Line Judge 4-Man Officiating Crew Mechanics
Kick-Off
1. Before Kick:
- Make sure players, coaches, substitutes & other individuals are proper locations.
- Position on R's free kick line opposite Linesman - 50 yard line.
- Hold arm above head to indicate you are ready for the Referee.
- Place bean bag in your hand
2. After Kick:
- If ball in your area - wind clock when first touched by R
- Rule on Kick out of bound if in your area
- Area of responsibility is roughly from sideline to midfield from K's 45 to R's 30
- Blow whistle and signal stop the clock if ball becomes dead in your area
Scrimmage Plays Running Plays
1. After Ball is Spotted:
- Position: Straddle line ball is on - no closer than 9 yards outside widest offensive player. Check down-box number, signal number of down
- Count B players - give proper signal
- If closest offensive player to you is off the line of scrimmage signal by extending arm to side
- Responsible for any player whose initial motion away from you
2. After the Snap: (ball to your side of field)
- Blow whistle when ball becomes dead
- Signal stop the clock if ball becomes dead and there is an obvious first down
- If the ball is close to a first down notify Referee at once
- Signal stop the clock if ball becomes dead out of bounds
- Drop bean bag on fumbles in your area
Passing Plays
1. After Ball is Spotted:
- Position: Straddle line ball is on - no closer than 9 yards outside widest offensive player Check down-box number, signal number of down
- Count B players - give proper signal
- If closest offensive player to you is off the line of scrimmage signal by extending arm to side
- Responsible for any player whose initial motion away from you
2. After the Snap:
- Key on tackle, to read pass
- Move cautiously downfield for first 5-7 yards
- Be prepared to cover deep passes in your side zone
- Signal stop the clock & blow whistle if ball becomes dead and there is an obvious first down
- If the ball is close to a first down notify Referee at once
- Signal stop the clock if ball becomes dead out of bounds
- Responsible for entire sideline
Scrimmage Kick
1. After Ball is Spotted:
- Position: 7-10 wider than and in front of the deepest receiver. Must rule on sideline as well as kick
- Count R Players
- Carry bean bag in hand
2. After the Snap:
- Cover all kicks down the middle and to your side
- Ball rolls out of bounds sound whistle and mark spot while giving time-out signal
- Ball out of bounds in flight sound your whistle and give time-out signal - have Referee spot you for the out of bounds spot
- Following a Fair Catch blow whistle and give time-out signal and mark spot
- Be prepared to rule on touchback, Safety, or the momentum rule
- Make sure Referee knows it was a Fair Catch
Field Goal or Try Attempt Inside the 15 yard line
1. After the Ball is Spotted:
- Position 9 yards outside offensive end
- Count R Players
2. After the Snap:
- Read Offense end to see if you have a running/pass play
- Move to end line to determine if ball over or under crossbar-if ball passes under crossbar, immediately rule no score
Field Goal or Try Attempt Outside the 15 yard line
- Position 5 yards behind and directly between goal posts
- Count R players
- Rule if Kick successful or unsuccessful
- Give appropriate signal
- Responsible for your sideline and end line on runs and passes
Goal Line Play
- Position as scrimmage play
- Count B players
- Stay ahead of runner to goal line
- See ball break plane

Administering Penalties
- Return Time-out Signal to Referee
- Hold enforcement spot
- Relay penalty information to bench on your side
- Check enforcement
- Be Prepared to report Who, What, When, and Where on all fouls you call
- Record players number

Measurements
- Position behind yard line measurement is to be made
- Align Linemen to insure accuracy
- Do Not permit team attendants to enter field
Time Outs
- Repeat time out signal
- Record Time out, number of player who called the time out
- Position yourself halfway between ball and your sideline
- DO NOT VISIT WITH PLAYERS & DO NOT HUDDLE WITH OTHER OFFICIALS
- Inform Coach and Captains of time outs remaining
End of Period
- Keep time if Clock is not working (carry stop watch to field)
- Notify Referee approximately 4 minutes before period ends
- Notify Referee approximately 30 seconds before period ends
- When time expires and ball becomes dead, signal referee by raising hand above head sound whistle, and give time out signal
Between Periods Procedure
- Notify Team on your side 15 seconds prior to ready
- Observe teams while moving to corresponding spot on other end of field
- Check Team Box and huddle areas for appropriate conference procedures
Coin Toss
- Position on Team Box opposite Linesman
- For Toss position on inbound spot facing sideline
- After Toss move to center of field and record results of toss
- Move smartly to appropriate position for kickoff on R’s free kick line
