TECHNICAL REGULATION OF ENERGY LABELLING OF HOUSEHOLD ELECTRIC TUMBLE DRIERS

I. GENERAL PROVISIONS

1. This Technical Regulation (hereafter - Regulation) shall apply to electric mains-operated household tumble driers even when they are sold not for household use.

Appliances that can also use other energy sources are excluded, as are combined washer-driers.

2. The Regulation has been drawn up in compliance with Commission Directive 95/13/EC implementing Council Directive 92/75/EEC with regard to Energy Labelling of Household Electric Tumble Driers implementing Council Directive 92/75/EEC “On the Indication by Labelling and Standard Product Information of the Consumption of Energy and other Resources by Household Electric Tumble Driers.

3. The Regulation shall be binding on all suppliers or legal entities established by them in the EU or Republic of Lithuania, who are their authorised agents or distributors supplying household electric tumble driers to the market of the Republic of Lithuania.

4. The purpose of the Regulation to inform the society in a most comprehensive manner about the energy consumed by household electric tumble driers. Although higher quality driers means higher energy consumption, provision of accurate and relevant information may influence the public's choice in favour of those household electric tumble driers which are characterised by rational use of energy, thus prompting manufacturers to take steps to reduce the energy consumption of the household electric driers which they manufacture.

5. The information indicated in the Regulation shall be measured by applying the tests under test procedures set out in Lithuanian Standard LST EN 61121, transposing the European Harmonised Standard.

6. Where under the requirements of legal acts of the Republic of Lithuania drafted in compliance with Council Directive 86/594/EEC information relating to airborne noise emitted by tumble driers is to be presented, it may be included in the label according to the instructions given in Annex 1 to the Regulation.

7. In the Regulation expressions used shall have the same meaning as in the Technical Regulation on the Indication by Labelling and Standard Product Information of the Consumption of Energy and other Resources by Household Appliances.

II. LABELLING REQUIREMENTS

8. Technical documentation referred to in the Technical Regulation on the Indication by Labelling and Standard Product Information of the Consumption of Energy and other Resources by Household Appliances shall include:

8.1. a general description of the household electric tumble drier, sufficient for it to be uniquely identified;

8.2. information, including drawings as relevant, on the main design features of the model and in particular those which appreciably affect its energy consumption;

8.3. reports of relevant measurement tests carried out on the model under the test procedures of the harmonised standards referred to in the Regulation;

8.4. operating instructions.

9. The label marking consumed energy referred to in the Technical Regulation on the Indication by Labelling and Standard Product Information of the Consumption of Energy and other Resources by Household Appliances is presented in Annex 1 to the Regulation. The label shall be placed on the outside of the appliance, in such a way as to be clearly visible.

10. The contents and format of the fiche referred to in the Technical Regulation on the Indication by Labelling and Standard Product Information of the Consumption of Energy and other Resources by Household Appliances is presented in Annex 2 to the Regulation.

11. Where the tumble driers are offered for sale, hire or hire-purchase by mail order, by catalogue, or by other means which imply that the potential purchaser (customer) cannot be expected to see the appliance displayed, mail order catalogues and other printed communications shall contain all information referred to in Annex 3 to the Regulation.

12. The energy efficiency class of tumble drier, as specified on the label and the fiche, shall be presented as defined in Annex 4 to the Regulation.

13. The State Non-food Product Inspectorate under the Ministry of Economy (market surveillance authority) and the State Energy Inspectorate (official surveillance authority) shall take all necessary measures according to the functions assigned to them to ensure that only those tumble driers which comply with the labelling requirements set forth in the Regulation are placed on the market.

III. FINAL PROVISIONS

14. Unless there is evidence to the contrary, labels and fiches of energy consumption of tumble driers shall be deemed to comply with the provisions of the Regulation.

15. When they have reasons to suspect conformity of labelling, the market surveillance and official surveillance authorities of the Republic of Lithuania may require suppliers to furnish evidence concerning the accuracy of the information supplied on their labels or fiches.

16. Conformity assessment procedures shall be carried out according to the provisions of the Regulation by the bodies designated and notified by the Ministry of Economy or the institution authorised by it, which comply with the Rules for Designating Notified Bodies of Conformity Assessment, approved by Order No. 236 of the Minister of Economy of 30 June 1999 “On the Approval of the Regulations for Designating Notified Bodies of Conformity Assessment” (Official gazette 1999, No. 62-2058).

