JUVENILE APPREHENDED FOR COMMITTING CARJACKING AT GUNPOINT

BACKGROUNG AND INCIDENT:-

On 21.07.13 at around 9 PM, while one Chetan Vats r/o Sec. 11, Rohini was waiting for his parents near Metro Station Rithala in his Hyundaii10 car, three young boys robbedhis car on gunpoint. The victim yelled for help but nobody came forward to help him. The matter was reported toPS Prashant Vihar and a case was registered vide FIR No. 382/13 under section 392/34 of IPC. Later on, the car was found abandoned at Jonti Road, Nizampur in the area of PS Kanjhawala, but the robbers could not be identified.

TEAM AND OPERATION:-

Special Investigation Team (SIT) of Crime Branch under the leadership of ACP KPS Malhotra was entrusted to develop intelligence through local sources as well as technical surveillance to workout the case. Efforts put in by the team members, particularly those of Cts. Satbir and Raman yielded result, when secret information was received about involvement of some boys of village Pooth Khurd in the case. The Information was further nurtured and once the suspects were zeroed down, a raiding team comprising of Insp. Naresh Chander, SI Brahm Dev, ASI Ramesh, HC Ajit, Cts Satbir, Sushil, Ajay, Ravinder and Raman was formed under the close supervision of ACP KPS Malhotra and overall supervision of Addl DCP Kumar Gyanesh.

The team promptly conducted a raid in village Pooth Khurd in Civil clothes and apprehended a“Juvenile in Conflict with Law” (JICL). He informed that the above act of robbery was committed by him alongwith two other boys of the same village i.e. Pooth Khurd. The identity of the juvenile is withheld for the sake of anonymity. The juvenilehas been apprehended by the IO of police station Prashant Vihar and has been sent toObservation Home as per procedure laid down in law. The remaining two associates of the juvenile have been identified and raids are being conducted to apprehend them.

VERSION OF THE JICL:-

The juvenile narrated that he alongwith his two associateswasinfluenced by the lavish lifestyle of other criminals of the area,so they procured a firearm and had planned to rob a car. On 21.07.13, they were looking for some target near Rithala Metro Stationafter having liquor at around 9 pm. They noticed one person sitting in his Hyundai i-10 car with the windowpanes down and planned to rob his car. One of them brandished the firearm and they entered the vehicle forcibly. Subsequently, they took the vehicle to Bahadurgarh and roamed in the nearby area. They got the tank of the vehicle filled twice but didn’t pay for the same as they sped away from the filling stations. They abandoned the vehicle at a lonely stretch in the area of PS Kanjhawalaafter roaming for 3 days,due to the fear of being caught.

The search for other two accused is continuing.

  • Burglar and Receiver arrested in South East District
  • More than a dozen cases of burglary and house theft in the area of Kalkaji solved
  • Stolen goods worth about Rs. 10 lacs recovered - including laptops, computer tablets, expensive mobile phones, wrist watches, silver jewellery etc

With the arrest of Vikram @ Kotche (22) s/o Keshav r/o Village Madan Mohanpur, 24 Pargana, West Bengal (presently residing at A-294, Bhoomiheen Camp. Govindpuri, Delhi) and receiver of stolen property Gopal Mandal (55) s/o Satish Mandal r/o A-294, Bhoomiheen Camp. Govindpuri, Delhi, the Special Staff of South East District has solved more than a dozen cases of burglary and house theft committed in the area of Kalkaji, Delhi, all within a span of last seven months (since February) this year.

INCIDENt, team and operation

Rising incidents of burglary and house theft in the recent past in the area of P.S. Kalkaji, particularly in the area of DDA Flats Kalkaji, led to the Special Staff of South East District to form a special team to nab the culprits. The teams were constituted under the supervision of Insp. Rajesh Kumar including SI Sandeep Godara, Consts. Girish, Pawan, Rajeev, Deepak, and Shekhar under over all supervision of Sh. Ashok Saroha, Assistant Commissioner of Police, Operation Cell, South East District.

Based on the information collected, today morning i.e. 18.8.13 at 6.00 AM, the police team laid a trap near Paras Cinema Hall, Nehru Place and apprehended one Vikram @ Kotche (22) s/o Keshav r/o H.No.C-24, Bhumiheen Camp Govind Puri New Delhi. He was found carrying a bag containing two Laptops and six mobile phones. He had come to sell these items to a decoy customer working on behalf of the police team.

He broke down on sustained interrogation and disclosed involvement in more than a dozen burglary and house thefts in Kalkaji. He had sold most of the stolen property to Gopal Mandal, his landlord.

Gopal Mandal was apprehended at Vikram’s instance. At their instance a large number of stolen articles including laptops, mobile phones, cameras, wrist watches, PC Tablets etc worth more than Rs. 10 lacs were recovered.

INVESTIGATION AND MODUS OPERANDI

During interrogation, Vikram disclosed that he used to recee the area of Kalkaji to look for probable targets. He preferred the DDA flats in Kalkaji. He moved out in the area in early morning and looked for unlocked houses. The residents of DDA Flat Kalkaji are in the habit of leaving the main door unlocked when they venture out for morning walks or to drop children to school bus stops. He would simply enter and pick whatever he could find in the front room before quietly walking out of the flat.

Profile of the accused

  1. Vikram @ Kotche (22) s/o Keshavr/oVillage Madan Mohanpur, 24 Pargana, West Bengal (presently residing at A-294, Bhoomiheen Camp. Govindpuri, Delhi) – He is unmarried and arrived in Delhi about three years ago. He has been living with Gopal Mandal since the past 2 years. They met through common friends as both of them belong to 24 Pargana, West Bengal. Vikram has a criminal past and was found involved in 3 cases of house theft in 2011-2012. He came out of jail about a year ago and began burgling houses since February this year.
  1. Gopal Mandal (55) s/o Satish Mandal r/o A-294, Bhoomiheen Camp. Govindpuri, Delhi – He is also from 24 Pargana, West Bengal. He arrived in Delhi about 20 years ago searching for employment. He has a criminal past and was found involved in 6 cases of bootlegging registered in police station Govindpuri. His last involvement was about 9 years ago. Now he runs a scrap dealer business and also lends small time money on interest to local residents in Govindpuri area.

Further investigation is on. The officers and staff behind the good work are being suitably rewarded.
