The Refugee Council is one of the leading organisations in the UK working with asylum seekers and refugees. Our operational teams based in various locations in England provide advice and assistance across a wide range of issues, including helping asylum seekers through the complexities of the asylum system, addressing issues of destitution and assisting refugees and asylum seekers to access key services including housing, welfare benefits, health, education and employment. Our teams work with relevant agencies including the Home Office, Refugee Community Organisations, Local Authorities, Legal Service Providers, Housing Providers, Health Institutions, Job Centre Plus and other mainstream service providers. In addition to providing support for individual refugees and asylum seekers, the Refugee Council has an active Advocacy Team that works to push for changes in policy and practice to ensure that refugees and asylum seekers gain the protection they need and are able to rebuild their lives. The Advocacy Team uses the experiences of Refugee Council’s service users as evidence on our research, policy, communications, campaigning and parliamentary work.

Context and Purpose of the Job

Work with Services, Advocacy and Income Generation teams to develop and implement organisational and service level monitoring and evaluation frameworks to ensure the database meets the needs of the different teams.

Manage and develop the Refugee Council the Scottish and Welsh Refugee Council shared

Joint Client Data Base (JCDB) Outcome monitoring system working with service’s, Advocacy and Income Generation teams to ensure data is validated and up to date and that quality, integrity and data security is assured. Work in partnership and provide support to the Scottish and Welsh Refugee Council who co-own the JCDB system.

Analyse data and produce information and reports that are accurate and accessible to their audiences and support Refugee Council’s internal learning, reporting to funders as well as producing reports from our services data that will be useful for our advocacy work and improve operational efficiency.

Design, develop and deliver training for staff and volunteers across the JCDB operating agencies in the use of the system, from inputting information accurately in standardised way, to extracting and analysing data for advocacy purposes.

Support other organisations using the JCDB system including the use of reporting tools and consistency of recording.

Main Duties and Responsibilities

Monitoring and evaluation

1.1 Develop the JCDB to ensure there is an outcomes focus with services that will also meet the needs of the Advocacy and Income Generation teams.

1.2 Provide expert advice to teams on monitoring and evaluating their services and develop systems to ensure all services are being effectively supported providing tools to help them manage services.

1.3 In conjunction with Services, Income Generation and Advocacy managers, develop new monitoring to support evaluation plans for new work including those set out in funding bids.

1.4 Ensure monitoring and evaluation work for existing and new work is delivered according to plan and identify and rectify problems at an early stage.

1.5 Liaise with external evaluators.

1.6 Set up systems of monitoring of specific issues on an ad hoc basis.

Database Management

2.1 Set up reliable and robust systems for management, administration of, and reporting from JCDB in partnership with the lead agencies.

2.2 Lead development of JCDB as an efficient and effective tool for supporting front-line practice, tracking client data and outcomes; and information sharing of data analysis.

2.3 Support other non technical staff to help them establish their information and data analysis needs.

2.4 Train and support staff in using JCDB and other monitoring and evaluation techniques.

2.5 Lead the development of data systems to make use of new technologies and techniques.

Analysis and Information management

3.1 Analyse data to produce information and reports of the issues our service users face and the outcomes they achieve with us to support The Refugee Council to be a learning organisation and to influence wider policy and practice.

3.2 Provide periodic and one-off reports that feed into current issues, such as evidence for Parliamentary Select Committees, engagement with Home Office officials, research reports and media stories.

3.3 Continually develop the presentation of information to increase its accessibility and impact.

3.4 Support end users, managers and policy staff in the use of reporting tools, developing and enhancing the models where new reporting needs are identified.

General Responsibilities

4.1 In conjunction with your Line Manager to continuously develop the role to ensure that all tasks are being undertaken in an effective and appropriate manner, which meet the strategic aims and objectives of the Refugee Council.

4.2 To participate in internal/external meetings as required, and attend training events, conferences and other functions as necessary.

4.3 To participate in regular supervision and annual appraisal, and help in identifying your own job-related development and training needs.

Health & Safety

The post holder is responsible for:

Cooperating with the Refugee Council in delivering all legal responsibilities in respect of your own and your colleagues, volunteers, clients and others health and safety whilst at work.

Becoming familiar with the Refugee Council’s Health & Safety Policy and procedures including evacuation procedures at your workplace.

Carrying out risk assessments of your own work and especially of your own workstation to ensure that you do not expose yourself or others to unnecessary risk.

Flexibility

In order to deliver services effectively, a degree of flexibility is needed and the post-holder may be required to perform work not specifically referred to above. Such duties will, however, fall within the scope of the job, at the appropriate grade. The job description will be subject to periodic review with the post-holder to ensure it accurately reflects the duties of the job.

Person Specification

JOB TITLE: Database and Outcomes Manager

Experience

1.  Essential

1.1  Significant experience of successful project management and budgetary control.

1.2  Advanced knowledge of MS packages, SQL databases and report writing tools.

1.3  Experience of designing and working with databases.

1.4  Experience of supporting managers, policy and development staff in the use of reporting and data analysis tools.

1.5  A proven track record of strong relationship building with colleagues and stakeholders.

1.6  A demonstrable record of delivering successful training to employees and volunteers.

2.  Desirable

2.1  Experience of policy and social research development, delivery and management.

2.2  Experience of designing, developing and delivering relevant training courses

2.3  Experience of building report models or implementing other technologies designed to provide non-technical staff with an easy to use reporting and data analysis facility. Experience of using the Report Modelling facilities and Report Builder in MS Reporting Services would be particularly valuable.

2.4  Experience of advanced data analysis and data visualisation tools such as SPSS

Knowledge, skills and abilities

3.  Essential

3.1  An understanding of a range of methods for monitoring and evaluation.

3.2  Basic knowledge of quantitative and qualitative research methods.

3.3  A broad understanding of the difficulties faced by Refugees and Asylum seekers.

3.4  Knowledge of Equal Opportunities and Health and Safety, and the implications of both within the working environment.

3.5  A high standard of both verbal and written communication skills.

3.6  Ability to work strategically to develop and improve the JCDB

3.7  Ability to use logical processes for solving problems and making decisions

3.8  Ability to deliver high quality service consistently using a process of continuous evaluation, plan and then implementation
