Chief Financial Officer

POSITION SUMMARY

CFO is responsible for all financial, accounting, accounts receivable, accounts payable, business, insurance, cash management, internal controls, auditing, grants management, payroll, financial analysis, financial strategic planning, and other financial operations of KVHC. The person in this role will effectively manage all financial systems, to provide accurate and timely financial information and recommendations to the CEO, to maximize revenues, and to appropriately manage allocation of resources. The CFO is responsible for oversight and management of KVHC’s financial operations according to the policies established by the Board of Directors and as directed by the Chief Executive Officer.

ESSENTIAL DUTIES AND RESPONSIBILITES

  1. Ensures appropriate and accurate processing of A/R, A/P, payroll, accounting, general ledger and all other financial documentation.
  2. Provide accurate and informative financial reports on the financial operations of specific projects and of the health center as an entity to be used by the CEO and Board in monitoring health center operations.
  3. Ensure that Generally Accepting Accounting Principles and applicable Federal and state grant and contract requirements are met.
  4. Ensures that in all financial matters that KVHC is in compliance with all laws and regulations.
  5. Monitors cash flow including establishing checks and balances, planning cash flow, sweeping accounts, ensuring proper recording and control of cash receipts, and preparing bank re-conciliations. Manages all aspects of line of credit. Coordinates banking functions.
  6. Responsible for management of the Finance, Billing and Purchasing Departments including timely annual performance appraisals, quality controls, training, hiring and any staff discipline as needed.
  7. Oversees accounts receivables and ensures KVHC collects maximum appropriate payments. Ensures coding is accurate and providers receive regular training.
  8. Prepare annual budget, proposal budgets, and program budgets as well as, government, grant, and management reportsand other system-wide accounting and reporting issues. Develops and provides oversight of budgets for all departments.
  9. Analyzes financial implications of proposed services and programs, and makes recommendations to CEO.
  10. Conducts monthly review of internal financial statements and provides CEO with recommendations on controlling expenditures or maximizing revenues. Alerts CEO to any potential financial or other problems immediately.
  11. Develops and maintains financial /accounting policies and procedures.
  12. Oversees the Management Information Systems and assumes Management Information Systems responsibilities as assigned.
  13. Manages/negotiates managed care contracts, in conjunction with COO.
  14. Coordinates year-end audit preparation and liaison between external auditors and accounting personnel. Minimizes audit expenses.
  15. Ensures completion of annual cost reports on a timely basis and ensures maximization of appropriate reimbursement; completes regular cost reports to ensure on target; seeks increases in cost reimbursement rates as appropriate.
  16. Manages and submits UDS and all other financial reports.
  17. Assist with the Management of administrative functions including risk management, and employee compensation, benefits, and relations; contract negotiation, administration, and compliance in conjunction with Chief Executive Officer, Chief Operations Officer, and Human Resources Director.
  18. Insures that KVHC is adequately insured for all contingencies and services; manages, in partnership with the Chief Operations Officer, all corporate insurances. Assists with the Management of FTCA.
  19. Oversees and monitors group purchasing.
  20. Ensures that all payroll and related taxes are paid by due date.
  21. Develops and manages indirect rate documentation, as needed.
  22. Stays current on all Medicare, Medicaid, and other grant and government reimbursement regulations and communicates information.
  23. Helps develop, implement and monitor provider performance based contract plans. Ensures fixed asset register, leases, contracts, loans and manuals are maintained.
  24. Represents KVHC as requested.
  25. Staff the Board's Finance Committee.
  26. Participates in senior management coverage of KVHC.
  27. Assumes other financial management, leadership and administrative responsibilities as requested.

EDUCATION, EXPERIENCE AND SKILLS REQUIRED:

  1. CPA or MBA preferred. With 5 or more years of experience in high level non-profit financial management position
  2. Knowledge of the principles of financial management and accounting sufficient to direct staff and coordinate all aspects involved with fiscal requirements.
  3. Knowledge of the health care financial and budgetary practices to develop annual budget, analyze financial data and patterns, manage AR, and prepare statements.
  4. Knowledge of governmental and healthcare fiscal regulations and reporting requirements.
  5. Skill in exercising a high degree of leadership, initiative, judgment, discretion, conflict resolution and decision-making skills to achieve KVHC objectives.
  6. Strong Supervisory/Management Background
  7. Experience with completing complex project management tasks with little supervision
  8. Skill in identifying and resolving problems.
  9. Ability to communicate clearly and to maintain strict confidentiality.
  10. Carries out responsibility for related corporations or for organizations under contract with KVHC.
  11. Excellent word processing, Excel, data base and other computer skills. Excellent writing skills.
  12. Travel in and out of state as needed
  13. Ability to travel between all KVHC sites.
  14. Valid State of Maine Driver’s license and ability to be insured by KVHC’s vehicle insurance carrier

PERFORMANCE STANDARDS

Requires full range of body motion with the ability to bend, kneel and stoop. Must possess the ability to sit or stand for long periods of time, the ability to lift approximately 20lbs., visual acuity with color vision, and the ability to communicate effectively , clearly and calmly in a professional manner, the ability to follow all workplace policies including safety and confidentiality, the ability to perform repetitive motion keyboarding functions, the ability to maintain quality control standards, the ability to interpret, adapts and apply guidelines and procedures, and the ability to react calmly and effectively in emergency situations. Must be possess effective skills in preparing and maintaining records, writing reports, and responding to correspondence, must possess skill in establishing and maintaining effective working relationships with patients, medical staff, and the public.
