COMMUNITY COUNCIL

A meeting of Llanfair-ar-y-bryn Community Council was held on Tuesday, 16 May 2017 at Bethel Chapel, Cynghordy at 8.00 p.m.

Present : Councillor Liz Tunney, (Chairman), Councillors Gareth Davies, Emyr Jones, Huw Jones, Iwan Price-Davies, Dwylan Davies, and Roger Slade. Also present was the County Councillor Handel Davies, Mrs Carol Davies (Translator), Mrs Heulwen Jones (Clerk to the Council)

Prior to the start of the meeting the councillors completed a form accepting the role as Councillors for Llanfair ar y Bryn Community Council.

The Chairman Liz Tunney welcomed everyone to the meeting and particularly the new councillor Mr Huw Jones. He also welcomed and congratulated Mr Handel Davies for having been elected as County Councillor for our area.

Matters Arising :

The clerk stated that she had contacted Mr Stuart Quick about the bus shelters in Cynghordy and Rhandirmwyn and that he had stated that these would be repaired as funding would allow.

With regarding to the cutting of the hedge near Bryncerdd, Cynghordy he had stated that this was part of the Trunk Road Agency’s responsibility.

The council had been out on several occasions to look at the condition of the road near Frongoch, Rhandirmwyn and they did not consider that there was a problem, but they would continue to monitor the situation.

With regard to the letter from Mr Nigel Cole he was going to look into the matter and he would keep an eye on the problem.

County Councillor Handel Davies stated that he would also investigate these matters.

Correspondence :

1.  Information was received from One Voice Wales – Information was received about courses and about a meeting arranged by One Voice Wales.

2.  Recycling Bins – the clerk stated that recyclying bins had been placed in one area Llandovery Rugby Club’s car park. Details were also given about amnesties that were being held in the area.

3.  Code of Conduct – The clerk stated that she had received an invitation to attend Code of Conduct courses together with co-councillors. These will be held on the 29th June and 6th July. Both meetings will be held in the Council Chamber, at 6.00 p.m..

4.  Compliance with the Code of Conduct – The Standards Committee requested the information in accordance with the Freedom of Information Act regarding our council. Details of the request were as follows: how many expressions of interest had been made in Council meetings between 1 April 2016 and 31 March 2017. Also had any members of the Council received Training in connection with the Code of Conduct between 1 April 2016 and 31 March 2017.

5.  NHS – A poster was received from the NHS advertising the new telephone number to ring in an emergency but where there is no threat to life, the telephone number is 111. A number of the posters were distributed so they could be placed in the noticeboards throughout the area.

6.  The clerk stated that she had received notice that the water board were intending to close the road near Banc y Berllan, Cynghordy. She stated that the clerk had contacted the owner as soon as possible with regard to this.

7.  A letter was received from Mr Griffith Salter, complaining that a light was shinning too much light into his property. He stated in his letter that he had asked everyone in the area about this light and that everyone was of the opinion that they didn’t want this light. The clerk stated that she had already spoken to the street lighting dpeartment asking them to turn the light off.

8.  A number of other items of correspondence had been received, and the councillors were given the opportunity to read them.

Financial Matters;

A precept of £1500.00 had been received.

Audit – The clerk stated that Mr David Dyer had completed the Internal Audit of the accounts for the year 2016-2017. The Grant Thornton form was duly signed by the Chairman, Liz Tunney. The clerk will be sending a copy of the original form to the external auditors. Mr Dyer had sent a letter to the Council certifying that he was not connected to the Council. This letter was required under the Wales General Audit guidelines.

The clerk gave a detailed report on the council’s finances as well as a detailed explanation of all the payments. This was shown to the councillors in the form of a finance spreadsheet.

Planning Matters

Planning application E/35407 Tŷ ar y Rhiw, Rhandirmwyn. The clerk had sent a message regarding this application – No opposition.

Any other matters :

A discussion ensued on various matters in the area, and it was felt that it would benefit everyone if there was more co-operation with other community councils in the area.

After a brief discussion the council came to the decision to ask the county council whether there was a way of placing a speed limit on the road up to Rhandirmwyn. It was felt that the road was narrow in sections and there was a need to slow traffic.

County Councillor Handel Davies congratulated Wyn Jones, Clynmawr on being choosen to be a member of the Welsh Rugby team squad. He stated that this did not happen very often in the area and he wanted to wish him well on his rugby tour to Tonga and Samoa.

The meeting closed at 9.45 p.m.
