Minutes of Meeting

held 7.30 pm Tuesday 6 October 2015 at Langley with Hardley Village Hall

Councillors present: Mr Sullivan (Chair), Mr M Caston, Mrs L Starman, Mr A Timmins (Vice Chair), Mrs F Kirkpatrick & Mr J Wheeler.

1.  Apologies for Absence – None

2.  Declarations of Interest – Mrs Starman declared an interest in item 8.3 as a neighbour

3.  Dispensations for Disclosable Pecuniary Interests – None.

4.  Minutes of the Previous Meeting – The minutes were signed as an accurate record of the meeting.

5.  Matters for discussion:

5.1 Adoption of phone box –.The Agreement to adopt the phone box for £1 was circulated prior to the meeting, all agreed to proceed with the adoption and the agreement was signed by the chairman.

It was suggested the Parish Council ask Parishioners what they would like to use the phone box for i.e. library, tourist information. Clerk to place an advert in Chet News and Contact Magazine asking for feedback.

6. Clerks Report:

·  New Notice Board – The missing parts have been delivered and Dean will arrange to install the new Notice board in the next few weeks.

·  Closure of Footbridge at Hardley Floods – The Broads Authority confirmed Norfolk County Council have closed the footbridge at Hardley Floods on the Wherryman’s Way due to it collapsing and being a danger. Currently Norfolk County Council are seeking a joint solution with the Broads Authority and they will keep us informed of progress issuing reference 524059. A resident of Chedgrave copied the Parish Council into an e-mail who is also seeking a speedy resolution.

·  External Audit – The Annual Return from Mazars is being published on the village notice boards for the required 14 days between 24/9/15 to 09/10/15. A copy is included in this Months correspondence.

·  Charity Commission – Clerk is continuing to investigate the Charity Commission and if it is appropriate for the land rented to Mr Tabor. Old minutes have been searched as recommended by Nalc. This confirmed the Parish Council is the trustee as a body not individuals. Clerk to continue investigating for future requirements.

·  Fund Raising Bank Account – A letter has been sent to Barclays to amend the name of the Bird Hide account to Amenities account. No confirmation yet received. Clerk to chase.

·  War Memorial Grant Application- Clerk has carried out research on the War Memorials for the Trust Grant application. Time spent at Norwich Library and Norfolk Records Office established Hardley War Memorial was given permission to be erected in the Churchyard on 19 March 1920 (copy of original document with the Clerk). Hardley War Memorial was straightened in 1971 by a Mr Youngs of North Walsham. Little has been found on Langley War Memorial with the exception of some quotes for remedial work in 1971 when Mrs Trett was the Parish Clerk but no confirmation the quotes were accepted or work carried out. The Kerbing round Langley War Memorial was completed in 1969.

·  Remembrance Poppy Wreaths – Richard Allen from Royal British Legion asked if we would like to order the usual 2 Poppy wreaths. All agreed, Clerk to confirm. Nigel Sullivan to coordinate.

·  Parish Council Computer – The computer used by the Clerk is running very slow and is freezing, Clerk requested permission to ask Gary Shilling to check and repair. All agreed.

8. Planning:

8.1 Amended Application: Broads Authority BA/2015/0275/FUL Whitehouse Farm, Hardley Road, Hardley, Norfolk, NR14 6DA Miss Lorna Newton – Refurbish and extension to existing ménage. All agreed this should be Approved, natural fencing is preferable to hard fencing.

8.2 Application: South Norfolk 2015/2124 – Ivy Farm Langley Street, Langley, NR14 6AD Alteration and extension to bungalow. All agreed this should be Approved, Improvement to existing property.

8.3 Application: South Norfolk 2015/2115 –10 Langley Street, Langley NR14 6DE. Construction of first floor extension over existing single storey lean-to and reconstruction of existing porch. All agreed this should be Approved, building up and not out, improvement to property.

8.4 Decision - Approved subject to conditions: Broads Authority BA/2015/0242/HOUSEH- 22 Langley Street, Langley. Removal of existing veranda, new orangery 6800mm projection by 5300mm wide.

9. Finance:

9.1 Donation to St Margaret’s Church. All agreed to donate £500.

9.2 Quarterly Budget v Actual, Information issued to Councillors prior to the meeting.

9.3 Quarterly Bank Reconciliation, Bank statement shown agreed in good order.

11. Tree Warden Report:

·  Mr John Wheeler reported he had a letter asking if we would need any trees. John will investigate what is available and report back.

12. Councillors Report’s:

·  Mr Tony Timmins reported the Vehicle Activated Sign has been outside 9 Langley Street. He successfully downloaded the results. The 85th percentile was 36.7mph. Only 20 vehicles exceeded the 40mph speed limit.

·  Mr Tony Timmins reported the Playground sub committee met. Wren will not repeat funding already made. Evidence of support from the community is vital, approx 30-40 responses is need to make the refurbishment viable. There is great emphasis on sustainability. Smaller grants might be better sough rather than Wren. It was suggested we leaflet drop all residents asking for feedback. All agreed for the sub committee to continue.

·  Mrs Lynn Starman reported the goal post net needs more pegs to hold the back down. Tony agreed to take this forward.

·  Mrs Lynn Starman passed on an invoice for electric for the Defibrillator to the Parish Council now that it has been in position for 1 year.

·  Mrs Lynn Starman reported a head on accident on Gentleman’s walk’s blind bend. Clerk to ask Highways if any signage is available to warn of the danger.

·  Mrs Lynn Starman asked the Clerk to report the surface dressing recently completed was not adequate as grass is re-growing through it.

·  Mrs Frances Kirkpatrick reported the bird hide is in very good condition and thanked all those that helped with the painting. The missing bench has not been located despite reports it was used as a bridge. Frances to price up a replacement bench and report back.

·  Mrs Frances Kirkpatrick reported that three sources of extra money that is needed to repair Langley cross has been found. Repairs will be carried out in the spring.

·  Mr Caston confirmed the work on the broken drainage pipe in Hardley has been successfully completed.

·  Mr Caston asked about the recent election. Clerk to invite Jaan Larner District Councillor and Barry Stone County Councillor to the next meeting.

·  Mr Sullivan reported the recent concert at Langley Church was excellent but had a poor turnout. The next concert is 17 October. For the next three weeks there is an exhibition of Art and Pottery, Poster to be placed on Notice boards. Details of the A cappella Christmas show will follow.
