Introduction and Background:

KMCI is a medium security institution housing approximately 1,200 male adult offenders. It was opened in 1962 in a rural area of eastern Wisconsin. The Water system is located on-site and includes two wells, a 200,000 gallon water tower, a 200,000 gallon in-ground reservoir with booster station and distribution piping throughout the institution. Sanitary sewerage is collected in underground sewer pipes and conveyed to an on-site wastewater treatment plant operated by KMCI.

KMCI has been experiencing leaks in the water and sewer lines for many years, but the leakage has worsened in the past two years, and a series of emergency small projects has been needed to maintain operations. Storm water inflow and groundwater infiltration into the sewer has become a serious concern affecting the operation of the wastewater treatment plant.

Scope of Services:

Develop a base design report for systematic replacement of aging water and sewer lines in a phased manner that will minimize disruption of KMCI operations. DFD specifications as well as DNR and other recognized standards for design and construction of municipal water systems and sewer systems are to be followed. Pipe sizes for current and anticipated uses are to be verified and adjusted if necessary.

Project Deliverables:

The State of Wisconsin is looking for an Architect/Engineering firm to provide complete pre-design, design and construction services for the replacement of water and sewer systems at KMCI. Pre-design services include the following:

·  A sanitary sewer system evaluation survey (SSES) -- prepare a report identifying the condition of the sanitary sewer system. The institution had the sanitary sewer system cleaned and televised in 2002. These video tapes and the accompanying written log will be available to the AE. Preparation of the SSES report may require additional sewer televising, flow monitoring, infiltration and inflow testing, dye testing, and other measures necessary to assess the conditions of the sanitary sewer pipes. Preparation of the SSES report will require inspection of the sanitary sewer manholes. The SSES report will prioritize pipes and manholes needing repair or replacement, recommend corrective measures, and develop cost estimates.

·  Review of the findings and recommendations of the 2012 Water System Evaluation (DFD project 11L1I) for the water distribution system. Plumbing repairs are not part of this project.

·  Development of a phased plan for sewer and water repair projects based upon the SSES and Water System Evaluation reports. This plan will be used in the preparation of future capital budgets.

·  A Design Report with preliminary design documents for the first phase of sewer and water system repairs including base project plans and any alternatives evaluated.

After approval of the Design Report and authorization to construct from the Building Commission, provide complete design and engineering support documents for the first phase of sewer and water system repairs in accordance with DFD procedures. Including the following:

·  A detailed work plan for construction with minimal disruption of inmate and staff daily activity.

·  Level 1 commissioning services.

Project Timeline:

The following milestones will be necessary:

1.  A/E Firm to start work - August 2013

2.  A/E delivers Design Report and Preliminary review documents to DSF – November 2013

3.  State Building Commission authorizes construction – December 2013

4.  Project documents advertised for bids - March 2013

5.  Construction Contractor to begin on-site work - May 2014

6.  Construction complete – November 2014

Skills and Knowledge:

A qualified firm would have an appropriately staffed team with thorough knowledge, understanding, and experience with the following:

·  Civil engineering design for municipal or community water distribution and sewer collection systems in Wisconsin;

·  Security standards and requirements for construction within correctional institutions in Wisconsin;

·  Knowledge and understanding of creative construction staging and techniques to minimize disruption of ongoing activities at the correctional institution during construction.
