Minutes of the Parish Council meeting held on Monday 28 November 2011 in the Butler’s Pantry, Lea Park at 7:00 pm.

15 MINUTES PUBLIC SPEAKING TIME

The Chairman referred to a number of complaints he had received about the garden waste kerbside collection service ceasing to operate from the end of October. A number of residents had expressed the view that it could have continued until the end of November and resumed towards the end of March rather than February. Councillor Milne agreed to follow this up.

Councillor Milne also advised Councillors of a new system of area working West Lindsey DC were introducing which will entail having an area manager responsible for a designated area in the district. She was concerned that the Lea ward was split across two areas which created difficulties for her as the Lea Ward member representing several parishes and wanted to make Councillors aware.

81. DECLARATIONS OF INTEREST

Councillor Milne advised that she was a member of the Planning Committee at West Lindsey District Council and therefore declared an interest in agenda item 12.

82. BONFIRE NIGHT 2011

The Chairman referred to the bpnfire event on 5 November which had been very well attended by local residents. It had been very well organised by the Rotary Club and had passed with no trouble. There had been some damage to the fencing which had now been repaired, but overall it had proved a success for the village.

A donation for the use of the park and facilities would be received in due course from the Rotary Club.

RESOLVED: to sign the minutes as a true record.

84.  ITEMS ARISING FROM THE MINUTES NOT ON THE AGENDA

There were no matters arising.

85.  PARISH COUNCIL VACANCIES

Mrs Jane Brown and Ms Sarah Thornley had expressed an interest in joining the Parish Council and were both present at the meeting. Parish Councillors unanimously agreed to co-opt both onto the Parish Council.

86.  NEW ITEMS/CORRESPONDENCE

(a)  Knaith Parish Council – Moat Farm – Rubble – there was some confusion of the site referred to. It was assumed Moor House Farm was the location and the issue of rubble being visible and creating a bad impression it was thought had now been resolved. It was agreed to write to Knaith PC advising of this.

(b)  WLDC – Christmas Tree Collections – it was agreed to apply for Lea Park as a collection point for christmas trees after the festive season.

(c)  WLDC – Refuse Collection – snow contingency arrangements – it was agreed to put forward Lea Park as a possible location for waste should snow conditions prevent the normal collection service.

87.  FRIENDS OF LEA PARK

Minutes of the annual general meeting of the group had been received. Philip Freeman had stepped down as Chairman and John Greenaway had now been appointed.

Volunteers had cleared brash from the Yew trees for the bonfire and a further working party had taken place on 24 November when further work had been undertaken.

88.  BUTLER’S PANTRY/LEA PARK

Further to the last parish council meeting, Elite Signs had now completed a sign for erection on the Butler’s Pantry building – it was agreed to have this erected on the wall facing the play area. Elite Signs had agreed to do this on 30 November.

89.  CHRISTMAS 2011

The christmas light switch on was scheduled to take place on Friday 9 December at 6 pm. Councillor Milne had agreed to switch on the lights and all were to meet at the village hall at 6 pm prior to singing carols around the tree.

Councillor Mrs Anderson suggested asking the school choir to come along and it was agreed she would approach the school. The Chairman had already agreed that the local brownies group would be there.

90.  BUS SHELTER

Councillor Luffman confirmed that a meeting with the County Council had taken place and a location had been agreed for a new bus shelter at the junction of Cavendish Drive with Gainsborough Road.

He suggested that a white line be painted on the footpath to the rear of the proposed location as an indicator for cyclists as this was also a cycle path.

Quotations now were needed as well as relevant agreement from utility providers that no cables/pipe work were beneath the proposed location.

91.  PLANNING MATTERS

• Planning Application No: 127721 - Planning application for single storey extension to form attached garage, two storey side extension and to form entrance hall, lounge and bedrooms over – Adams Cottage, Gainsborough Road, Lea – application withdrawn.

• Planning Application No: 127914 – Planning application for upgrading of existing vehicular access form Agricultural land to A156 – Access A156, between Lea and Knaith, Gainsborough – for consultation.

92. FINANCIAL MATTERS

(a) Financial Statement 28 November 2011

Resolved: Payments totalling £489.19 (including £9.00 VAT) and receipts totalling £8.

(b) Invoices to Pay

•  DWG Groundcare – Grass Cutting – October - £54

The above payment was agreed.

NOTE: Councillor Milne declared an interest in respect of the following item.

© Parish Council Precept – 2012/12

Discussion took place regarding the setting of the precept for 2012/13 and it was agreed that the level should remain as it was for the current financial year.

In conclusion it was agreed that a request for £11 000 be made for the 2012/13 financial year’s precept amount.

(d) Grass Cutting Contract

It was agreed to invite the following companies to tender for the grass cutting contract for the 2012 season.

• Continental Landscapes Ltd

• MITE Lyndhurst Services Limited

• Green Grass Contracting

• Cottage Gardens

Other organisations expressing an interest in tendering for the works could also request further details.

93.  LEA VILAGE HALL

The Chairman indicated that a Village Hall Management Committee meeting had taken place on 14 November.

The Frost Fair had taken place the previous weekend and proved popular making a small profit for the village hall. 57 booking for the hall were also in place.

There had also been a discussion regarding the possibility of establishing a meeting room by possibly building onto the existing building.
