Minutes of a Meeting of the Kingborough Access Advisory Committee held at the Kingborough Civic Centre, Kingston, on Wednesday, 12 April 2017 December at 2.00pm.

BUSINESS ARISING

The Whole Journey –submissions on the Consultation Draft of ‘The Whole Journey – A guide for thinking beyond compliance to create accessible public transport journeys’ are due by the 31st May.

Committee members were encouraged to submit comments to staff as soon as possible for inclusion in a formal submission to be prepared on behalf of the Access Advisory Committee.

Dog Management Policy

A question was raised regarding the possibility of extending the scope of the policy to include the beachside walkways and areas where people release their dogs from vehicles.

Staff to investigate the limits of the Dog Control Act and other pertinent legislation.

Confirmation that Guide and Hearing Dogs are to be exempt.

It was noted that good signage will be critical to the success of the policy.

General Business in Australia and New Zealand

Media Stories

It was suggested that the Margate playground be promoted as a good example of an inclusive play facility.

It was further suggested that each playground be considered in terms of its inclusiveness particularly when upgrades are being undertaken.

Location of pedestrian let downs were discussed and clarification was sought regarding the regulations governing their placement. Staff to follow up.

Riding for the Disabled

An update was provided on the current status of Riding for the Disabled.

Beach Accessibility

Staff reported that approaches have been made to the Kingston Beach Surf Life Saving Club regarding interest in obtaining mats for providing beach access for wheelchair users and/or the possibility of obtaining a beach accessible wheelchair for use via the club.

Discussions are to continue.

Accessible Toilet Facilities at Events

It was reported to the group that a commitment had been received from a Margate based port-a-loo business to purchase an accessible portable toilet facility to be available for community events.

‘Inclusive Events’ Document

A ‘how to’ document is to be produced on behalf of the Access Advisory Committee which gives ideas and insights into how to create inclusive events. Staff and committee members to continue work on the document.

Development Applications

Kingston Beach Surf Life Saving ClubDevelopment Application has been submitted and is available for public comment. Members are invited to make comments.

General Interest

Police & Community Liaison Group

At the December meeting of the Police and Community Liaison Committee a matter of cars parking on footpaths was discussed.

The response raised concerns for Access Committee members.

To address the concerns it was requested that a letter be written to the Kingston Police to highlight committee members’ concerns that the response to the item ‘Parking on Footpath’created legal and safety concerns. By advising that police do not usually intervene in instances where motorists park on the footpath (in order to leave more room for vehicles to pass) committee members pointed out that pedestrians can be put at risk – particularly those with mobility issues, prams and children riding bicycles.

Staff to forward correspondence.

School Holiday Activities

A question was raised regarding the accessibility of school holiday activities being run by Council and whether young people with special needs are encouraged to and do attend.

Staff to follow up.

The next meeting of the Access Advisory Committee is scheduled to take place on Wednesday 14 June 2017 2pm at the Council Chambers.