17. The Ministry of Economy or the institution authorised by it shall draft and submit to the committee formed by the European Commission notes and proposals in respect of compliance with the specified labelling requirements and publish in the official gazette “Valstybės žinios” the requirements of the indication by labelling of information of the consumption of energy and other resources, published in the EU publication Official Journal of the European Communities.

18. Persons who violate the requirements of the Regulation shall be held liable under the laws of the Republic of Lithuania.

Annex 1 to

I. Label design

1.The label shall be the Lithuanian language version chosen from the following illustrations:

2. The following notes define the information to be included:

I. Name or trade mark of the supplier of tumble driers.

II. Supplier's model identifier.

III. The energy efficiency class of an appliance shall be determined in accordance with Annex 4. This shall be placed at the same level as the relevant arrow.

IV. Without prejudice to any requirements under the EU eco-label scheme, where an appliance has been granted a 'EU eco-label' pursuant to Council Regulation (EEC) No 880/92 (1), a copy of the eco-label may be added here.

V. Energy consumption in kWh per cycle, for 'dry cotton cycle'.

VI. Rated capacity of cotton, in kg.

VII. The type of appliance, air vented or condensing, in accordance with test procedures of the harmonised standards referred to in the Regulation. The arrow shall be placed at the same level as the relevant type.

VIII. Where required under the laws of the Republic of Lithuania which are in compliance with Council Directive 86/594/EEC, information relating to noise emitted by the tumble drier.

Annex 2 to

Technical Regulation of Energy Labelling of

Household Electric Tumble Driers

THE FICHE

The information in the fiche may be given in the form of a table covering a number of appliances supplied by the same supplier, in which case it shall be given in the order specified, or given close to the description of the appliance:

1. Trade mark of the supplier of the tumble drier.

2. Supplier's model identifier.

3. The energy efficiency class of the model as defined in Annex 4 to the Regulation. Expressed as 'Energy efficiency class . . . on a scale of A (more efficient) to G (less efficient). Where this information is provided in a table this may be expressed by other means provided it is clear that the scale is from A (more efficient) to G (less efficient)'.

4. Where the information is provided in a table, and where some of the tumble driers listed in the table have been granted a 'EU eco-label' pursuant to provisions of documents in compliance with Regulation (EEC) No 880/92, this information may also be included here. In this case the row heading shall state 'EU eco-label', and the entry shall consist of a copy of the eco-label mark (a flower). This provision is without prejudice to any requirements under the Community eco-label mark scheme.

5. Energy consumption (Regulation Annex 1 note V).

6. Rated capacity of cotton (Regulation Annex 1 note VI).

7. Water consumption in accordance with test procedures for 'dry cotton' programme cycle, if applicable.

8. Drying time in accordance with test procedures for 'dry cotton' cycle.

9. The same information as given above, under notes V, VI, VII and VIII, but in respect of the 'iron dry cotton' and 'easy care textiles' programmes. These lines may be omitted if there is no such cycle on the tumble driers in question.

10. Suppliers may include the information in points 5 to 8 in respect of other drying cycles.

11. The average annual consumption of energy (and water if applicable) based on the drying of 150 kg using 'dry cotton', plus 280 kg using 'iron-dry' cotton, plus 150 kg using 'easy care' textile programmes. This shall be expressed as 'estimated annual consumption for a four person household normally using a drier'.

12. The type of appliance, air vented or condensing, in accordance with test procedures of the harmonised standards (Regulation Annex 1 note VII).

13. Where applicable, 'noise' emitted by the drier in accordance with legal acts of the Republic of Lithuania, drawn up in compliance with the requirements of Directive 86/594/EEC.

If a copy of the label, either in colour or black and white, is included in the fiche, only the further information included in the fiche needs to be included.

MAIL ORDER AND OTHER DISTANCE SELLING

Mail order catalogues and other printed communications shall contain the following information, given in the order specified:

1. Energy efficiency class (Regulation, Annex 2 point 3).

2. Energy consumption (Regulation, Annex 1 note V).

3. Capacity (Regulation, Annex 1 note VI).

4. Water consumption per cycle (if applicable) (Regulation, Annex 2 point 7).

5. Estimated annual consumption per a four person household (Regulation, Annex 2 point 11).

6. Noise (Regulation, Annex 1 note VIII).

Where other information contained in the fiche is provided it shall be in the form defined in Annex 2 and shall be included in the above table in the order defined for the fiche.
