Dear Klipfonteyn owner

Spring is in the air and we once again have beautiful flowers on our pavements. It is a privilege to live in Klipfonteyn.

The green belts are also lush and green, and we continue to remove dead plant material and intrusive foreign plants.

Subsequent to a meeting with the Gansbaai Municipality on 16 February 2016, the trustees can report the following:

·  Blocked storm-water drains and pipes have been cleaned by the municipality.

·  Some of the potholes in our roads have been repaired, but there are still a couple which require attention. We will again request the municipality to schedule repairs on the PMS (Pavement Management System).

·  Damaged and missing road signs have been repaired / replaced by the Municipality.

·  We are still awaiting permission from Nature Conversation to pave the pathways to the sea, in accordance with a decision taken at the 2015 AGM.

·  Following an in-loco investigation by the municipality, nature conservation and the fire department, authorities are insisting that we establish fire breaks at Klipfonteyn. The municipality has informed us that we are required to establish fire breaks at our own cost. Articles 31 and 32 of the by-law on municipal land use and planning is prescriptive in this regard, and the Municipality is authorized to take over the functions and responsibilities of the HOA upon non-compliance with this law. Any costs arising from such intervention will be recouped from individual owners and the HOA. (In this regard, a letter from the municipality is attached for your information).

We have not budgeted for the establishment of fire breaks and will present a revised budget for authorization at the 2016 AGM.

This requirement / instruction could impact our public liability insurance in case of a fire and will be handled with circumspect.

It is the responsibility of owners to remove dead plant material and excessive growth on their property at their own cost.

We are developing a website for Klipfonteyn with input from Mr. A de Witt, who is one of the original developers of Klipfonteyn. We are also thankful for assistance from Mr. P le Roux regarding local fauna and flora.

Criminal activity

Abalone poaching is still continuing at Klipfonteyn and the audacity of the poachers is astonishing. They appear to be “untouchable” and know it.

We had a burglary in Strauss Str. while the inhabitants were sleeping. Nobody was injured, and the burglars are still at large.

Collection of annual levies

We have received 47% of our annual levies to date.

We request you to please pay as soon as possible, so that we can meet our financial obligations.
