Background

The Match Fund III programme funded by UKAID will be implemented in the five districts of Rajshahi, Dinajpur, Mymensingh, Jessore and Khulna from July 2015 to June 2018. The overall goal of the programme is ‘Improved food and livelihoods security for approximately 20,000 households.’ The programme has a focus on livelihoods, food security, improved access to markets and DRR/ Climate change adaptation.

The programme will be implemented through a consortium of five organisations.

Job Description

Job Purpose

To support the coordination of the UK Aid Match Fund III Bangladesh consortium programme with a particular emphasis on programme cycle management and communication. To coordinate and monitor the UKAID funded Match Fund III programme across five districts in Bangladesh.

Job Scope

This is a national post to coordinate and support several consortium members implementing project components of the Match Fund III programme in Bangladesh. The contract for the programme is held by CAFOD. The post is hosted by consortium member Practical Action Bangladesh.

Accountability

This role reports to the CAFOD Programme Officer for Match Fund III and the Country Representative for Afghanistan and Bangladesh (Task Managers) based in London and the Practical Action Bangladesh Head of Food, Agriculture and Markets (Line Manager), based in Dhaka

Key responsibilities as Match Fund III Consortium Coordinator

Programme Coordination (60%):

  • Monitor and manage programme reporting by partners, both narrative and financial on the UKAID funded programme, ensuring the reports comply with the donor requirements and standards.
  • Consolidate partner narrative and financial reports into one programme report for six monthly and annual reports
  • Ensure partners understand, use and follow the programme monitoring framework.
  • Coordinate frequent meetings with partners’ senior programme staff and facilitate meetings with senior partner staff to update them on programme progress.
  • Ensure regular coordination meetings between Match Fund III partners and relevant stakeholders in Bangladesh to share learning and monitoring information.
  • Ensure the programme is in line with relevant government policies and liaise with government officials and networks where necessary.
  • Encourage and facilitate the sharing of skills between partners and work with CAFOD to ensure partners receive relevant capacity building training.
  • Support the coordination and production of the baseline, mid-term and final evaluation.
  • Ensure issues of accountability to project participants and gender equity are addressed in line with CAFOD’s policies and guidelines.
  • Facilitate CAFOD staff and donor visits to the programme. Act as a translator for English speaking visitors.
  • Manage and support the Monitoring Coordinator, overseeing work plans and providing oversight where necessary.

Partnership Relations (25%):

  • Develop nurture and manage good relationships between CAFOD’s partner organisations in the programme.
  • Undertake frequent travel across the five districts covered by the programme.

Representation (15%):

  • Liaison with the Bangladesh Programme Team in London and with CAFOD staff visiting Bangladesh in relation to the UKAID Match Fund III programme.
  • Develop, nurture and sustain relationships with relevant local stakeholders including local government, national networks and other agencies working in the country/region.
  • Develop, nurture and sustain relationships with DfID in Bangladesh.

Qualifications and Key Competencies

  • At least 5 years work experience in a similar role
  • Experience and understanding of faith based organisations and partnership approaches to international development
  • Demonstrates sectoral knowledge of climate resilient agriculture, alternative livelihoods and marketing, DRR and food security in the context of Bangladesh
  • Excellent written English skills with demonstrable experience of compiling institutional donor reports, translations, communication documents and emails. Demonstrated spoken English skills including leading meetings, providing translation from Bangla and regular Skype calls with the Programme Officer based in London.
  • Excellent financial management skills with experience in collating and compiling institutional donor financial reports.
  • Understanding of effective partner NGO (PNGO) work and desirable experience working as part of a consortium of organisations.
  • Self-motivated and takes the initiative, working remotely to deliver timely results
  • Sensitively manages and facilitates relations with CAFOD’s own position with a variety of stakeholders (NGOs, faith-based partners, INGOs, government officials, CSOs etc.)
  • Ability to identify support needs and provide capacity building to CAFOD partners where required.
  • Demonstrated experience in line managing and supporting staff to achieve their potential.

Terms and Conditions:

Location: From 1st July 2015 to 30th June 2018 the position will based in the northern districts of Rajshahi, Dinapur or Mymensingh (to be agreed).

Contract: The position will be a fixed term contract from mid-2015 to 30th June 2018.
