REGARDING: Addendum 2

Note: Each Offeror should complete and sign this Addendum 2 document in the spaces provided below and submit it with their proposal. This addendum consists of five (5)pages.

Questions from Potential Suppliers:

  1. Does the Virginia ABC anticipate the release of a solicitation for IV&V in the near future, and if so, can you provide any information as to when and what prequalification, if any, is required?

A: We will procure IV&V services but will do so through VITA's Managed Services Contract.

  1. Has Virginia ABC received any budgetary estimates for the implementation of PeopleSoft v9.2? If yes, what was the dollar value of the budgetary estimates received?

A: Virginia ABC has obtained budgetary estimates but will not provide that information.

  1. Has Virginia ABC engaged the services of an Independent Verification & Validation Partner (IV&V) to assist with the development of the RFP document and subsequent supplier responses? If yes, please provide the name of the IV &V firm and specify the role the advisory firm will play during the implementation phase of the project.

A: Virginia ABC has not utilized an IV&V Supplier for this RFP to date.

  1. Is there a targeted go-live date for the project?

A: No

  1. How many internal Virginia ABC resources have been identified to assist on the project? Can you identify the resources by role and level of commitment to the project?

A: Please refer to Appendix A 4.3 ERP Project Team Org Structure.

  1. Virginia ABC has requested up to a year of post go-live support. Can the ongoing support model be based on off-site resources?

A: Yes, but off-site resources must reside within the U.S. and any data must reside within the Commonwealth of Virginia.

  1. Can you (Virginia ABC) please confirm that the following applications are not in scope:
  2. Warehousing
  3. Inventory
  4. Cashiering
  5. POS functionality
  6. Sales audit

A: Warehousing, Inventory, and Point of Sale (PoS) functionality are notin scope. Cashiering and Sales Audit are in scope as per Section A, RFP Objective and Project Overview, in the main RFP document. Capabilities for Cashiering and Retail Sales Audit can be found in the "ERP - Fin Acctg and R2R" and "ERP - Accounts Receivables" worksheet, respectively, within "Appendix A 1.2 - Requirements - Functional Capabilities - Finance"

  1. Is the inclusion of SWaM partner a mandatory component in the supplier evaluation process?

A: Inclusion of a SWaM partner is not mandatory, but is encouraged.

  1. Will Virginia ABC consider a comparable sized public state university as a reference?

A: Yes

  1. Could you provide more information on the 110 interfaces to the 22 applications? Can you explain what they are and what they do? Do you anticipate sun setting any of them as a result of the PeopleSoft implementation?

A: The information contained in the RFP Package is the only available information at this point. We anticipate the chosen supplier will assist with further analysis of integration points. We do anticipate "sun setting" or decommissioning of some applications. The determination of those decommissioned will be made during the design phase.

  1. Is there additional documentation detailing the 110 interfaces besides the schematics?

A: The information contained in the RFP Package is the only available information at this point. We anticipate the chosen supplier will assist with further analysis of integration points.

  1. What do the 22 applications do currently?

A: Please see the "Applications" worksheet within "Appendix B 1.1 - Current State - Technical Environment - Applications Conv Reports" for application descriptions.

  1. What to the 110 interfaces do currently?

A: Please see the "Applications" worksheet within "Appendix B 1.1 - Current State - Technical Environment - Applications Conv Reports" for the information we have available at this time.

  1. Is it possible to use overseas component/ resources for this project?

A: No

  1. Are we going to leverage ABC internal staff for this implementation or will the supplier have to provide DBA, leads, and other system admins for this implementation and then do knowledge transfer at the end of implementation?

A: Virginia ABC is expecting the supplier to provide staff that will perform the activities as outlined in "Appendix A 4.2 - Workstreams." ABC Please see "Appendix A 4.3 - ERP Project Team Org Structure.pdf" for Virginia ABC committed resources.

  1. Will we be using PeopleSoft technology? Do you (Virginia ABC) have middleware platform for the integration?

A: Yes. This RFP is for implementation of PeopleSoft Financials and Hyperion. We may need assistance from the chosen supplier with choosing middleware depending on our current architecture and the needs of the software being implemented.

  1. Is there a specific goal for using SWAM certified suppliers for this project?

A: See Executive Order 20 for overall goal

Specifically for this project, Virginia ABC will post the weights before the RFP closes.

  1. Will the Virginia ABC consider an alternative infrastructure environment other than hosting at CESC?

A: No, See Must-Have Requirements.

  1. Could tell me what financial management software package is being replaced by PeopleSoft?

A: The core FMS is Performance. Performance is a COTS application developed by Cogsdale Corporation. It is a client-server application that uses ABC's Oracle database backend. The modules implemented by Virginia ABC are "Financial Management" and "Asset Management". Please see the "Applications" worksheet within "Appendix B 1.1 - Current State - Technical Environment - Applications Conv Reports" for application descriptions. This includes information on the current applications which Virginia ABC anticipates being replaced by the ERP solution.
