Estates Consultants Framework

Introduction

This framework has been compiled as a result of a full EU tender process. It commences in December 2007 and will be in place for 48 months, until November 2011.

In February 2006 the EU rules on frameworks changed so if you have a requirement for consultancy from one of the lots then you must invite all of the consultants on the list for the particular lot to submit a bid. It is no longer possible just to select three and then rotate the list.

Form of Contract

JCT non binding was specified for the framework but not for individual contracts. Therefore we therefore strongly recommend that when you issue a tender or enquiry that you state which form of contract you will be using.

Fees

The consultants have submitted a range of indicative fees. Therefore, fees should be confirmed on a project specific basis dependant on the duties and Form of Contract. For confidentiality, these are contained in a separate booklet.

Evaluation

When carrying out further calls for competition, the responses must be evaluated against the criteria in the original tender document. These are:

§  Recent relevant experience 35%

§  Professional ability / skills of staff 35%

§  Value for money / time charge rates 20%

§  Value added services 10%
