The Chairman welcomed Councillor Charlie McIntyre who was attending his first meeting following his recent appointment to the Panel.

3. MINUTES OF PROCEEDINGS

The minutes of the meeting of the Panel held on 24th April, 2003 were approved as a correct record.

4. APPOINTMENT OF DEPUTY CHAIRMAN

RESOLVED: THAT Councillor John Hincks be appointed as Deputy Chairman of the Panel for the municipal year 2003/04.

5. APPLICATION FOR AN OCCASIONAL PUBLIC ENTERTAINMENT LICENCE

RESOLVED: THAT the application from Mr. P.D. Smith of the Lancashire Aero Club for an Occasional Public Entertainment Licence regarding a one night event to be held on 28th June, 2003 from 8.00 p.m. until 1.30 a.m. at Hanger 2, Lancashire Aero Club, Barton Aerodrome, Eccles, Salford, be granted.

8. NEW LICENSING BILL

The Head of Law and Administration submitted a report providing a summary of the recent Licensing Bill which had been published by H.M. Government which aimed at modernising and reforming the existing arrangements for the licensing of alcohol, public entertainment theatre, cinema and late night refreshment house licences, together with the likely implications for the City Council.

RESOLVED: THAT the report be noted.

9. EXCLUSION OF THE PUBLIC

RESOLVED: THAT, under section 100A(4) of the Local Government Act 1972, the public be excluded from the meeting for the following items of business on the ground that they involve the likely disclosure of exempt information as specified in Paragraph 4 of the Schedule 12A to the Act.

10. APPLICATION FOR PRIVATE HIRE DRIVERS’ LICENCES

RESOLVED: THAT the following applications for Private Hire Driver’s Licence be dealt with as follows:-

11. PRIVATE HIRE DRIVER – BREACH OF COUNCIL’S CONDITIONS

The Director of Corporate Services submitted a report detailing backgrounds to an incident that lead to a private hire driver being in breach of Council conditions.

RESOLVED: THAT the private hire driver concerned receive a reprimand, requesting to ensure that his future conduct meets the standards expected by the City Council and that any further breaches of the Council’s conditions will be treated very seriously.

12. PRIVATE HIRE OPERATOR – BREACH OF COUNCIL’S CONDITIONS

RESOLVED: THAT consideration of this matter be deferred until the next meeting of the Panel.
