COMPLAINT CELL/ONE WINDOW OPERATION

Complaints Cell/One Window Operation in LDA was established on 16.11.99 with a view to provide expeditious relief to the General Public. Direct access of the General Public to LDA functionaries have been banned and all the petitions/applications are received through One Window. The concerned PSO's/Directors however, are daily available to General Public from 1:00 P.M. to 2:00 P.M. (except Friday). In case of their pre-occupation, it is ensured that officer next in the hierachy attends to the public. In addition, Director General, LDA also frequently visit the One Window Operation during public hours and himself attend to the public grievances/problems and issue necessary instructions for immediate disposal of the cases, where possible.

PROCEDURES

1.The petitioners can file their application on a plain paper duly supported by a copy of National Identity Card and a copy of the proof of ownership/title of the plot on the respective counters of DLD, DEM, TP/CMP, KA and Engineering Wing. Any details of the job to be accomplished can be obtained from the concerned directorate on the web site. Applications/petitions are entertained/disposed of only from/to the original owners, the persons carrying certified copies of the General Power of Attorney duly registered with the Sub-Registrar or for some specific purpose from the persons carrying Special Power of Attorney on a stamp paper worth Rs.500/- duly attested by the Notary Public. Challans of all types however, can be received at the window by a person carrying Authority Letter issued by the original owner or its General Power of Attorney (duly registered) after necessary verifications. At present, 10 Counters are operative at the window. Five Counters are reserved for receipt of petitions whereas five are for giving replies/disposal of cases. In addition two Counters for ladies have also been provided. These counters attend to the following Directorates:

  1. Directorate of Land Development.
  2. Directorate of Estate Management.
  3. Town Planning Wing and Metropolitan Planning Wing.
  4. Engineering Wing.
  5. Directorate of Katchi Abadis.

2. The replies to the petitioners in all cases are delivered from the delivery counters on the 8th day, the due date. In complicated cases or where it is not possible to give final reply interim reply is given for information of the petitioner. In order to exercise a check on the "Replies" a "Drop Box" system has also been adopted. A "Blue Box" and a "Red Box" has been kept outside the one window. The petitioners dissatisfied with the replies can drop their applications, along with a copy of NID card and copy of the reply received through one window operation, in the "Blue Box" whereas complaints against corrupt practices of the staff are dropped in the Red Box. Both these boxes are operated and opened by the MIT and it is ensured that the cases are disposed of within the prescribed time limit and required action is completed. Replies not received by the General Public on due date are kept at a separate counter for 6 days, whereafter they are dispatched at the available addresses of the petitioner through Register A.D.

For the purpose of Identification of Sellers/Purchasers concerned Assistant Director remain available from 10.00 A.M to 12 noon daily.
