JOB SUMMARY

The job duties of the Community Corrections Director include but are not limited to direct and supervise the Intensive Supervision Program in Dickinson, Geary, Marion, and Morris counties; to oversee the Core Juvenile Programming as well as prevention programs funded with State Prevention dollars; and to provide responsive, courteous and efficient service to all county residents and the general public. The Director reports to the Executive Director of Community Corrections (EDCC), as the first line of supervision.

DUTIES AND RESPONSIBILITIES

The duties described below are indicative of what the Community Corrections Director might be asked to perform. This job description is to incorporate any County Resolutions for the position of Community Corrections Director. This position description is not designed to list all tasks and responsibilities of this position. The EDCC, Geary County Commissioners, and the CAB reserves the right to revise or change job duties as the need may arise. This position description does not constitute a written or implied contract of employment.

Administrative Functions:

  • Plan, coordinate and create the annual comprehensive plan, grant applications, annual budgets, staffing and program needs for adult services and juvenile services of the Community Corrections Department in coordination with the EDCC.
  • Supervise the administration of programs within the District’s Community Corrections system including Adult Intensive Supervised Probation, Juvenile Intensive Supervised Probation, Juvenile Case Management, Juvenile Intake and Assessment and all in-house prevention based programs.
  • Supervise administrators through consultation in the formulation and installation of policies and procedures.
  • Chief Financial Officer for the department responsible for approving all expenditures, deposits and any other element of budget maintenance.
  • Assist in setting specifications for equipment to be acquired. Insure inventory is maintained on all non-expendable equipment.
  • Participate in administrative coordination of department activities with other criminal justice agencies and other County departments and department heads.
  • Serve as Administrative Contact for the Department of Corrections.
  • Complete and circulate quarterly reports to the CAB and granting authorities.
  • Submit agenda items for BOCC and JCAB meetings.
  • Meet with the CAB on a regular basis and other boards as needed.
  • Make public presentations to increase support and awareness of Community Corrections programs. Present requests to the Board of County Commissioners.

Supervisory Functions:

  • Direct the work and manage the staff of the Community Corrections Department.
  • Develop and administer operations and staff plans and objectives.
  • Interview and select new employees.
  • Plan, direct, coordinate work activities of subordinates and review work.
  • Assign tasks, review work and prepare performance evaluations.
  • Recommend employee transfers, promotions, disciplinary action, discharge and salary increases in coordination with the EDCC and Geary County.

QUALIFICATION REQUIREMENTS

To perform this job successfully, an individual must be able to perform each duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required at the time of hire or for the continuation of employment.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in human services, criminal justice or closely related field. Master’s degree preferred.
  • Five (5) years ofmanagement experience in criminal justice field including both adult and juvenile offenders.
  • One (1) year of experience working with a citizen advisory board.
  • Participate in a minimum of 40 job-related hours of training each fiscal year, as funding allows.
  • A validKansas driver’s license.
  • Must pass criminal background check, including Child Abuse and Neglect Central Registry check.

SKILLS AND ABILITIES

  • Working knowledge of Kansas criminal law needed as well as a strong understanding of the related Kansas Administrative Rule and Regulations.
  • Knowledge of both KDOC state standards.
  • Knowledge of evidence-based practices in corrections:
  • Kansas Department of Corrections Standards.
  • Kansas Criminal Code
  • Kansas Sentencing Guidelines
  • Kansas Juvenile Offender and Child-in-Need of Care Codes.
  • Ability to develop and implement long-term goals for the department to promote effectiveness and efficiency.
  • Ability to establish and maintain effective working relationships with probation departments, outside service providers, and the community.
  • Ability to maintain a professional demeanor when dealing with the public.
  • Ability to take control of situations in a responsible manner.
  • Ability to develop, interpret and implement local policies and procedures; written instructions, general correspondence, Federal, State, and local regulations, safety manuals, operating and repair manuals, warning labels, etc.

EQUIPMENT KNOWLEDGE REQUIRED

  • Ability to operate various types of equipment – standard office equipment, computer and knowledge of Microsoft Office software, etc.
  • Other equipment could be required.

  • Ability to maintain a positive work atmosphere by acting and communicating in a professional and friendly manner with customers, citizens, co-workers and management.
  • Ability to communicate in both written and verbal form.
  • Ability to teach and train others, and communicate information to individuals inside and outside the organization to inform, persuade, and collaborate regarding policies and processes in both written and verbal form.

MATHEMATICAL SKILLS

  • Ability to perform mathematical calculations.
  • Ability to prepare and monitor complex budget.
  • Ability to read, understand and interpret financial reports and related materials.

REASONING ABILITY

  • Ability to respond to complaints and grievances posed by the public.
  • Ability to define problems and deal with a variety of situations.
  • Ability to think quickly, maintain self-control, and adapt to stressful situations.
  • Ability to use good judgment and effectively solve problems.

  • Works primarily in an office setting.
  • Nature of the work may place employee in varying levels of stressful situations.
  • Possible physical danger exists occasionally as employee may work with criminal population both in the field and in the office on an infrequent basis.
  • Requires travel during the working hours.
  • Requires work outside of the normal 8-5 daytime schedule.
  • Due to the volume, scope, size of staff and nature of public service this office provides, full-time regular attendance is essential.
