Job title: Waste and Recycling Manager

Purpose of the job:

To minimise total waste from the University of Bath operation, and promote recycling in accordance with our corporate objectives.

Responsible for:

Achieving our corporate objectives in connection with waste minimisation/reduction and recycling.

Duties and Responsibilities:

1. To drive significant reductions in total waste and agreed increases in the proportion of waste recycled.

2. Plan for and undertake awareness raising projects within the various Schools and support groups within the University.

3. To be fully conversant with the waste management contracts.

4. Procurement of contracts for the services provided and ensure best value for money.

5  Day to day administration, supervision and monitoring of the waste management contracts including recycling, mixed non-hazardous waste streams, and some specific hazardous waste streams.

6. Make decisions on routine issues / problems arising from general waste contractors.

7.  Manage the waste management budgets, preparing both revenue and capital estimates and ensuring that goods and services are obtained within the provision of the University’s purchasing guidelines.

8 Check, validate and process central waste management invoices to ensure that contractors are paid in accordance with University terms. Control the issuing of contract variation orders and validating contract valuations.

9. Liaise with the contractors, including regular contract meetings.

10. Ensure the contractors comply with health and safety and all other relevant legislation.

11. Performance monitoring of contractors.

12. Develop strategies for the University’s waste management services.

13. Produce option appraisals for consideration by the University.

14. Liaise and work in partnership with other HEI’s to develop strategies and services.

15. Maintain an understanding of new and current waste management legislation, adapting services to comply with legislation as required with evaluation of cost implications.

16. Produce monthly and annual progress reports and statistics related to waste management. Analyse and report on data for inclusion within University strategic plans and produce reports to support management and committee decision making.

17. Coordinate and monitor waste management costs and subsequent production and recharging of costs to internal waste producers.

18. Prepare and present reports to Executive Committee and Council.

19. Raise awareness in aspects of waste management and recycling at all levels of the University through presentations, goal setting, mentoring and education.

20. Assist with periodic internal and departmental environmental audits and external audits of contractors to ensure that the University maintains an efficient and compliant waste management service. Compile reports with the aim of continual performance improvement.

21. Determine what information / advice should be sent in response to a query relating to Section 35 of the Environmental Protection Act (1990), and be the initial point of contact for special / hazardous waste issues.

22.  Promote to all University staff the available services and procedures to enable them to reduce, reuse, recycle and dispose of their general waste streams in the most appropriate manner.

Note: The University produces several streams of specialist, clinical, and chemical waste which, in general, are managed by the Hazardous Waste Manager. The postholder will interact with that Manager but will not be responsible for those specific areas.

Trade Discharges are Managed and negotiated by the Safety Health and Environment Unit.

Experience of managing and monitoring external contractors
Experience of collecting and analysing data on waste /recycling
Experience of delivering environmental training /awareness-raising

Further Particulars

The Department of Estates is a multi-disciplinary team responsible for delivering services either through in-house labour or through external contractors to the University.

The main campus covers some 200 acres, with 1.5M sq. ft. of accommodation, 2,500 bedrooms on campus, 1,000 beds off-site and the Sports Training Village Facility (STV). The insured value for buildings is circa £600M.

The University produce several streams of waste which include, residences, catering operations, the STV and the remainder of the campus operations. Hazardous waste is managed by a separate manager/operation.
