1. APOLOGIES

None

2. MINUTES

The minutes of the meeting held on the 18th July were approved and signed.

3. REPORTS FROM WILTSHIRE COUNCIL/POLICE

None

4. MATTERS ARISING

a) Playground

Greensquare have been asked to consider Leigh leasing the play area but this would be at the Parish’s cost which is not possible at this time.

b) Defibrillator installation

Awaiting electrician to finalise installation. Cllr Ray is enquiring to see if he knows a qualified person to carry this out.

c) Community Area Grant Application - Church path

Leigh Parish Council have been successful in obtaining a partial grant of £497.00 to help with the cost of replacing the church path. Leigh Parish is also donating £400.00 towards the costs. Leigh Church will be paying any remainder costs.

Cllr Rumming has kindly offered to remove and dispose of the old path to keep costs down.

d) Further SSE grants 2018 – no new projects at this time

e) First aiders request

The Councillors are looking into ways of having more qualified first aiders in the village.

Cllr Ray is enquiring if an instructor would be prepared to come to Leigh for a group lesson etc.

Clerk requesting any funds available from the council to help with any costs incurred.

5. New items

a) Precept

It was agreed that the precept should remain at last year’s price.

b) Additional assets added to insurance

Defibrillator and safety box

2 x Water pumps

HP Laptop

And 2 x storage sheds have been added to the asset list for insurance purposes.

This caused an increase in premium of £39.25.

This was agreed by the cllrs.

c) Community Bus Service

The chairman Mrs Thomas is meeting with Dave Wingrove shortly to discuss the changes in the bus time table etc. Update to follow.

d) Mobile home at Pound Farm

This was reported to the cllrs and it is under investigation to see if it is the existing one but been moved or an additional one.

6. CORRESPONDENCE

a) Highways newsletter

Forwarded to Cllrs to read.

b) Wiltshire flood warden seminar

Cllr Hayward is meeting with the flood warden Dave Tipper and will appraise us of any relevant information.

c) A two way radio license may be required for the walkie talkies we have recently purchased. It is believed that the county council will be purchasing one license for all the parishes to share.

8. FOOTPATHS AND BRIDLEWAYS

Cllr Beechey is reporting any problems to the council via their Wiltshire app.

9. FINANCIAL ISSUES

The Council approved the payment of the cheques below:

Cheque no.000898 - Community first insurance £39.25

Cheque no.000899 – Payroll J Davies Aug & Sept £240.00

10. ANY OTHER BUSINESS

a) Register of Interest for Cllrs

Some of these needed more information, this has been rectified.

b) Audit – This has been completed and a conclusion statement has been put on the website as required.

c) Gravel Extraction – 760 Tonns are to be removed from the area behind Wheatleys Farm and surrounding area of Ashton Keynes. 19 houses are to be built eventually. One field is to be developed at a time, this will be a great number of trucks in and out using the B4040 and B4696. This is currently also a flood plain and this issue will need to be dealt with carefully. Cllr Rumming is attending the next public meeting – date to be confirmed.

d) Speed boats have been reported going too fast on the lake to the rear of Ashton road. There are new owners on this property and maybe unaware that there is a decibel limit allowed in a built up area.

e) SID – Leigh is having the SID again in December. A different location is being looked into by Cllr Rumming and Cllr Hayward.

f) Bus shelters – It has been noted that the two bus shelters on the B4696 have become over grown with brambles. This will be reported to the parish steward to clear.

g) War Memorial

The Historic Society now have the correct details for the war memorial at the church and chancel.

h) Mr Lindsays property is to be visited by the enforcement officer as it has been reported to be growing and changing of use again.

i) Leigh Charity Land

Some land has been sold behind the Chelworth lodge and its use is being checked.
