Details of Service / HSE - Primary Care Division:
The development of the Primary Care Division is a key element of the overall Health Reform programme. The core objective of the division is to achieve a more balanced health service by ensuring that the majority of patients and clients who require urgent or planned care are managed within primary and community based settings. This will be achieved by bringing together the various stakeholders to ensure that services that can safely and effectively be delivered in a community setting are transferred from acute settings. This will achieve a more accessible and cost effective health services for the benefit of all service users.
Health Identifiers:
The provision of health identifiers for individuals and health service providers was identified as a key enabler for eHealth Strategy for Ireland December 2013.
In July 2014, the Health Identifiers Act was enacted to allow for the “establishment and maintenance of”:
·  a national register of individual health identifiers;
·  a national register of health service providers identifiers.
The Minister for Health has directed the HSE, as the health identifiers operator, to undertake the establishment and maintenance of the registers and a project team is in place with the following Health Identifiers (HIDs) programme of work, concentrating initially on individual health identifiers and then on health practitioners and organisations. The Primary Care Division has responsibility for the delivery of the operational unit/s that will operate the HIDs registers.
HSE Service Directory:
The HSE Service Directory is an operational register which holds identifier, contact information Health Care Practitioners, Health Care Organisations and their locations. In addition it provides relationship information between Health Care Practitioners and Health Care Organisations. While the main cohort of the information stored relates to General Practitioners, it is designed to accommodate practitioners and organisations throughout the wider health sector. The HSE Service Directory is a valuable source of information to an expanding number of users not only in hospitals but across many facets of the HSE Organisation and to external Health Provider Organisations. The HSE Service Directory has been identified as the foundation upon which the provision of the health identifiers for practitioners and organisations will be provided through the Health Identifiers Programme.
Individual Health Identifier (IHI):
An individual health identifier (IHI) is a unique, non-transferable number assigned to all individuals using health and social care services in Ireland, which will last for their lifetime. Its purpose is to accurately identify the individual, enabling health and social care to be delivered to the right patient, in the right place and at the right time. The IHI Establishment Project is focussed explicitly on the establishment of the IHI Service that will support the functions required for the establishment and maintenance of the National Register of IHIs and the provision of IHIs to Health Service Providers.
The HSE is now looking to recruit a Data Quality Manager to lead the data quality and management function for the HSE Service Directory and Individual Health Identifier projects under the overall HIDs programme of work.
Reporting Relationship / This post will report to the Assistant National Director - Primary Care Contracts.
Purpose of the Post / To manage and maintain the operational and data quality aspects of the HSE Service Directory and IHI to provide customer support to its consumers.
The successful candidate will be required to maintain the HSE Service Directory to the highest possible standard, to continue to ensure it is a source of valuable and trusted information across HSE and externally to organisations throughout the Health Sector.
The successful candidate will also be required to provide a data quality function for the IHI Establishment project as part of the IHI Business Service work-stream to review, analyse, and assess the quality of data for the IHI Register and the roll-out to Consumer Systems.
In addition the successful candidate will be assigned a role with the Health Identifiers project teams who are responsible for progressing the HSE Service Directory and IHI Service as the foundations upon which the provision of Health Identifiers for practitioners and organisations and individual health identifiers registers will be delivered.
Principal Duties and Responsibilities / Principal Duties & Responsibilities include:-
·  Provide the data quality function for the HSE Service Directory and IHI including on-going data quality activities.
·  Support communication processes within the HSE and collaborating agencies to ensure the use of the Standard National Data Codes for uniquely identifying General Practitioners and General Practice Organisations for:
o  Hospital Patient Administration System (PAS) users
o  Clinical systems such as NIMIS, GUMmed, SAPHIS
o  Other consumer organisations such as Cancer Screening, St. John of God’s.
·  Administer access to the HSE Service Directory for viewing Health Care Practitioner and Health Care Organisation information.
·  Train and support staff on the use of the HSE Service Directory and IHI Register
·  Review suggested updates and change requests from consumers and frontline users for HSE Service Directory and IHI.
·  Follow up with individual GP practices and Primary Care Division staff where necessary, to ensure accuracy of information for HSE Service Directory.
·  Monitor and audit updates, additions and deletions to practitioner or organisation information on the HSE Service Directory provided by sources such as the Medical Council and HealthLink.
·  Provide weekly reports detailing any GP codes updated to linked systems such as NIMIS, Health Atlas and Healthlink, in order to assist with maintaining their GP Code database.
·  Review of data analysis outputs generated from matching PSI and HSE data for the IHI Register.
·  Provide input into the Standard Operating Procedures for the Data Quality processes for the IHI Business Service.
·  Involvement in the design of, and operational support to, data review activities relating to data processes for initial Consumer Systems.
·  Maintain, update or add new information to the HSE Service Directory and the IHI Register in line with best practice (e.g. Healthmail account details).
·  Provide information to the consumers using the HSE Service Directory as the data source for GP practice codes.
·  Ensure that all data is secure, accurate and as up-to-date as possible for HSE Service Directory and the IHI Register
·  Act as a liaison between the HSE Service Directory and IHI Service and the Product Support Team.
·  Act as a liaison between the HSE Service Directory and IHI Service Quality Assurance Teams and each consumer.
·  Provide support to other Health Identifier (HIDs) Programme related activities as required.

Applicants must demonstrate all of the criteria listed below, as relevant to the role:
·  Significant experience in the day-to-day operations of data in various formats, including registers / directory indexes. Understanding of databases, algorithms and workflow tools and processes would be advantageous.
·  Experience working within and adapting to an evolving and complex environment, preferably on a national scale.
·  Experience managing and working collaboratively with multiple internal and external stakeholders.
·  Have the requisite knowledge and ability (including a high standard of suitability and management ability) for the proper discharge of the duties of the office.
Health
A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Character
Each candidate for and any person holding the office must be of good character.
Age
Age restrictions shall only apply to a candidate where he/she is not classified as a new entrant (within the meaning of the Public Service Superannuation Act, 2004). Terms and Conditions of Employment

Tenure / The current vacancy available is permanent and whole time.
The post is pensionable. A panel may be created from which permanent and specified purpose vacancies of full or part time duration may be filled. The tenure of these posts will be indicated at “expression of interest” stage.
Appointment as an employee of the Health Service Executive is governed by the Health Act 2004 and the Public Service Management (Recruitment and Appointment) Act 2004.
Remuneration / This is a current grade transfer. The successful candidate’s salary scale will apply (up to Grade VI).
Working Week / The standard working week applying to the post is to be confirmed at Job Offer stage.
