BID SPECIFICATION

BACKGROUND

The Essex County Utilities Authority (ECUA) wishes to utilize Recycling Enhancement Act (REA) Bonus Grant funds to purchase one (1) recycling collection vehicle on behalf of the Essex County Department of Parks, Recreation and Cultural Affairs (Department). The vehicle will be of the side-load refuse body style and will be used to collect source separated recyclable materials, including beverage containers and mixed paper, from individual recycling receptacles in various Essex County Parks. Such vehicle will be large enough as to provide ample collection volume to limit the number of trips required to collect said materials, yet will be compact enough to fit on most County Park roads. The body shall be capable of compacting and transporting recyclables to a materials recovery facility and dispensing the load by means of hydraulic ejection. The body shall not be required to be tilted, lifted, or otherwise displaced from the chassis in order to eject the load. The delivered vehicle will be inclusive of all specifications outlined below and vehicle operation training shall be provided by the selected vendor to the Department at a location of the Department’s choosing within Essex County, NJ.

GENERAL

1.  The bid shall not exceed $130,000.00. The ECUA shall select the vendor with the lowest bid meeting all of the specifications outlined below.

2.  Bids not meeting or exceeding all specifications will be disqualified from consideration.

3.  Essex County shall be responsible to obtain all necessary regulatory permits and registration(s) in accordance with the applicable County, State, and Federal regulations for the operation and ownership of the vehicle. Essex County shall be responsible for all taxes and title fees associated with the purchase of the vehicle.

4.  All equipment provided by the vendor, inclusive of the body, chassis and associated components, shall be new and shall not be refurbished, remanufactured or otherwise used.

5.  The total Gross Vehicle Weight Rating (GVWR) shall be less than 26,000 pounds and the vehicle shall not require a CDL for its proper usage.

6.  The required labor, equipment, materials and supervision to properly mount the side-load refuse body to the chassis shall be included in the vendor’s bid schedule. ECUA and the Department shall not be responsible to provide labor and/or materials for this process. The body, chassis and combination of both shall be inspected by the vendor prior to delivery and shall be included in the vendor’s bid schedule.

7.  Delivery of the vehicle to a location of the Department’s choosing within Essex County, NJ, shall be included in the vendor’s bid schedule.

8.  The vehicle shall be delivered to the Department within 90 calendar days of the awarding of the bid to the vendor, not withstanding unforeseen delays caused by ECUA, the Department, Essex County, or the manufacturers and/or distributers of the vehicle body and/or chassis.

9.  The side-load refuse body and chassis shall be covered by their respective manufacturers’ warranties which shall be for a period of at least five (5) years, each. Warranties shall cover, but not be limited to, paint, hydraulics, drive-train, tires, brakes, and electrical system.

10.  Representatives of the ECUA and the Department shall inspect the vehicle upon delivery to ensure it is free of defects (mechanical, electrical, aesthetic, etc.) and to ensure the criteria as set forth in the specifications have been met. Should there be any discrepancy or dispute, the ECUA and the Department retains the right to refuse acceptance of the vehicle or require said discrepancy or dispute be corrected prior to acceptance.

RECYCLING COLLECTION VEHICLE

BID SPECIFICATIONS

The vehicle, inclusive of body and chassis, shall meet or exceed the following specifications. Accessories not specifically mentioned, but necessary to furnish a complete street-legal unit ready for use shall also be included. The equipment furnished shall conform to all ANSI Safety Standards A245.1-1984.

A.  BODY CONSTRUCTION

  1. The body shall be of the single or double side-loading design;
  2. The body shall have a capacity of not less than fourteen (14) cubic yards, excluding the hopper;
  3. Total body width shall not exceed 98”; and,
  4. Total body height above truck frame shall not exceed 92”.

B.  HOPPER

  1. Loading area width (still width) shall be a minimum of 36”;
  2. Hopper capacity shall be a minimum of one (1) cubic yard; and,
  3. Hopper doors shall allow for easy access in order to clean out accumulated refuse from behind panel.

