As a key member of the Senior Leadership Team,the post-holder will haveoverall responsibility for all financial, property and IT resources. You will provide strategic direction and operational controlover key services and ensure there are effective financial controls and risk management framework(s) in place. These include:

  • To contribute to the overall work of Lincolnshire YMCA at an executive level.
  • The Management of Finance, Propertyand IT Functions.
  • To ensure that all statutory and other accounting and regulatory requirements appropriate to the legal obligations of financial probity and reporting (HMRC, Companies house, Charity Commission) and Health and Safety are met.
  • To lead the development of the financial strategy and ensure its achievement.
  • To provide line management support and development to staff.
  • Oversee strategic procurement initiatives.
  • To respect and uphold the aims, vision and values of Lincolnshire YMCA.

  1. Main Duties:

  1. The Management of Finance, Propertyand IT Functions; this will include:-
  • To advise the Board of Trustees and Executive Team, on financial and treasury policy, strategic and business planning, financial control, risk management and performance monitoring, ensuring that the organisation’s financial affairs are clearly presented together with timely interpretation, strategic analysis and forecastof results.
  • To coordinate the production of business plans and annual budgets.
  • To oversee the production of accounting information for use by budget holders in planning and controlling the work of the organisation.
  • To work in close consultation with the Chief Executive, Treasurer, and establish a relationship with Trustees to ensure that the key financial issues confronting the organisation are fully understood.
  • To ensure that Finance functions’ policies and procedures are current, consistent, accessible, adhered to, meet regulatory and legal requirements, reflect best practice and are well communicated.
  • To lead and develop other members of the Finance team to ensure that they are well motivated, sufficiently skilled, and meet best practice.
  • To ensure that the Finance team provides a strong and proactive level of service and support to the organisation.
  • To lead in setting policy and sourcing in relation to the following areas – insurance; pensions; banking services; project financing; energy supplies; audit and financial advice.
  • To lead in the setting of strategic plans for the management of the organisation’s property.
  • Oversee the operation of the core IT infrastructure and, in consultation with colleagues, ensure that this continues to meet the needs of the organisation.
  • To maximise value for money from effective procurement.
  1. To ensure that all statutory and other accounting and regulatory requirements appropriate to the legal obligations of financial probity and reporting (HMRC, companies house, Charity Commission) and Health and Safety are met: this will include:
  • To oversee the production of statutory accounts in conjunction with the external auditors on behalf of the Trustees.
  • To lead the organisations’ approach to risk management, developing an ongoing risk based programme of controls assurance work with the internal and external auditors. This includes ensuring that the most important risks are addressed and minimised and that risk analysis is up to date.
  • To ensure that company law, charity law and regulatory requirements are complied with and advise and guide the Board of Trustees of any legal and regulatory implications of the Charities' strategic plans.
  • To maintain a thorough knowledge of the Finance policies and procedures and oversee compliance.
  • To ensure the organisation’s stationery, orders, invoices, cheques and other documents include all details required under company law and, if applicable, charity law and/or VAT law.
  • To undertake all other duties commensurate with the post as directed by the Chief Executive.
  1. To lead in the development of the organisations’ financial strategy and ensure effective implementation; this will include:
  • To support the Board of Trustees, Chief Executive and Executive Teams in setting the organisation vision and strategic direction.
  • To develop strategic approaches to the financial resourcing of work and develop, monitor and report key performance indicators to ensure that resources are utilised to maximum effect.
  • To work with the Board of Trustees and senior and operational staff providing financial and commercial input into strategic and operational improvement projects.
  • To attend regular meetings with the Chief Executive and in turn conduct regular meetings with staff line managed.
  • To attend Board of Trustee meetings, Committee meetings and senior Leadership team meetings.
  • To ensure that the property portfolio is legally compliant, properly maintained and achieves the target ROI.
  • To sustain a sustainable, robust accessible ICT platform.
  1. To contribute to the overall work of Lincolnshire YMCA as a member of the Senior Leadership Team; this will include:
  • To communicate and promote the vision, objectives and priorities of the organisation effectively to staff and other stakeholders.
  • To actively contribute to the development and outworking of the Christian ethos of the organisation, promoting our ethos internally and externally.
  1. To provide line management and support to directly line managed staff; this will include:
  • To manage and direct the work of Finance and Property staff to include setting clear objectives, managing performance through regular supervision meetings and annual appraisals.
  • Facilitate regular team meetings to allow for communication with whole team; dissemination of information; exchange of ideas/views; deal with problems/concerns and training/development of team.
  • Responsibility for the development of team members, ensuring that training and development needs are identified, development plans maintained and addressed.
  1. Identify and coordinate strategic procurement activities for the organisation

Develop and maintain professional working relationships with the Chief Executive, Board Members and senior leadership team.

External

All external agencies the organisation relates to with regards to finances which will include Auditors, Bankers, HMRC, Insurers, Pension providers, Solicitors, Funding Agencies and YMCA England.

Section F: / Any additional Information

You will be required in the course of your duties to attend evening meetings and occasionally, may also be required to work weekends depending on the operational needs of the business.

The post holder must assume responsibility for their own professional and personal development to ensure that they develop and maintain continuing competence to deliver the organisation’s objectives.
