1:30 p.m. PUBLIC HEARING: USE PERMIT #2009-092, Robert Holland, to allow a 1,512 sq. ft. second dwelling on a 40 acre parcel. The existing residence is 600 sq. ft. in size. The project is exempt from CEQA under Section 15303(a) of the Guidelines. The parcel is zoned E-A (Exclusive Agricultural District) and is designated “Intensive Agriculture.” The project site is located at 710-110 Center Road, 700’ feet southwest of the intersection of Center Road and Rice Canyon Road, three miles east of Johnstonville.

1:35 p.m. PUBLIC HEARING: USE PERMIT #2009-040, T-Mobile USA/Norman Allen, to allow a 120 foot tall, monopole wireless communication tower with up to 9 panel antennas at 60 feet and 117 feet, 2 antennas/dish 48” to 96” inches in diameter and associated ground based equipment, all enclosed within a 50 foot by 50 foot fenced leased area. The parcel is zoned U-C (Upland Conservation) and is designated as “General Forest” and “Scenic Highway Corridor” Susanville Vicinity Area Plan, 1984. The project site is located approximately 3,000 feet northeast of the intersection of Highway 36 and Eagle Lake Road, approximately three miles northwest of Susanville. APN: 099-260-70. 1:40 p.m. PUBLIC HEARING: (Continued from December 2, 2009) REVOCATION OF USE PERMIT #12-01-86, Brian and Nancy Phillips, for non-compliance with the conditions of approval of said use permit and the conditions of Planning Commission Resolution No. 6-03-09. The use permit was approved on February 17, 1987, with conditions, to allow the operation of an automobile towing, storage, repair, and dismantling service. Said operation has expanded onto adjoining parcels prior to the applicant obtaining the required amendment to the use permit. The project site is zoned M-2 (Heavy Industrial District) and is located at 474-150 Commercial Way, Susanville.
