www.rapc.gov.md / The project represents a Multi Donor Trust Fund (MTF) and will support the implementation during 2006-2008 of Moldova’s Government central public administration reform (CPAR) program outlined in the Strategy and its Implementation Plan (endorsed by the Cabinet of Ministers on December 28, 2005), aiming to an improved performance of public administration, aligned with policy priorities of the Government and operating according to the EU-compliant principles.
The MTF has two main parts: a part executed by the Government of Moldova with WB support and a small policy advice part executed by the World Bank. The first part has the following components: Institutional Reorganization, Government’s Policy-Making Capacity, Merit-based Professional Civil Service, Change Management and Information and Communication, Trust Fund Administration.
The Dutch Government and DFID contribute to the financing of the MTF.
Dfid has graduated from Moldova by February 2011 and thus will not be co-financing the programme after this date.

/ The overall objective is to contribute to a modernized public administration system that is more efficient and better able to develop, implement and monitor long/term policies and programmes.
The project specific objective is strengthening the institutional capacity of the Ministry of Foreign Affairs and European Integration so that it can exercise its functions in a more efficient manner, and fulfil its European Integration commitments. The Project will specifically support activities in three major areas:
I.  Institutional Capacity Building, and
II.  Regional Cooperation
III.  Communications and Public Relations
The Sida contribution shall be used for Component I.
The MFAEI of the Republic of Moldova has submitted a request to Sida to provide an extension of the current contribution till end 2011 with additional funding . The renewed request of the MFAEI has two parts:
- additional support for the component on capacity building
- support for a new component on support to preparations to Negotiations of the Association Agreement with EU.
The request entails capacity building and investments.

Chairperson of the Commission / The program is aimed at promoting democratic governance and decentralisation and improvement of the service management capacities of local Governments. This is in line with the National Development Strategy of Moldova and one of the 5 key priorities of the new government. Sida and UNDP has agreed to pilot a human rights based approach on this program focusing on Transparency, Accountability, Participation and Non-discrimination.
The contribution will help to implement the EU Moldova Action Plan, especially regarding art. 1 "Continue administrative reform and strengthening of local self government in line with European Standards ...... including with regard to management of local budgets by local administrations and attribution of budgetary competence". The main partner is the Chancellery of State.
The Chancellery will work in partnership with the Parliament, local governments, local businesses, communities and CSOs with support from UNDP Moldova / ILDP team and UNIFEM and Sida. The proposed contribution is coordinated and complements the Central Public Administration Reform, Public Finance Management reform and Regional Development, all supported by Sida. . The programme is gender mainstreamed..HRBA is piloted in this reform area.
In Spring 2011 the Inception Phase reports ( deliverables) are to be approved by Sweden and a decision taken on further disbursements.

A group of donors including EC; Council of Europe, Danida, and UNDP has together with Sida teamed up to support the Parliament in its refom process. Sida will contribute to components that are in urgent need: ICT equipment, support and training. It will be a long-term joint project with Danida (2009 - 2013), implemented by UNDP. Even though Sida’s contribution was directed to ICT, the follow-up will be of the whole program. uring the implementation, Sida will have a specific focus on dialogue on a human rights based approach, making sure that the four principles (transparency, accountability, participation and non-discrimination) characterize the reform.

/ The development objective of the project is to achieve effective and transparent
management of Public finances, a key prerequisite for EU integrationThe project comprises four components:

3) Financial Management Training Capacity and Training
4) Project Management, Monitoring and Evaluation
Sida originally financed only the Capacity Building and Training component including capacity building in the Academy of Public Administration during the project preparation phase.
The Academy will run skill-oriented training courses in management, internal control and audit, strategic planning, medium-term budget planning , macroeconomic forecasting, accounting, program costing and related topics;
In 2009 Sida agreed to co-finance also the investment component (1) to ensure that the system and reform would be implemented.

www.rapc.gov.md / Support to Policy Management Capacity is assisting the Government of Moldova in further implementation of the Central public administration reform.
Currently Dfid supports the NDS project, to be finalized by February 2011 as Dfid graduates from Moldova. According to the agreement reached between Dfid, Sida, Government of Moldova and The WB, Sida will take over the implementation of the second phase of NDS, now called PMC, joining CPAR MDTF component 2.
Upon request of the Moldovan Government to The WB and to Sida from 26.08.2010 the contribution will be added to the existing CPAR MDTF, as it is in line and complements Component 2 under ongoing CPAR. The same TF modality will be used. Total amount of the support is 67 MSEK, Sida was requested to contribute with 40 MSEK. The Chancellery of State is the main partner, all line ministries will be covered.
Project prepares grounds for EU CIB, fully aligned. The management will be done by WB PIU and Ecorys /Dutch consultant. The WB is to decide upon single source procurement of the consultant Ecorys. The Dfid NDS team placed in the government will be amalgamated with the CPAR PIU in the Chancellery of State.
This contribution is planned, the funds will be added to the ongoing CPAR, Component 2, the same MDTF will be used.
An additional funding of 30 MSEK is discussed and agreed with the Government of Moldova, The WB and Dfid – to fund Component 2 under CPAR, called Policy Management Capacity Building. The WB will prepare yet another Amendment to the CPAR MDTF Agreement on additional funds to CPAR to be signed in April 2011.
