What is Interreg?

What goals? What mechanism? What budget?

The general objective is to foster transnational cooperation between the Euroregion (Guadeloupe, Martinique and French Guiana) and their close geographical and political environment in the area(the Caribbean, the Americas) as well as the Ultraperipheral Regions (Azores, Madeira, Canaries, Reunion).

The Programme aims at promoting a sustainable, balanced and harmonious development of the Greater Caribbean, including a better cooperation between the countries and territories which make it up. The Interreg III-B should enable the countries of the area to share experiences, exchange good practices and know-how.

The total eligible amount for the INTERREG III B Programme "Caribbean Space" stands at:

24 millions euros, of which 50% are funded by the ERDF and 50% by financial inputs from the Regional Councils of Guadeloupe, of Martinique and of Guiana and from the State.

The Programme is structured around three major priorities:

Balanced and sustainable development of the cooperation area (renewable energies, fisheries, cultural heritage,..)

Disseminating information and know-how and strengthening innovative ability (new tools in the field of teleprocedures… network…)

Building up the cooperation area's image and consolidating its strengths (joint communication, common promotion project…)

Who's concerned by the Programme?

Countries and Territories eligible for this Programme are as follows:

The American Euroregion : Guadeloupe, French Guiana, Martinique.

ACP Countries : Antigua and Barbuda, Barbados, Belize, Dominica, the Dominican Republic, Grenada, Guyana, Haiti, Jamaica, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Suriname, Trinidad and Tobago.

Non-ACP Countries:Cuba, Puerto Rico, United StatesVirgin Islands.

Central American Countries (El Salvador, Honduras, Nicaragua, Guatemala, Costa Rica, Panama).

British Overseas Countries and Territories: Anguilla, British Virgin Islands, Cayman Islands, Montserrat, Turks Caicos.

Netherlands Overseas Countries and Territories: Aruba, and the Netherlands Antilles (Bonaire, Curaçao, Saba, Sint-Marteen, Saint Eustache).

Countries of South America (Venezuela, Colombia, Brazil, )and countries of North America.

The other ultraperipheral regions (Azores, Madeira, Canaries, Reunion).

Type of beneficiary:

Any public or private legal entity, based in Guadeloupe, Martinique or French Guiana and meeting the eligibility criteria (see the «Programme Complement» for reference).

What projects to submit?

Any project must:

Have a transnational character; that is to say it must involve actively at least one partner from a third country or territory of the cooperation area. This partner must bring in some financing (in cash or in kind);

Be submitted by alead partner who is part of the European Community Space based in Guadeloupe, Martinique or French Guiana

Fit in with one of the three Programme's priorities and carry out studies, lead actions, know-how, good practice or experience exchanges, or set up networks.

What is the content of the Programme ?

It is based on three priorities:

Priority 1 – Balanced and sustainable development of the cooperation area / 1-1 Upgrading and protecting the natural and cultural
heritage, with a view to making the region more
attractive
1-2Improving fishery resources development within the
cooperation area,
1-3 Promoting the use of renewable energy within the
cooperation area
1-4 Improving sustainable mobility and accessibility
1-5 Improving cooperation between both urban and rural
areas
Priority 2: Disseminating information and know-how and strengthening innovative ability / 2-1 Developing the information society in order to
increase networking among the region’s various
players as well as their access to knowledge
(institutional, socioprofessional actors, civil society…)
2-2 Developing research and new technologies for the
benefit of tourism, transport, trade, research, the
environment, education, health and collective security
in the cooperation area
Priority 3: Building up the cooperation area's image and consolidating its strengths / 3-1 Promoting both internally and externally the range on
offer as regards tourism, industry, crafts, trade and
school and university training,…
In each of the priorities set out,
It is recommended to promote projects of cooperation with the UPR which are : the Azores, Madeira, the Canaries, and Reunion

How to submit a project to Interreg?

Refer to the Programme Web site;

Fill out a project data sheet on the Programme Internet site;

Refer to the user's guide for the application form;

Contact the JTS and/or the RCP, as needed;

With the help of these partners, fill out the application form and the financial kit

Submit three paper copies and one electronic version of the application form and of the financial kit, in the French language, to the Joint Technical Secretariat.

One English version can also be submitted to the Joint Technical Secretariat.

The Programme Steering Committee will proceed to the selection of projects.
