Children and Youth Services (CYS) investigate all allegations of child abuse and neglect, as mandated by state law, including allegations of intra-familial child sexual abuse. CYS provides a wide range of services to abused and neglected children from birth to age 18, and their families. CYS also provides services to adolescents who are at severe risk due to their behavior or that of their parent.

The Children's Health Insurance Program (CHIP) is designed for families who earn too much money to qualify for Medicaid, yet cannot afford to buy private insurance for their children.CHIP coverage provides eligible children with coveragefora full range ofhealth services including regular checkups, immunizations, prescription drugs, lab tests, X-rays, hospital visits and more.

Provides community based outreach and family support through individualized services to women in their own homes. Through home visiting and telephone follow-up MOMobile advocates help pregnant women and girls get prenatal care and other health and social services. They support each client through her pregnancy and the first year of the baby’s life, ensuring that she keeps clinic appointments and obtains additional services.

The Advice and Referral Helpline provides information and brochures to residents with low incomes regarding Bankruptcy, Consumer Issues, SSI, Unemployment, and Welfare. The Helpline will refer cases to local offices of legal aid of Southeastern Pennsylvania when appropriate. Also provides service in the following forms: direct representation, telephone advice from an attorney or paralegal, instructional clinics, pro bono representation by private attorneys, community education, and referrals.

The Domestic Abuse Project of Delaware County seeks to prevent domestic violence and is committed to providing services that meet the needs of victims. DAP supports an empowerment process that enables victims to move toward self-sufficiency. They provide the following services: 24-hour hotline, crisis/options counseling 24-hour on call medical advocacy program, therapeutic counseling, support groups, legal advocacy, emergency safe housing, transitional housing, community outreach and education, welfare advocacy, 911 cell phone program.

New Choices is a free program that offers career assessment and guidance, goal planning, job search skills and job placement assistance. Classes in basic computer skills and math remediation may also be included. Weatherization & In-Home Energy Conservation - CAADC provides weatherization services to income eligible households. Services are designed to reduce household energy costs through a variety of energy conservation measures which can include: caulking, weather-stripping, insulation of hot water tanks, attic insulation, attic ventilation, primary window replacement, and oil and gas heater repair or replacement.
Summer Career Exploration Program- The Summer Career Exploration Program provides youth with career and vocational exploration opportunities, well-supervised experiences in the private sector, effective job-related counseling and urgently needed income. The participants identify their future career goals and placement is made at a related business, such as a law office, veterinary clinic, etc. This program is available to income-eligible youth exiting the 10th, 11th or 12th grades.

The Delaware County Child Care Information Services (CCIS) provides child care subsidies to eligible families. The Federal and State funding for this program is provided through a contract with the Department of Public Welfare. The CCIS serves children from birth to 13 years of age whose parents are employed and meet the eligibility guidelines set forth by the Commonwealth. Also, funding is available for teen parents to complete their high school education. Fees are based on family size and income.
