Job Title:Global Head of Influencing and Learning

Reporting to:International Director

PURPOSE OF THE JOB

The Global Head of Influencing and Learningwill lead on the strategy implementationfor global influencing and learning to significantly raise the profile of Leonard Cheshire Disability as a partner of choice and have LCD as an effective advocate for the inclusion of disability rights in mainstream development.

You will lead Leonard Cheshire Disability’s engagement with international development debates, drawing on robust research carried out by international bodies and the LCD research centre, and from the learning of our work. You will also have responsibility to ensure that the conclusions feed into LCD International’s wider work and our impact.

You will be responsible for strengthening networking and collaboration with sector stakeholders to encourage the development of pro-poor policies and the achievement of disability sector goals whilst ensuring learning from LCD work is captured to form best practices for use in future programmes and the wider sector.

KEY RESPONSIBILITIES

Impact and Learning

  • Oversee the monitoring, evaluation and learning function in LCD
  • Support the director in providing leadership and exploring scope for new research and provide goversight to the LCD research centre
  • Conduct periodic external environment analysis, reviews of relevant literature for identification of critical evidence gaps within the disability rights sector
  • Facilitate the collection and documentation from project areas for the use ofmonitoring/evaluating projects and as evidence for advocacy at national and international levels
  • Lead on the implementation of the impact and learning framework
  • Provide support and coordination in monitoring and evaluation frameworks and ensure a high standard and quality for all reporting

Influencing global fora

  • Ensure that LCD International’s actions are informed by an in-depth knowledge of sector dynamics, emerging sector issues and national priorities
  • Design implement and monitor LCD’s influencing approach and strategies in collaboration with the fundraising,programmes and UK policy department as relevant
  • Ensure effective collaboration and coordination with the LCD policy department
  • Respond to calls for evidence from global actors and development partners on relevant sector issues
  • Identify and exploit opportunities to raise LCD International’s influencing priorities with donors, UN agencies and other sector actors
  • Establish and develop partnerships with other relevant sectors to raise the profile of disability as a key development issue
  • Establish LCD positions on key debates, upon consultation and learning

Influencing at country level (Asia and Africa)

  • Support regional offices in developing and delivering strategies with partners to influence governments’ decisions
  • Support regional offices in planning and implementing initiatives which influence and build our profile with regional actors
  • Develop and maintain relationships with decision makers in disability, education, livelihoods and other sectors relevant to our programmes

Communications

  • Communicate internally and externally through writing and disseminating briefs, position papers, fact sheets and other relevant material
  • Work in collaboration with other departmentsto secure media coverage and spearheading events such as press conferences, research launches, commemorating relevant dates such as International Day of Persons with Disabilities
  • Work with other departments to build relationships and communicate with UK Government, Westminster and EU Parliaments
  • Work with other international teams to build relationships with key partners
  • Maintain an effective database of relationships and contacts

Team management and management team responsibilities

You will report to the International Director as part of the International Senior Management Team and will have management responsibility for:

  • Leading the planning, implementation evaluation and reporting of the Influencing and Learning team
  • Be the leading point of contact for the learning team and the research centre
  • Managing and motivating the members of the team to ensure the most effective use of limited human and financial resources in pursuit of team objectives at global and regional level
  • Build the capacity of team in effective writing, networking and use of technology

PERSON SPECIFICATION

Essential

  • Postgraduate qualification in a relevant subject or equivalent
  • Extensive experience in a senior international leadership capacity
  • A proven record of effective evidence gathering and evaluating impact in the international development sector
  • Proven experience of influencing International political structures including negotiating with decision-makers and lobbying
  • Commitment to LCD values
  • Ability to travel on a regular basis

Key competencies & skills

  • Proven inter-personal skills, able to inspire confidence in others and to motivate/influence/persuade them.
  • Proven networking skills.
  • Ability to critically analyse the international development environment and discourse
  • Familiarity with both qualitative and quantitative assessment methodologies
