Job Title: Programme Manager
The following job specification is intended to reflect the nature, range and context of the work. It identifies the main requirements of the role, but is not an exhaustive list of duties and will be adapted for specific roles and subject matter expertise requirements.
Purpose of the role
To ensure the programme achieves its outcomes in terms of benefits and changes and is delivered in accordance with programme management good practice.
Key Accountabilities and Responsibilities
Vision & Direction
§ Work with the Sponsor to define and deliver a benefits-led approach incorporating transition states, iterative re-planning and cost-effective measurement processes.
§ Establish the success criteria and benefits realisation responsibilities with all relevant stakeholders and ensure Steering Group focus on the delivery of outcomes and benefits.
§ Adjust the programme in response to progress, unanticipated factors and political circumstances.
§ Provide leadership to the programme team, being an ambassador for the vision.
Governance & Organisation
§ Establish the governance, including structure, approach and assurance.
§ Ensure relevant specialisms (benefits, change, design SMEs etc) are engaged at the appropriate time and provide leadership (often indirect) to these key groups.
§ Lead financial approvals and adherence to corporate policies.
§ Ensure lessons learnt from previous projects are utilised.
Planning & Controls
§ Create and own the project plan (in consultation with, and through facilitation of, cross functional teams of senior managers).
§ Ensure changes to the operating model are understood and factored into delivery plans.
§ Identify dependencies, milestones and interrelationships and proactively develop, maintain and monitor all aspects of the design and delivery to maintain alignment and manage trade-offs.
§ Produce high quality, management information, including forecasts.
§ Establish a framework for management of risk.
§ Manage the health, safety and environmental impacts.
§ Ensure high quality internal and external audit of the programme
Change
§ Establish interested parties’ requirements and business objectives in order to define programme scope and enable expected benefits.
§ Establish strategies and plans which enable the change at a pace and sequence suitable to the programme and the business.
§ Ensure a holistic implementation approach that seeks to embed lasting change (new capabilities, suitable skills) rather than focus solely on the delivery of a solution
§ Consider all elements of change, including business impact, people, behaviours and values.

Knowledge, skills & experience
§ Substantial experience and demonstrated expertise of project and programme management.
§ Good understanding of, and approach to, benefits delivery – from strategy to realisation.
§ Able to use ‘best practice’ in all aspects of project and programme management, with a focus on practical results rather than process.
§ Extensive experience in stakeholder management at senior executive level.
§ Experience of overseeing and monitoring large scale projects against time and performance indicators (preferably within a broadcast or property/facilities management environment).
§ Sound financial knowledge including cost versus benefit analysis and forecasting, and the ability to see the wider implications of project financial variance.
§ Ability to deal with high degrees of complexity, ambiguity and changes of business focus.
§ Strong interpersonal skills and a proven ability to develop, maintain and enhance relationships with a variety of internal and external contacts.
§ An enquiring mind and a track record of delivering innovation.
§ An appreciation of changing technology and working practices across the broadcasting industry and an understanding of the BBC’s strategic aims and ambitions (desirable).

§ Planning and organising - able to think ahead in order to establish an efficient and appropriate course of action for self and others. Prioritises and plans activities taking account all relevant issues and factors such as deadlines, staffing and resource requirements

Shows sensitivity and tact. Works co-operatively with others to be part of a team, as opposed to working separately or competitively.
§ Flexibility - able to understand and appreciate different and opposing perspectives on an issue, to adapt an approach as the requirements of a situation change, and to change or accept changes in one’s own organisation or job requirements.
Note for Managers:
Programme managers at this level are likely to have:
· Managed a minimum of 3 Projects with a duration of 18+ months
· And/or managed a projects with a budget of £10m+
· Managed projects with staffing level of 50+ or significant business area impact
