Background to the work and update on progress with Welsh Health Circular

Lisa outlined the background

·  Long standing concerns in the dental and nursing professions about mouthcare for older people living in care homes

·  There is existing good practice in Community Dental Services and some care homes, but this is not consistently available across Wales and there is no “all Wales” approach

·  Research in the UK and locally in Wales highlights concerns about mouthcare for care home residents, staff training and access to appropriate dental services

·  Opportunity to learn from the 1000 lives programme to improve mouthcare for adult patients in hospital – including the principle “Nurse lead, supported by dental teams”

·  A need to address this issue by a multi organisational and multi professional approach

·  Publication of care home report by Older Persons Commissioner

·  The Minster for Health expects this issue to be addressed, and has agreed recurrent funding to support the WHC. It will be formally launched on Monday 9th Feb by the Deputy Minister. The venue is a care home in Cardiff LH to send group members the WHC after issue (completed)

Terms of Reference

Draft ToR discussed, including membership. Final ToR to be agreed once the NAG is fully constituted

Draft Monitoring Data / Process

Agreed data requirements should focus on accountability for use of funds, and delivery of key actions in the WHC. We should not collect data available elsewhere, and must keep the administrative burden to a minimum LH to re-draft suggested Monitoring data (completed)

Task and Finish Group

The group will collate example resources as per the requirements of the WHC. It will include a representative from every CDS, and will share good practice from across Wales and further afield. Consultant reps agreed there will be a key role for AB HB Specialist Trainee Registrar (Claire Curtain). LH agreed to Chair the first meeting, but the Chair will then pass to a group member

LH to write to CDS Clinical Directors for reps (completed)

Resources will be made available on a website hosted by HOWIS . NM to explore options in PHW (completed)

Other actions

The work will have added impetus if it links with HB requirements. In addition to Local Oral Health Plans, all HBs have submitted their Integrated Medium Term Plans (IMTP) to Welsh Government. As the work progresses, local implementation groups will want to ensure they link with IMTP delivery. IMTPs mostly include very little about “dental / oral health” – it is essential to identify links with other areas, EG care for care homes residents and older vulnerable people. The work should also be promoted through care home networks, EG training events
