Role purposeThe NMC as part of its transformation programme is committed to providing modern, digital services and using digital tools to enhance all stages of its operations. The NMC Vision and Target Operating Model will require more responsive internal software and systems, giving staff and external stakeholders the tools they need to operate in an increasingly interconnected world.

The role will require flexibility, adaptability and resilience as the digital agenda evolves. It should present an exciting and exhilarating challenge, conceiving, driving and defining a major innovation and cultural change.

Key accountabilities

  • Prioritising and driving the transformation of the NMC’s public-facing services
  • Conducting customer and product discovery to understand user needs.
  • Providing direction and support to service owners.
  • Leading and contributing to multi-disciplinary agile teams, including external partners, in the delivery of new digital services or the iteration of existing ones.
  • Contributing to full business cases and budgeting in order to ensure more effective services and deliver cost savings.
  • Assessing and analysing applications for new or changed digital services.
  • Prioritising and driving changes to internal software and systems.
  • Assessing internal services suitability for digital transformation and supporting rigorous prioritising involvement by customer or cost saving benefit.
  • Providing direction and support to those managing internal transformation Projects
  • Providing advice to the Transformation Programme Board on innovations that could best support customer needs.
  • Ensuring that NMC staff using internal tools have the same quality of experience they get with external internet applications.
  • Support cultural change and helping build digital capability and technical knowledge
  • Advocating user focussed design, agile project methodologies, use of low cost cloud based technology, open source software and the use of more diverse suppliers.
  • Helping put in place new guidance and training for service owners and project managers; advising on the structures needed for future digital transformation.

Standard responsibilities

People management

  • Provide strong leadership and direction and keep performance improvement under review and ensure that performance targets are met.
  • Facilitate and support the teams to enable them to achieve the department or directorate’s objectives.
  • Provide consistent performance management by providing regular feedback, conducting formal reviews, and identifying and addressing business-focussed training and development needs.
  • Manage issues relating to conduct and capability, ensuring that such issues are dealt with in a focussed and timely manner.

Qualifications and experience

  • Degree level education or commensurate practical experience
  • Web professional with significant experience of delivering high-quality public-facing websites within a context of business/IT/digital transformation.
  • Experience managing transformation projects from start to finish, gathering user requirements through prototypes to actual delivery, iteration and monitoring when in the public domain.
  • Experience of data driven design and the production of effective management information.
  • A highly experienced professional who has worked on high-profile, successful audience-facing websites and portals.
  • Experience of procuring skills and software on the open market and then working with suppliers to deliver results
  • Experience in supplier and contract management.
  • Experience delivering change activities and working effectively with senior management.

Knowledge, skills and abilities

  • Outstanding relationship management and influencing skills
  • Outstanding interpersonal and communication skills and a proven ability to communicate effectively and confidently at all levels
  • Strong business analysis skills and an understanding of open source and open standards.
  • Strong product and project management skills (experience of Agile and an understanding of Prince 2).
