General Description: The purpose of the EF Legislation/Rules Change/Policy work group is to review existing rules and policy and make recommendations for change consistent with the EF Maine Act.

  • Elect co-chair
  • Create project management plan.
  • Coordinate information and activities with EF Coalition
  • Meet monthly in additional to EFM meeting
  • Maintain minutes of work group meetings
  • Report monthly to the Coalition
  • Advise DRC on website updates
  • Prepare materials for dissemination on EF website
  • Advise DRC on website updates

Scope of Work/Deliverables:

  • Collaborate with DHHS, DOE and DOL for the development of rules or policy related to including employment as a core component of services and supports for people with disabilities
  • Collaborate with DHHS, DOE and DOL to develop and implement procedures that assure state agencies include appropriate provisions regarding the facilitation of employment in contracts with providers
  • Collaborate with DHHS, DOE and DOL to review and recommend improvements to program monitoring and quality assurance processes.
  • Review, on a continuing basis, state policies, plans, programs and activities concerning employment to determine whether such policies, programs, plans and activities effectively meet the employment needs of persons with disabilities
  • Review and make recommendations to the coalition and comment as approved on proposed legislation affecting the employment of persons with disabilities
  • Make recommendations to the EF Coalition regarding proposed legislation to improve employment