C.  CONTAINER LIFTING MECHANISM

  1. The lifting mechanism shall be capable of a complete cycle, which includes Grip-Lift-Dump-Undump-Lower-Ungrip in a maximum of 30 seconds;
  2. The lifting mechanism shall be powered with hydraulic cylinder(s);
  3. The lifting mechanism shall be capable of reaching between 12” and 72” from the side of the body to the center of a typical recycling receptacle;
  4. The lifting mechanism shall be operable from within the cab of the vehicle;
  5. When in dump position, the highest point on a 55-gallon drum, for example, shall not exceed 120” above the truck frame;
  6. The container dump angle shall be a minimum of 45 degrees;
  7. The lifting mechanism shall utilize hydraulic cylinders only. Chains, cables or rotary actuators will not be acceptable;

h.  An “arm extended” warning light in the cab of the vehicle shall illuminate when the lift mechanism is extended or raised from the home position; and,

i.  All accessory switches shall be incorporated in the control panel inside of the cab using toggle switches.

D.  GRIPPER

  1. The container gripper shall incorporate an adjustable hydraulic circuit limiting the radial force applied to the container;
  2. The standard gripper shall be capable of handling 30-gallon or larger drums (specifically 55-gallon) and containers designed for automated collection; and,
  3. All accessory switches shall be incorporated into control panels located inside of the cab using toggle switches.

E.  PACKING SYSTEM

  1. The packing mechanism shall be operable from within the cab of the vehicle;
  2. The body shall have a reinforced bulkhead to partially separate the body from the hopper to meet ANSI Z245.1 Safety Standards;
  3. The packer shall be capable of cycling while vehicle is in motion;
  4. The packer shall have automatic cycling capability with a maximum cycle time of 45 seconds;
  5. Packing panel face shall be constructed of at least 1/4” or thicker sheet steel and shall be reinforced; and,
  6. The packing panel shall be designed to have a minimum clearance to thoroughly clean the hopper bottom during cycling.

F.  HYDRAULIC SYSTEM

  1. All hydraulic hoses shall conform to S.A.E. Standards. No flat spots in hoses will be acceptable. Steel piping shall be used whenever possible;
  2. Unit shall be equipped with valves to limit gripper pressure and maintain a tight hold on containers;
  3. All hydraulic hoses shall have a 4:1 burst safety factor and shall be sheathed with protective covering;
  4. All hydraulic hoses and pipes, wherever they are exposed to limb, ground obstructions, or debris damage, shall be properly shielded or guarded;
  5. Hydraulic reservoir shall incorporate a site and temperature gauge and shall be frame mounted; and,
  6. A full-flow type shut-off valve shall be installed between the hydraulic reservoir and the pump.

G.  ELECTRICAL

  1. The body shall be equipped with approved clearance, warning, tail, license, stop and turn signals in compliance with the national safety standards;
  2. An electrical packing system control console shall be located inside the cab of the truck within easy view and reach of operator;
  3. A lamp on the consoles shall indicate when the packer electrical system is turned on;
  4. All wiring shall be color coded and numbered to allow for easy circuit identification;
  5. All wiring shall be looped and secured for protection against physical damage; and,
  6. An external audio alarm shall automatically activate when the vehicle is in reverse gear.

H.  PAINT

  1. The entire body shall be properly cleaned of all dirt, grease and welding slag prior to painting; and,
  2. The entire body shall be painted with a lead-free primer with rust inhibitors and at least one (1) coat of lead-free exterior paint, or at least two (2) coats of polyurethane high solids to a minimum thickness of 4 mils.
  3. The final color of the coated exterior shall be XXXXXXXXXXXXXX

I.  CHASSIS, CAB AND ENGINE

  1. The provided chassis shall be a standard cab model year 2010 or later, inclusive of all standard equipment as would normally be provided by manufacturer, including but not limited to;
  2. A properly sized diesel engine capable of handling the weight and size of the chassis and body (loaded) requirements;
  3. An automatic transmission;
  4. A 35-gallon diesel fuel tank, at a minimum;
  5. Power 4-wheel disc anti-lock braking system;
  6. All-Terrain tires;
  7. Power steering;
  8. Driver and right-front passenger airbags, at a minimum; and,
  9. Air conditioning.

Section 7.17. Affirmative Action. The language contained in N.J.A.C. 10:5-31 et. seq. and N.J.A.C. 17:27 and, where applicable, the requirements of P.L. 1963, C. 150 with respect to the payment of prevailing wages., as amended and supplemented from time to time is incorporated herein by reference as if set forth in full herein. If such mandatory language is amended or supplemented from time to time, such revised language shall apply to the obligations hereunder, regardless of whether the Contractor has actual notice of such modification.

