Fourth International scientific Conference
The state and legal policy
in the North-Western Region
25-26 of October 2012
We invite representatives of power institutions of Saint-Petersburg and subjects forming the North Western federal district, Russian and foreign scientists, specialists in the sphere of theory and history of law, political science, ethnography, policy, geopolitics, as well as politicians, staff scientists, students, postgraduate students, applicants for a doctoral degree, instructors of Russian and foreign higher school institutions to participate in the Conference.
The conference is devoted to discussion of law,economic,political, historical, social and cultural specialty of foundation and development of the Russian Nord Western region, principles of foundation and development of regional policy, mechanisms of interaction between regional and federal powers in a content of the modern Russian federalism model.
During the conference will take place:
The plenary section on a topic «State legal policy of Russia in the North-Western region: historic experience and modern trends»;
Round table«1150 years of generation Russian state: historical experience and current trends in the formation of a legal policy». It will be devoted to studying effective mechanisms and practical recommendations of realizing theoretical basis of the state and legal policy in the North-Western region and generally in Russia.
The three sections of the Conference will be:
1. Rights restoration policy of Russia and European Union: problems of formation of the human rights area in Russia and regions of Northern Europe.
The following issues will be discussed:
-Russia and the European Union: integration and mutual influence;
-The human rights area: problems of formation, stability and efficiency;
-The mechanism of rights restoration: policy or legal technique?;
-International legal aspects of rights restoration policy of modern Russia in the context of relations with the European Union;
-The mechanism of international cooperation in combating transnational crime in Northern Europe;
- Globalization and human rights policy;
-Issues of harmonization the legislation the field of law enforcement and the formation of a uniform jurisprudence subjects included in the North-Western federal district;
-Actual problems of enforcement proceedings of the Russian Federation and the experience of the European Union to improve the efficiency rights restoration execution of court decisions and other jurisdictional bodies;
-Experience of realizationrights restoration policy in the North-West Federal District and the states of the European Union.
2. Law-making policy: problems growing influence of regional parliaments in the development of the North-West federal district of Russia and Northern Europe.
The following issues will be discussed:
-Problems of harmonization the legislation of subjects included in the North-Western Federal District;
-The regional policy of the European Union in the legal, economic, political, social, cultural and spiritual spheres;
-Problems of correlation law-making and legal policy;
-Factors to enhance the effect of regional parliaments in the formation and implementation of state legal policy;
-Problems of regional policy and formation of environment of effective business in European Union;
-Actual issues of state regulation of the tax potential of the Russian Federation or states of the European Union by means of the law-making policy;
3. Municipal policy in modern Russia and the states of the European Union: the problem of forming optimal legal model.
The following issues will be discussed:
- Legal model of municipal policy: the concept, principles, forms of exercise;
- Division of subjects of federation subjects forming the North-West Federal District and the municipalities as a normative legal basis for municipal policy;
- The conceptual and legal basis of the municipal policy of the states of the European Union and modern Russia;
- Problems of municipal policy in the context of the model of the modern Russian federalism;
- Service functions of the state as a field between state authorities and local self-government;
- Features of legal means to implement municipal policies in the states of European Union;
- Legal model of municipal policies: regional uniqueness, national or common European standard for universality.

To participate in the conference you have to send to the Organization committee till the 1st of October 2012 the application form (the electronic address is ) and the text of your article (requirements to the content are given in the attachment 1 and 2). The theme of the letter should be THE CONFERENCE IN OCTOBER 25TH-26TH.
Materials of the conference are planned to be edited before the beginning of the Conference.
Selection of articles will be made on a competitive basis. The Organizing committee reserves the right to itself to deviatesent materials in case of non-observance of requirements to design of articles, and also at infringement of terms when materials should be received.
We invite all interested persons to take part in conference.
Organizers of the conference have the ability to provide accommodation of conference participants on preferential terms.
