Base: The office base is near King’s Cross in Central London, but will require occasional work in other locations around the country and outside office hours

Contract: This is a full-time post, on a 1-year contract initially, with a permanent contract being offered if future funding is obtained

Context of Role

The National Council for Palliative Care (NCPC) is the umbrella charity for all those who are involved in providing, commissioning and using palliative and end of life care services in England, Wales & Northern Ireland. NCPC promotes the extension and improvement of palliative and end of life care services for all.

NCPC leads the national Dying Matters coalition, which is generating, leading and supporting collective action to promote public awareness and debate on issues of dying, death and bereavement in England. NCPC and Dying Matters have integrated their activities.

NCPC is also a strategic partner within the Health and Care Voluntary Sector Strategic Partner Programme run by the Department of Health, NHS England & Public Health England (DH/NHSE/PHE), and is the lead partner in a consortium that also includes Help the Hospices and Marie Curie Cancer Care.

NCPC has carried out the annual Minimum Data Set of Specialist Palliative Care Activity survey (MDS) since 1995, as well as the specialist palliative care workforce survey (the workforce survey). These surveys are currently carried out by our data analyst.

NCPC is a member of the National End of Life Care Intelligence Network (NEoLCIN) which is currently hosted within Public Health England (PHE).

In addition to carrying out the MDS and workforce surveys in 2013-14, we are also working in partnership with PHE and Help the Hospices to review both surveys and develop them to ensure that they are as useful as possible in the reformed healthcare environment. This includes linkages to the work being carried out by NHS England to develop a palliative care funding mechanism.

Role Summary

You will report to the Director of Public & Parliamentary Engagement.

The overall purpose of the role is to provide day to day leadership of NCPC’s collection, analysis and reporting of specialist palliative care data to drive improvement in the quality and experience of care for people at the end of life. This will include provision of data and analysis to support commissioners, service providers & policy makers.

You will be responsible for supervision and management of the Information Analyst to ensure timely completion of the MDS and workforce surveys including the analysis and reporting, providing support and training where necessary. You will also be responsible for leading the work to review & revise the surveys. This will include working with a wide range of stakeholders to develop and inform a new vision for the surveys, devising and carrying out pilots, and preparing reports about findings and progress. Help the Hospices and NEoLCIN will be key partners. The ability to think and plan strategically is important. You will need to be able to work with different facets and people at different levels in the health & care system, and be able to help make and sell the case for change. The role will also include work towards piloting and developing an individual-level MDS collection from specialist palliative care services, and familiarity with pseudonymisation tools will be important.

You will also contribute to the work of NCPC’s new data and Intelligence group, which is being established to support the strategic development and use of data and intelligence in end of life care, as well as our other expert steering groups.

Participate in relevant external working groups and projects to provide project expertise, advice and support and to ensure alignment and co-ordination of data collection

You will work within the public and parliamentary engagement team and with the user involvement team and across the whole NCPC and Dying Matters team when necessary.

The role will include representing NCPC and/ Dying Matters at external meetings and events as required. The ability to maintain strong relationships will be a key requirement.

Main Duties and Responsibilities

1.  Management of both the annual Minimum Data Set survey & reporting and the specialist palliative care workforce survey, analysis and reporting

2.  Management of the work to review and develop both the MDS and specialist palliative care workforce surveys in partnership with key stakeholders, to ensure that these surveys are right for the future.

4.  To provide appropriate reports targeted to stakeholders e.g. benchmarking reports for individual services , summary reports for Help the Hospices and national reports for NEoLCIN

5.  Support Help the Hospices in its work to encourage hospices to contribute to the MDS.

6.  Engage with Help the Hospices to explore the data that it requires regarding the activity of hospices – in the short and longer term, and to provide support to Help the Hospices in their work with hospices to collect, review and report on data relating to hospice care.

7.  Provide segmented data from the MDS regarding hospice related activity to Help the Hospices in a mutually agreed format and assist Help the Hospices in its presentation

8.  Ensure robust and accurate data collection and expert analysis, and that NCPC’s data and intelligence is easily accessible to stakeholders and to continually look to enhance the format of data and intelligence presented and seek to provide innovative representations for a range of data and intelligence

9.  Ensure routine reports and submissions are timely and accurate and are regularly reviewed to ensure that they continue to meet the needs of stakeholders

10.  Work with the Information Analyst to provide timely information and analysis in response to requests from stakeholders. This will include developing data sources, regular reporting, development of tools and ad hoc requests as required

11.  To be responsible for keeping stakeholders informed about NCPC’s data and intelligence work

12.  With the Director, responsible for ensuring compliance with all relevant information governance and data protection requirements

13.  Represent NCPC and Dying Matters externally, as required

14.  Any other duties which may reasonably be required of the postholder
