3 days – Stirling Council Transport Team
2 days – Partnerships Team - Sustrans Scotland

Note: this role will require the postholder to travel and work at other locations as necessary to undertake projects on behalf of Sustrans.
Job Purpose:
To assist in developing, implementing, promoting, monitoring and reviewing the Council’s active and sustainable travel policies and proposals as set out in the Council’s Local Transport Strategy and its supporting documents. To share best practice with other local authorities across Scotland though Sustrans’ Partnerships programme.
Management Structure:
The postholder will be line managed by the Sustrans Scotland Partnerships Manager while project responsibilities will be assigned by Stirling Council’s Transport Development Team Leader. Outputswill be agreed by a joint board comprised of Sustrans Scotland Partnerships Manager and Stirling Council’s Sustainable Development Manager.

Key Responsibilities:
Delivery of Projects or Services
- To assist in developing, implementing, promoting, monitoring and reviewing the Council’s Active and Sustainable travel policies and proposals, for example by:
- developing and overseeing delivery of active travel infrastructure proposals
- developing and overseeing delivery of sustainable travel infrastructure proposals including expansion of the nextbike scheme, procurement of electric vehicles and electric vehicle charging points.
- formulating and implementing monitoring arrangements to assist with the delivery of the initiatives and infrastructure project, and to report on indicators for performance management purposes.
- assisting in the preparation of specific action plan and reports as required.
- developing appropriate marketing, information and promotion materials to raise awareness of active and sustainable travel options including Liftshare and Stirling Car Club.
- To assist in providing active and sustainable travel policy input to the Council and its partners policies and functions, for example by:
- liaising and consulting with council officers and partners regarding policies, strategies and services to promote active travel and sustainable travel options as key elements in future plans including Council Travel Plan.
- providing input to new developments, via the development control process.
- promoting and advising on active and sustainable travel, as well as travel planning to communities, employers, organisations and visitors throughout Stirling
- progressing the Active Travel Partnership Action Plan; including, marketing active travel and sustainable travel and improving maintenance of the cycling and walking networks
- working with a range of external partners, including, Tactran and Transport Scotland, to agree and deliver priorities
Physical Assets, Data and Finance
- To be responsible for managing data relating to the work of the post in a clear manner consistent with data management processes in Stirling Council’s Transport Development Team.
- To have responsibility for the monitoring of project budgets for which they are responsible, and reporting any variance to the relevant budget holder.
- The post holder will use Council equipment, including pool vehicles.
Business Development
- To assist Sustrans Partnerships Manager in building links with local authority partners in order to disseminate best practice in the field of active and sustainable transport
- To contribute toward the development of new ideas and innovative strategies for product development, marketing, branding, or business opportunities
Training and Personal Development
- To attend essential Sustrans training as required by the Charity
- To ensure own personal development by working to objectives set as part of the Charity’s appraisal process.

Working Conditions:
The postholder will live close to the nominated office base although there may be opportunities to work from home at times. Overnight stays away from home may be necessary when participating in projects away from their designated base.Occasional weekend and late working may be required with time off in lieu. The postholder must be prepared to cycle or use public transport for the majority of work journeys.

Person Specification
Criteria / EssentialQualifications, education and training / Educated to degree level or equivalent
Experience / Experience in at least one of the following transport planning / land use planning / traffic engineering / urban design / Sustainable Transport or equivalent with emphasis on planning, design, urban design or cycling and walking
