Following the successful Stage 1 pass to the Heritage Lottery Fund (HLF), the Lake District National Park Authority, on behalf of the Rusland Valley & Fells Heritage Partnership, is now looking to appoint a person with project management experience to develop a £1.3 million Stage 2 grant application.

This is an exciting opportunity to be responsible for developing the application for Rusland Horizons: Working a Lakeland Landscape to the HLF Landscape Partnership Scheme which will include the preparation of a Landscape Conservation Action Plan in consultation with the local community, partners and other key stakeholders.

The Rusland Horizons project aims to protect and restore the unique landscape of the Rusland Valley and Fells in South Lakeland. Key areas of interest include traditional skills, woodland management, biodiversity, archaeology, history and access. Further information is available at www.ruslandhorizons.org

To develop a successful Stage 2 bid you will:

·  develop a suite of projects to meet the Partnership’s vision and objectives.

·  gather, collate and analyse data, and commission new research where necessary, to form an evidence base for the Landscape Conservation Action Plan.

·  produce a detailed action plan.

·  prepare a framework for implementation of the projects, to include project objectives, milestones and performance indicators.

·  prepare a detailed Stage 2 HLF Landscape Partnership bid.

·  identify appropriate sources of funding and lead on the application process.

To develop an application to the Heritage Lottery Fund for a Stage 2 grant for the Rusland Valley and Fells Landscape Partnership Scheme by preparing a Landscape Conservation Action Plan in consultation with the local community, partnership and other key stakeholders

Principal Accountabilities
1 / Work with the communities, partners and other key stakeholders in the Rusland project area to develop a suite of projects to meet the Partnership’s vision and objectives. Strengthen the project partnership by consolidating existing working relationships and involving new audiences. Provide detailed regular reports to the Steering Group.
2 / Gather, collate and analyse data, and commission new research where necessary, to form an evidence base for the Landscape Conservation Action Plan. Then produce a detailed action plan.
3 / Prepare a framework for implementation of the project to include detailed project objectives, action plans, milestones and performance indicators.
4 / Develop an apprentice scheme as part of the bid. Drawing on the success of the Lake District National Park Authorities Fell Futures Apprenticeship Scheme.
5 / Prepare a detailed Stage 2 HLF Landscape Partnership bid. Identify appropriate sources of funding and lead on the application process.
6 / Manage delegated project budgets to ensure effective use, monitoring and control of financial resources.

The Rusland Horizons bid aims to protect and restore the unique landscape of the Rusland Valley and Fells, an area of approximately 90 sq. km within the Lake District National Park.

The coppice woodlands once fuelled the industry and economy of the area but now they are becoming neglected and traditional skills are being lost. The bid aims to re-instate a coppicing programme, vital for the woodland and associated wildlife, including declining woodland birds and rare butterflies. It is hoped an interest in woodland produce will be renewed, from local firewood to oak swill baskets and besoms.

It will protect, restore and interpret the archaeological heritage. The practical landscape and heritage restoration work will be achieved by a new apprenticeship scheme, bringing a range of traditional skills back to life. It will engage with local people and visitors in learning about these skills and the history of the area. It will enable physical and intellectual access to the area’s landscape and history, promote its identity and engender a sense of ownership and pride. The National Park Authority

The National Park Authority is the Local Government body established to conserve and enhance the Lake District's natural beauty, wildlife, and cultural heritage; and promote the public's understanding and enjoyment of the National Park's special qualities. We try to ensure that developments and activities are not harmful, to encourage responsible countryside access, to inform and educate visitors and local people about conservation issues and foster the economic and social well-being of the local communities.

The Authority provides expert advice and practical assistance to local residents, landowners, developers and visitors to the National Park. We work in partnership with other bodies and agencies towards the effective management of visitor and local needs within the context of landscape conservation and environmental improvement.

The Authority is the Unitary Planning Authority for the area of 2292 sq. km. of the National Park and has a wide range of management functions including the running of information and educational services, the maintenance of rights of way and a wide range of properties: car parks; woodland; moorland and mountains.

Authority has 22 Members, 6 of whom are appointed by Cumbria County Council, 6 by the District Councils with areas in the National Park (Allerdale, Copeland, Eden and South Lakeland) and 6 (currently one vacant post) appointed by the Secretary of State to represent the national interest and 4 Parish Councils. The business is conducted through meetings of the Authority and its committees.

The National Park Authority's staff are organised into two directorates. These are Learning and Resources and Planning and Management. The Directors, together with the National Park Officer (who is the Authority's Chief Executive) form the Executive Board. The headquarters is at Murley Moss, Kendal.
