Minutes of the Meeting held on 4th July 2016

Present:-Parish Councillors Healy (in the Chair), Breen, Danby, Huzzard, Metcalfe-Thompson, Scruton, and Welbourn.

45/16 / Minutes of the meeting held on 6th June 2016 were agreed and signed as a complete record.
46/16 / Matters arising
Flood Scheme Walkabout
Growth of weeds in drain – Mr Towse emailed that the work would be done to remove these, but nothing has happened as yet.
Access road from Arram Road has rock cage obstructions on the road, possibly put there by the tenant. Vehicles may need to go down there in a flooding emergency.
Resolved – Cllr Huzzard agreed to email ERYC.
Seat on Old Road
This is now in place and the invoice for installation has been received.
Village Walkabout
Numerous emails have been copied by the Streetscene co-ordinator to various departments at ERYC, chasing up the items brought up on the walkabout.
Scorborough Noticeboard
This has now been received.
Resolved – Cllr Scruton agreed to install it.
Funding request from Pre-school
Leconfield Pre-school had responded to the request for more detail about their funding request. They would like to use £150 donation towards a new website which has been estimated to cost £200.
Resolved – as this was an unusual request it was agreed to write again to get more details and how it will impact on the running of the pre-school.
Playing Field grasscutting access
ERYC had responded that they have no problem with a barrier to restrict access to the field and would be happy to have a key to allow them access to cut the grass.
Resolved – to get more details of a barrier.
47/16 / Planning
Notice of Decisions
Erection of extension 3 Castle Close – planning permission granted.
Erection of dwelling for equine worker – planning permission refused. It was felt that the need to have a worker near to the business had not been demonstrated.
48/16 / ERYC matters
Compulsory purchase The Haven Arram
Due to the deteriorating condition of the building ERYC were applying for a compulsory purchase order. Details of the order were discussed.
Resolved – no objections.
Supported Bus Review
ERYC was reviewing the supported bus services and finding out which services were not being used. The review will run until 28th August and various drop in events were taking place.
Resolved – to put the information on the noticeboard and website.
Affordable Rural Housing
Mr Siddle, Rural Housing Enabler at ERYC had agreed to attend the September meeting of the PC.
Road surface on bend beside Barracks
Cllr Pollard confirmed that the work would be done and concerns about the type of surface were expressed.
Junction Old Road/Main Street beside Bridge House
The road surface has been churned up.
Resolved – Cllr Pollard agreed to find out when it will be repaired.
Cycle path
Cllr Scruton brought up the need for a cycle way from Scorborough to Leconfield again. A lot of the children in Scorborough have to go by car as the road is too dangerous to cycle.
Resolved – Cllr Pollard agreed to raise this again.
49/16 / Correspondence Received
Funding request from Church
The Church want to cut back the conifers that surround the graveyard to a more suitable height. The estimate they have received is for £450.
Resolved – to contribute £150 towards the work, which is due to be done in September.

This had been received.
50/16 / Accounts for Payment
The following payments were agreed:-
(a) Clerk Salary and expenses June 2016 £ 193.93
(b) Clerk Salary July 2016 £ 172.63
(c) ERYC Sportsfield Rent arrears £4275.00
(d) P.Welbourn maintenance V. Hall doors £ 420.00
(e) A. Briggs strimming Rec Club £ 70.00
(f) All Areas Maintenance to install new seat £ 90.00
51/16 / Any Other Business
Cllr Danby - Footpath no 13/34 still overgrown and, since the flooding work, both sides of the path are the ERYC responsibility.
Resolved – report to ERYC.
Cllr Huzzard – the work to strim the front of the Recreation Club had been completed but suggested that a plan should be in place to keep the area tidy.
Resolved – The Chair agreed to discuss it with Ashley Briggs to find out how much it would be to maintain it regularly.
He also raised the condition of the outside of the Village Hall and Recreation Club.
Resolved – to assess the funds available and to discuss at a later date.
Cllr Breen – went to the Community Partnership meeting at the beginning of June and updated the meeting.
A resident brought up the Arram Road junction – this was due to be done shortly.
