ENVIRONMENTAL AND WATER RESOURCES DIVISION

JOB TITLE: Water Resources Engineer

PAY GRADE: $50,000 – $65,000 DOQ

FLSA: EXEMPT

DEPT: Division of Environmental and Water Resources

GENERAL SUMMARY:

Staff Engineer capable of performing day to day activities and long term projects independently within the Environmental and Water Resources Division including but not limited to: Site grading and stormwater permit review, stormwater ordinance compliance and violations, floodplain management, local drainage program, drainage complaints, field investigations, and flood documentation.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

·  Technical review of site grading plans, engineering plans and other documentation submitted for a Stormwater Permit under the Kane County Stormwater Ordinance for unincorporated Kane County, and within the non-certified municipalities under the ordinance, to prevent flooding and other stormwater related problems with new development.

·  Maintain repository for all required FEMA floodplain documents and assist the general public with floodplain inquiries including mapping, permit concerns, Elevation Certificates, LOMC, etc.

·  Investigate drainage complaints and flooding including site visits, photographic documentation and historical record locating.

·  Develop and implement Local Drainage Projects in unincorporated Kane County to reduce flooding through construction of drainage improvement projects. This may include: field investigation, preparation of plans, specifications, public bidding documents, pre-bid and preconstruction meetings, contract development and approval, bid review, contractor selection, construction observation, quantities documentation, contract administration and contract closeout.

·  Develop and prepare public presentations, papers and marketing materials to educate and inform others of Kane County’s activities and forward planning regarding the Division’s projects and programs via PowerPoint or publication.

·  Assist with administration of the Stormwater Special Service Areas program. Includes annual inspections, needs assessments, recommending and tracking of levies, and meeting attendance.

·  Other duties and responsibilities as may be required by the Division Director in line with given experience and knowledge.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

·  Knowledge of stormwater, floodplain, wetland and soil erosion and sediment control; and public works construction, maintenance and operation methods and practices.

·  Proficient in hydrologic and hydraulic modeling of watersheds and use of associated engineering software.

·  Proficient in the use of GIS mapping and CAD software.

·  Strong organizational skills including work and resource prioritization, public relations, and communication skills.

·  Working knowledge of natural stream systems, floodplain and drainage design.

·  Familiarity with earth and water sciences, including the hydrologic cycle, climate, glacial deposition of soils, aquifers, groundwater, surface water and soil science.

·  Proficient in the use of a personal computer including the use of Microsoft Word, Outlook, Excel, and Power Point, and other programs and software.

·  Ability to apply appropriate County procedures and policies to Division activities.

·  Ability to effectively communicate, both orally and in writing, with elected officials, the public, other professionals, and co-workers.

·  Certification

-  Required: Illinois Licensed Professional Engineer (P.E.)

-  Desirable: Certified Floodplain Manager (CFM)

·  Education

-  Required: Bachelor of Science in Civil or Environmental Engineering

·  Experience: Four or more years of progressively responsible professional civil engineering experience are required, with at least experience in one of the following areas: site development engineering, public works, water resources engineering, environmental engineering, or a related field.

·  Valid Illinois driver’s license.

PHISYCAL DEMANDS OF THE ESSENTIAL FUNCTIONS:

·  Office work, including sitting, standing, walking and keyboard work; field work, including driving car; lift up to 40 lbs (manhole lids); dig small holes; walk hilly terrain, farmland, woodland, shallow creeks-wetlands-flooded areas.

WORKING CONDITIONS WHILE PERFORMING ESSENTIAL FUNCTIONS:

·  Office environment; work outdoors all four seasons of the year.
