.Any other violations will result in disciplinary action according to the Disciplinary Code.

Knockout round (playoffs).The top two teams from each group advance to the Playoffs: the 1st team from Group A plays against the 1st Team from Group B and the 2nd team from Group B plays against the 2nd Team from Group A.Teams ranked from 3rd to 6th at the group stage will play for the fifth-sixth, seventh-eighth, ninth-tenth, eleventh-twelfth places.In the case of a draw in the play-off matches a series of three eight-meter kicks follows.
Playing time: A matchconsists oftwoperiods of15 minutes (half-time is 2 minutes).The matches shall be held according to the rules of football in 52x30 m. gym with a wooden surface.Gates are 5x2 m., the goalkeeper may bring the ball into play by hand only.

The number of players on the field: six field players plus a goalkeeper.The number of replacements is not limited to, returns are permitted.Ball No4.

The official Tournament team shall be limited to a maximum of 12 players and 3 team officials.

Yellow cards received at the group stage are not counted in the playoffs.

If a team fails to appear at a match without a valid reason that team will score no match points and its opponent will be given 3 match points as winner of the match.If a team fails to appear at a match without a valid reason twice, the CPJ will decide upon the further participation of the team in the tournament.If a team which has refused to play or abandoned the tournament played less than 50% of matches, its results are invalidated, and if it played more than 50% of matches, it loses by a score of 0-3, and its opponents will be given 3 match points.If a team has a player who has not been registered in the right way then that team commits a violation and will score no match points and its opponent will be given 3 match points as winner of the match.Participating teams must arrive early at the match.Coaches must record the names of 12 players, the coach himself and 2 team officials (15 persons in total) in the game sheet 30 minutes before the match and also present to a referee an application form.
After the end of the match coaches together with a referee must complete the game sheet within 5 minutes.
It is forbidden to play if there is no health official with medical kit or ambulance present.

6.Tournament judging.

Judging is carried out in accordance with the rules approved by FIFA, including the amendments adopted by the International Council, considering the players age and sports surfacing.
Judges, approved and designated by the CPJ are allowed to judge football matches of the International youth tournament.

7.Procedures and deadlines.

The Participating Teams have to confirm their participation in the tournament before September 1, 2016.An application form comprises: a coach, 2 representatives and up to 12 players.Teams that do not submit the relevant paperwork within a specified time are not allowed to participate in the tournament.

8.Appeals.

Any Rule violation or misapplication of the laws of the game will be a matter for appeals.
The coach must notify the coach of the opponent team and the referee of the appeal immediately at the end of the match.The appeal must be indicated in the game sheet before its official ending. A written appeal must be signed by the coach and lodged with the CPJ within 1 hour after the match.

A protest in due form will be considered by the CPJ within the shortest possible period of time.

Protests related to the game moments, the award or the non-award of a penalty kick, as well as untimely lodged or not indicated in the game sheet are not accepted for consideration.

9.Responsibility of players, coaches, team representatives.
Participating football players, coaches, and team representatives are obliged to comply with all requirements and responsibilities as specified in this Tournament Manual, to prevent the foul play and systematic violation of the Game Rules, to exercise a high level of discipline and to demonstrate respect for opponents, referees and fans, to follow the FIFA Fair Play Code. It is responsibility of the participating team leaders and representatives of the sending organizations for the behavior of their players.
In case of violation of these Rules and Regulations or football match interruption because of misconduct of players, coaches or fans a guilty team (or teams) loses by a score of 0-3.
The team leaders and players, coaches or representatives who commits the violation will be subject to disciplinary action according to the disciplinary Rules and Regulations of the tournament.

10.Awarding of the winners, runners-up and participants.

The team who wins the 1st prize in the International football tournament in memory of Andrey Likontsev gets the Cup, players and coaches will be awarded diplomas of the 1st degree and medals.Team members will be awarded medals and diplomas if placed 2nd and 3rd.The best players estimated by the CPJ are awarded gifts.
