POSITION SUMMARY:

Administer the Jefferson Franklin Consortium’s Workforce Investment Act (WIA) Youth and American Recovery/Reinvestment Act (ARRA) programs in Franklin County.

ESSENTIAL TASKS:

Orchestrate Franklin County WIA Youth collaboration between Franklin Jefferson Consortium partners, various community industry-training associates, and regional secondary, post-secondary, and technical education training institutions.

Serve as liaison between East Central College and the Jefferson Franklin Consortium partners.

Develop Franklin County WIA Youth caseload and provide leadership and oversight for the organization, evaluation, implementation, and administration of case-management activities.

Oversee the development of caseloads and the provision of WIA/ARRA services for Franklin County.

Analyze WIA/ARRA Youth caseload data and prepare case-management load reports for Franklin County.

[kr1]Develop, direct, and manage Franklin County WIA/ARRA Youth counseling and job training services in coordination with directives from WIA Youth Coordinator.

Expand WIA/ARRA workforce development activities for Franklin County.[kr2]

Maintain effective working relationships with Office of Job Training Programs (OJTP) and the Work Investment Board (WIB).

Build and maintain relationships with area high school counselors, teachers and parents to facilitate recruitment and enrollment of potential WIA/ARRA Youth participants.

Administer recruitment efforts and represent the WIA Youth program in Franklin County.

Develop and implement various marketing campaigns for the WIA/ARRA Youth program serving Franklin County.

Oversee the processing of information requests, WIA/ARRA Youth applicant documentation, and the organization of program enrollment for Franklin County.

Assess program applicants for Franklin County WIA/ARRA Youth participation eligibility and screen for referral to job training activities and services.

Compose individual service strategy for training participants, institute orientation and constitutional rights advisement, and evaluate participant training progress regularly.

Prepare and conduct presentations to share WIA Youth program opportunities with community industry-training associates.

Conduct various youth participant workshops on Resume Writing, Application Completion, Interview Skills, Internet Job Searching, and Networking.Facilitate work experience and occupational skills training for a wide variety of WIA/ARRA Youth participants in Franklin County.

Direct collaboration efforts toward transitioning Franklin County WIA/ARRA Youth participants into occupational skills training programs and into unsubsidized employment positions.

Address Franklin County WIA/ARRA youth participant issues and concerns.

Travel to various community industry-training sites and regional secondary, post-secondary, and technical education training institutions to provide training related services as needed.

Provide academic advisement services and appropriate referrals for WIA Youth participants in Franklin County.

Act as a resource for faculty, staff, administrators, and community associates who seek to increase WIA/ARRA Youth enrollment in Franklin County.

Responsible for reporting WIA Youth grant activities to East Central College.

Ensure that all activities are conducted within the established guidelines of the Family Educational Rights and Privacy Act (FERPA).

Perform assigned responsibilities, duties, and tasks according to established practices, procedures, techniques, and standards in a safe manner and with minimal supervision.

ADDITIONAL DUTIES:

Serve on various college committees.

Participate in orientation and student success activities.

Participate and represent the college at various community and professional events.

Attend regional and state meetings/conferences related to youth services.

Coordinate and supervise various special projects as assigned

KNOWLEDGE, SKILLS, and ABILITIES:

Knowledge of Federal and state funding trends and program opportunities.

Knowledge of grant funded program procedures and guidelines.

Knowledge of Missouri Division of Workforce Development (DWD) policies, procedures, and practices.

Knowledge of the Fair Labor Standards Act (FLSA) and Missouri child labor laws.

General knowledge of state-wide post-secondary education and occupational training offerings.

In-depth knowledge of East Central College educational and occupational training offerings.

Knowledge and comprehension of Federal and State WIA budget and how it relates to the Jefferson Franklin Consortium.

Knowledge of the Family Educational Rights and Privacy Act (FERPA).

Strong interpersonal skills, with the ability to relate quickly to a variety of people in different age groups.

WORKING CONDITIONS - the following physical conditions and hazards may be encountered in this position:

The noise level in the work environment is usually moderate.

The overall environment is indoor with movement through the assigned work location.
