PostalOne Computer System Documentation
Preface
Library Reference USPS-LR-K-26 documents postage statement data derived from the PostalOne! data system, which constitutes a data source for the ODIS-Revenue, Pieces, and Weight (ODIS-RPW) system. The testimony of witness Pafford (USPS-T-4) focuses on the ODIS-RPW data system. This category 1 library reference reflects supplantation by PostalOne! ofthe former PERMIT System during FY 2004. The PERMIT System was most recently documented in Docket No. R2001-1 by library references USPS-LR-J-24/R2001-1 and USPS-LR-J-25/R2001-1.
The PostalOne! system provides a very specific set of output data to ODIS-RPW, consisting of census-type data aggregated by month and Post Office. Each record reflects Volume Information Profile (VIP) information, which corresponds to a single rate category or fee, for a specific office throughout a month. This information is used as explained by witness Pafford in his construction of base year 2004 ODIS-RPW annual estimates.
Input data for the PostalOne! system consist of data entered by a postal employee from a postage statement at the time mail is entered. (The employee’s source of data may be either electronic or hard copy.) As such, PostalOne! input and output data are all commercially sensitive to postal customers. As with its functional ancestor the PERMIT System, and in accordance with established Commission precedent, neither input nor output data are provided by the Postal Service as part of its case-in-chief.

I. PURPOSE AND OVERVIEW
This PostalOne! documentation serves the limited purpose, as explained in the “Preface” above, of explaining the source of PostalOne! data used for ODIS-RPW purposes, how they are entered, and constraints that ensure both the correct entry of data and verification of data accuracy. At its heart, PostalOne! data are accurate because they lie at the core of a financial transaction involving both the mailer and the Postal Service. Postage statements identify all of the attributes of a mailing that impact upon the postage and fees that must then be paid. The act of entering postage statement data using PostalOne! as the tool accordingly acts as a check that conforms the mailer’s understanding based on the postage statement she prepares with the verification of the mailing conducted by, for example, the business mail entry unit employee. Both the mailer and the Postal Service have vested interests in verifying they are in mutual agreement about the sum consequently subtracted from a mailer’s trust account. Appendix A lists all domestic postage statements entered into the PostalOne! system.
II.DATA INTEGRITY CHECKS
A.Data Capture
All data are entered into PostalOne! by postal employees, who must first identify a valid permit number as the correct one using system resources. Rate eligibility is tied directly to each permit number, so PostalOne! checks to verify a given permit’s eligibility for a specific rate. Users select from a drop-down list to determine the processing category and entry discount, if applicable, to each specific mailing. The average weight of a single piece is entered by the user, as well as whether any surcharge applies. The system defaults to each day’s date for a transaction, although a user may have the ability to change a date manually under appropriate circumstances. Other information, such as the number and type of containers, is also captured.
The user then enters the information specific to each line item on a postage statement, concluding with the number of pieces. The PostalOne! system then provides the user a review page that includes:
- Account Name and Number
- Post Office of Mailing
- Total Pieces in Mailing
- Permit Type
- Mailing Date
- Total Weight of Mailing
- Mailing Agent Name
- Mail Owner Name
- Processing Category
- Weight of a Single Piece
- Total Postage
- Each line item from the statement for which values were entered by the user, along with the applicable piece counts, rates, pounds, and postage.
PostalOne! calculates and stores the revenue, pieces, and weight (RPW) data for the particular line item. The individual line items are aggregated to determine the total postage, and, when the user is satisfied that all pertinent details of a particular mailing are entered correctly, the transaction is logged against the customer’s permit number.
A confirmation page is presented to the user once the user has completed the data entry for a specific transaction. If the transaction is correctly captured, it is submitted to PostalOne! which issues an acknowledgment when the transaction is logged successfully. The system also assigns a unique transaction number and captures the activity date and time for all transactions that are logged as completed.
B.Validation Of Input Data
Prior to issuing an acknowledgment or logging a transaction, the PostalOne! system examines all of the data fields specified by the postal employee and compares them to a known set of allowable ranges or values. In essence, each VIP code corresponds to a single validation table. Minimum and maximum values for weight per piece, the correct accounting code, and a valid payment type code are typical examples of constraints. A complete First-Class Mail validation table appears below as Appendix B. When an acknowledgment cannot be issued, the PostalOne! system alerts the user when an out of bounds or constraint violation occurs; it may require that the user correct the condition before being allowed to proceed, or to note the explanation for any override.
C.Financial Controls
For purposes of ODIS-RPW, PostalOne! data are effectively aggregated throughout by month and VIP code within each entry point (Post Office, plant, etc.) A distinct set of integrity checks operates on these aggregated data before being provided as an ODIS-RPW input. System controls variously ensure that data are populated into files before transmission, that included data encompass all pertinent locations, that financial activity is summed and validated, that data are internally consistent, and ultimately that files are received by their intended recipients.
RPW information is aggregated by VIP code and provided in monthly files for use as an ODIS-RPW input. This information is again examined by VIP code to ensure that the values are within an acceptable range, with comparisons to the previous years and other time periods also made. Any apparent anomalies are investigated with any resolution to an anomaly based on the outcome of the investigation.
III.CONCLUSION
The foregoing discussion of the entry of postage statement information by a Postal Service employee using the PostalOne! system reflects the fact that transactions requiring the payment of postage and fees are critical to mailers and the Postal Service. At its heart, such transactions have been occurring with the assistance of a computer for many years. The fact that a new system, one that also involves use of the Internet (for example, a customer may presage a coming transaction by initiating communication using an internet connection), does not change the heart of the transaction. However, because of the greater risks inherent in use of the Internet, the Postal Service is also very sensitive to the need for security. The Postal Service is accordingly very reluctant to share the operating details of PostalOne! because of the potential that, as with so many other web-enabled tools today, some malevolent hackers might turn their attention to it, with consequent harm of many types. This document is prepared specifically for presentation to the Postal Rate Commission and participants in a forthcoming docket. Those interested in more specific details are accordingly asked to consult directly with the Postal Service.