During the performance of this Agreement, the Contractor specifically agrees as follows :

A.  To make good faith efforts to afford equal employment opportunities to minority and women workers consistent with:

i.  Good faith efforts to meet targeted county employment goals established in accordance with N.J.A.C. 17:27-5.2, or

ii.  Good faith efforts to meet targeted county employment goals determined by the Division of Public Contracts Equal Employment Opportunity Compliance established in the State of New Jersey, Department of the Treasury, pursuant to N.J.A.C. 17:27-5.2.

B.  To inform in writing the company’s appropriate recruitment agencies including, but not limited to, employment agencies, placement bureaus, colleges, universities, labor unions, that the company does not discriminate on the basis of age, creed, color, national origin, ancestry, marital status, affectional or sexual orientation, gender identity or expression, disability, nationality or sex, and that the company will discontinue the use of any recruitment agency which engages in direct or indirect discriminatory practices.

C.  To revise any of its testing procedures, if necessary, to assure that all personnel testing conforms with the principles of job-related testing, as established by the statutes and court decisions of the State of New Jersey and as established by applicable Federal law and applicable Federal court decisions.

D.  In conforming with the targeted employment goals, to review all procedures relating to transfer, upgrading, downgrading and layoff to ensure that all such actions are taken without regard to age, creed, color, national origin, ancestry, marital status, affectional or sexual orientation, gender identity or expression, disability, nationality or sex, consistent with the statutes and court decisions of the State of New Jersey, and applicable Federal law and applicable Federal court decisions.

E.  Where applicable, the Contractor will not discriminate against any employee or applicant for employment because of age, race, creed, color, national origin, ancestry, marital status, affectional or sexual orientation, gender identity or expression, disability, nationality or sex. Except with respect to affectional or sexual orientation and gender identity or expression, the contractor will ensure that equal employment opportunity is afforded to such applicants in recruitment and employment, and that all employees are treated during employment, without regard to their age, race, creed, color, national origin, ancestry, marital status, affectional or sexual orientation, gender identity or expression, disability, nationality or sex. Such equal employment opportunity shall include, but not be limited to the following: employment, upgrading, demotion, or transfer; recruitment or recruitment advertising; layoff or termination; rates of pay or other forms of compensation; and selection for selection for training, including apprenticeship. The contractor agrees to post in conspicuous places, available to employees and applicants for employment, notices to be provided by the Public Agency Compliance Officer setting forth provisions of this nondiscrimination clause.

F.  Where applicable the Contractor will, in all solicitations or advertisements for employees placed by or on behalf of the contractor, state that all qualified applicants will receive consideration for employment without regard to age, race, creed, color, national origin, ancestry, marital status, affectional or sexual orientation, gender identity or expression, disability, nationality or sex.

G.  Where applicable, the Contractor will send to each labor union or representative or workers with which it has a collective bargaining agreement or other contract or understanding, a notice, to be provided by the agency contracting officer, advising the labor union or workers’ representative of the contractor’s commitments under this act and shall post copies of the notice in conspicuous places available to employees and applicants for employment.

H.  To comply with any regulations promulgated by the Treasurer pursuant to N.J.S.A. 10:5-31 et. seq., as amended and supplemented from time to time and the Americans with Disabilities Act.

I.  To furnish such reports or other documents to the Division of Public Contracts Equal Employment Opportunity Compliance as may be requested by the Division of Public Contracts Equal Employment Opportunity Compliance established in the State of New Jersey, Department of the Treasury from time to time in order to carry out the purposes of these regulations, and public agencies shall furnish such information as may be requested by the Division of Public Contracts Equal Employment Opportunity Compliance for conducting a compliance investigation pursuant to Subchapter 10 of the New Jersey Administrative Code at N.J.A.C.17:27.

J.  To comply with the affirmative action and non-discrimination provisions of N.J.A.C. 10:5-31 et. seq., N.J.A.C. 17:27, and, where applicable, the requirements of P.L. 1963, C. 150 with respect to the payment of prevailing wages.

K.  To submit to the ECUA one of the following three documents: (i) Appropriate evidence that the contractor is operating under an existing federally approved or sanctioned affirmative action program; (ii) A certificate of employee information report approval, issued in accordance with N.J.A.C. 17:27-4; or (iii) An employee information report (Form AA302) provided by the Division and distributed to the ECUA agency to be completed by the Contractor, in accordance with N.J.A.C. 17:27-4.
