Dear Ms. Rew and Evaluation Committee:
The Maple Dale-Indian Hill School District appreciates the opportunity and hereby applies for Qualified School Construction Bonds (QSCB) administered by the State of Wisconsin’s and The Department of Public Instruction’s plan as part of the American Recovery and Reinvestment Act (ARRA) of 2009. We believe that we satisfy all applicable criteria and have outlined those specifics below. On the enclosed sheets you will find the detailed projects by building, as well as referendum support documents. We also hereby commit, as required, to comply with the Davis Bacon Prevailing Wage requirements on any and all projects. The district proposes the following projects:

The residents of the Maple Dale-Indian Hill School District approved a $4,000,000 referendum question on April 7, 2009“for the purpose of paying the cost of repairing, updating and maintaining school facilities and technology infrastructure” (Ballot question wording). The district’s project plan meets the QSCB objectives with “shovel ready” projects that will impact Science, Technology, Engineering and Math (STEM) since our approved projects are building wide and district wide. Our Indian Hill School facility is an Early Childhood Center, housing Community Pre-School programs, 4-Year Old and 5-Year Old Kindergarten programs, as well as our 1st Grade. All projects will be bid as Green and Healthy School projects to accomplish energy conservation and long-term sustainability. Specifically, roofing, electrical, boiler and window products (to name a few) will be required to meet long term energy conservation expectations with minimal carbon foot print impact. Safe and Healthful Schools are our primary goal, as our referendum materials (examples also enclosed) clearly conveyed to the community the need to “…replace and upgrade aging building components”, “…provide our students safe, warm and dry learning environments”, “…improve energy efficiency and reduce long-term operating costs”.
In the referendum brochures and flyers, we also explained to our taxpayers the need to “…maximize taxpayers’ dollars” in a “…construction market (that) is very competitive (with) interest rates at historic lows”. The QSCB program will assist us in meeting that goal, as well.
We understand the DPImay have some initial limitation of our referendum issuance authority and will welcome any funding allocation per specific projects that the committee deems appropriate.
